BEIJING, June 21 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee Monday approved an education reform plan for the next decade, which aims for greater education investment and fairer distribution of resources.Presided over by the CPC Central Committee General Secretary Hu Jintao,a meeting of the Politburo approved the final version of the Medium- and Long-term National Educational Reform and Development Plan (2010-2020).The Politburo, the CPC's top decision-making body, said in a statement that education was the fundamental cause for the revitalization of China and social progress in the future.China had established the largest education system in the world since the founding of the People's Republic, which ensured education rights for millions of people, the statement said.The government promote educational fairness as a basic policy and increase education investment in rural, remote and ethnic minority areas, the Politburo agreed.According to the plan, government investment will increase steadily to support the education sector, with the ratio of education expenditure in terms of gross domestic product (GDP) to be 4 percent by 2012.In 2008, the ratio stood at 3.48 percent, compared with the average international level of 4.5 percent.The plan, released at the end of February for public scrutiny, was seen as setting the tone for the development of the education sector in China, which has long suffered from funding shortages and unbalanced development in rural and urban areas.The plan said giving students fairer access to quality education would be a "fundamental policy," with more public education resources for rural, impoverished and ethnic areas.The reforms would also encourage private organizations and individuals to play a greater role in the education system, said the statement.The plan took one year and nine months to draw up, during which public submissions were invited on two separate occasions.
HONG KONG, June 25 (Xinhua) -- Air China, China's leading carrier listed in Hong Kong, said late Friday that it would pay 1. 3 98 billion U.S. dollars to buy 20 Boeing 737-800 planes.In a statement filed to the HK stock exchange, the carrier said the cost would be "payable by cash in installments" and it would " take delivery of the Boeing Aircraft in stages from 2013 to 2015"."The aircraft price is subject to price escalation by applying a formula. Boeing Company has granted to the Company (Air China) significant price concessions with regard to the Boeing Aircraft," said the statement.The transaction will be funded through cash generated from Air China's business operations, commercial bank loans and other financing instruments of Air China, said the statement.The Beijing-based airlines said the transaction would expand its fleet capacity with an increase of around 5 percent based on available tonne kilometers of Air China by the end of 2009.In particular, the deal would reinforce Air China's market share in the Chinese domestic market, and would also increase frequency of flights for a number of domestic and neighboring international routes, it added.By the end of September last year. BEIJING, June 12 (Xinhua)-- The amount of foreign direct investment (FDI) into China in May rose by 27.48 percent year on year to 8.13 billion U.S. dollars, said Yao Jian, spokesman of the Ministry of Commerce (MOC), Saturday.The figure brought the country's FDI to 38.92 billion U.S. dollars in the first five months, an increase of 14.31 percent from a year earlier.Yao said that in the first five months, FDI mainly flowed into the manufacturing sector, accounting for 47.32 percent of the total, despite a fall of 3.85 percent in the amount.The service sector saw actual inflow of the FDI up 32.05 percent from a year earlier, while FDI in the primary sector, including farming, fishery and forestry, rose 85.49 percent year on year, which accounted for 1.63 percent of the total FDI in the first five months.China approved the establishment of 9,638 overseas-funded ventures in the first five months, up 22.15 percent from the same period of last year.In May alone, the government approved 2,132 such companies, representing a year-on-year increase of 29.29 percent.
