We wish you a successful and wonderful World Cup," Jia told Mahlangu.Looking to the future, Jia said China would like to work with South Africa to deepen cooperation in all fields and bring bilateral partnership to a new high.Mahlangu proposed the two countries learn from each other and work closely in trade and investment. BEIJING, May 1 (Xinhua) -- China's police forces nationwide were ordered Saturday to step up security of kindergartens and schools after a spate of violent attacks against school children.An emergency circular issued by the Ministry of Public Security also called for harsh punishments of criminals who attacked school children in order to deter potential attackers.It ordered all necessary measures be taken against school attackers in accordance with the law to stop a crime in progress.The ministry instructed police to work with courts and prosecutors to handle such cases swiftly.Police must also work with education authorities to comprehensively screen all campuses and their surrounding areas for security risks.

BOAO, Hainan, April 9 (Xinhua) -- Singapore Senior Minister Goh Chok Tong said Friday that he expects China, and similarly for most part of Asia recovering from the economic downturn, to maintain good growth this year."The economic recovery has started. That's a good news for Asia," Goh, also former Prime Minister of Singapore, said in an exclusive interview with Xinhua in Boao, a coastal resort in south China's Hainan Province.Goh is here for the annual meeting of Boao Forum for Asia (BFA), a pan-Asian platform of dialogue for key issues affecting Asia and the world, which will officially open Saturday. He was elected a member of the BFA's board of directors Thursday."The worst is behind us," he said, adding that China's recovery has a solid foundation and is on a good growth path."We've paid attention to economic fundamentals. If the economic fundamentals are right, we can let the storm pass by," Goh said. "That's what Singapore and China did."He said some damages in the global financial crisis were not very severe, "so once the storm passes, we grow again."Singapore also saw a very good growth in the first quarter of this year and "the growth exceeded out expectation," he said.Goh emphasized the importance of free trade. WASHINGTON, April 22 (Xinhua) -- The U.S. Commerce Department said on Thursday that it has set preliminary antidumping duties ( AD) on imports of certain seamless pipe from China, a move that might escalate trade disputes between the two countries.The department said it "preliminarily determined that Chinese producers/exporters have sold seamless pipe in the United States at 32.39 to 98.37 percent less than fair value."As a result of this preliminary determination, Commerce will instruct U.S. Customs and Border Protection to collect a cash deposit or bond based on these preliminary rates.The products covered by this investigation are suitable for the conveyance of water, steam, petrochemicals, oil products, natural gas, and other liquids and gasses in industrial piping systems.Imports of certain seamless pipe from China were valued at an estimated 182.3 million U.S. dollars in 2009, according to the U.S. Commerce Department.Commerce said that it is currently scheduled to make its final determination in September 2010.If Commerce makes an affirmative final determination, and the U. S. International Trade Commission makes an affirmative final determination that imports of certain seamless pipe salts from China materially injures, or threaten material injury to, the domestic industry, Commerce will issue an antidumping duty order.The new case followed the Commerce Department's initiation of antidumping (AD) and countervailing (CVD) duty investigation on Chinese aluminum extrusions on Wednesday.The protectionist moves by the Obama administration will ultimately hurt the U.S.-China trade relations, which are becoming more and more important due to the global financial crisis, economists warned.The onset of the global recession appears to have set off an increase in trade disputes around the world.Globally, new requests for protection from imports in the first half of 2009 are up 18.5 percent over the first half of 2008, according to the World Bank-sponsored Global Anti-dumping Database organized by Chad P. Bown, a Brandeis University economics professor.That increase follows a 44 percent increase in new investigations in 2008. And China has become the main target of the rising protectionism.

BEIJING, May 20 (Xinhua) -- China and the United States Thursday pledged to deepen clean energy cooperation as U.S. commerce chief led a large green power delegation to Beijing."As major energy producers and consumers, China and the United States can work together extensively in the clean energy field," Chinese Vice Premier Li Keqiang told U.S. Commerce Secretary Gary Locke in Beijing.The driving force behind cooperation, Li said, lies in the fact that China is actively pushing ahead with clean energy projects while the United States has green energy expertise and technology.Li encouraged the two countries to work more closely in clean energy,greenhouse gas emissions reduction, technological development to add to the momentum of sustainable development.Locke is leading a delegation of business executives from American clean energy companies eyeing China's fast growing green energy market, the size of which the United States has predicted will be 100 billion U.S. dollars by 2020."These 24 companies we brought from America represent a cross-section, a variety of different sectors," Locke said at the start of the meeting."But they still represent the best the United States has to offer in terms of clean energy, energy efficiency, electricity generation and distribution," said Locke, who earlier travelled to Hong Kong and Shanghai on the trade mission that started Monday.The diverse trade mission, the first one led by a U.S. cabinet-level official since Barack Obama assumed the presidency, includes leading energy firms like General Electric and First Solar as well as less well-known companies.Locke, on his third visit to China since he became U.S. commerce chief, characterized clean energy as "an extremely promising industry to foster areas of growth and create new jobs."He underscored the U.S.'s commitment to working closely with China in clean energy.Locke will join U.S. Secretary of State Hillary Clinton, U.S. Treasury Secretary Timothy Geithner and other cabinet officials for the Second China-U.S. Strategic and Economic Dialogue scheduled for Monday and Tuesday in Beijing.
