There's a clear need for income security.”In the case of the stimulus checks, it's not people's fault they lost their income.With universal basic income, critics say people may not be deserving of the money. Marinescu believes the stimulus may be helping change the perception. She points to money people receive in Alaska from oil revenue. She says people aren't any less likely to work.In Stockton, they've found people are using the money for necessities like groceries and utility bills.How universal basic income, or UBI, gets funded is a big question.“One interesting thing that has happened with the stimulus checks is the idea that people had of saying it's going to be based right now on your past income and we'll potentially tax it away later after we're out of this hole,” said Marinescu. “So to me, that's a potentially important lesson for a potential UBI.”The president of the nonpartisan Center on Budget and Policy Priorities wrote that paying for universal basic income from new taxes isn't the way to go. He says we already need a lot of money to keep social security and Medicare going.Stockton's mayor says money from the pentagon budget or tax money from the legalization of marijuana could work. He's paying for his city's current pilot program with a grant and a private donation.Other cities looking to start pilots are considering forming public-private partnerships or working to find room in the city budget. 2467

The FBI and Toledo, Ohio police are searching for a suspect in an armed bank robbery who was mistakenly released from jail earlier this week.According to the FBI, Don Woodson Ellis Jr. allegedly robbed a bank in Toledo on Monday and was arrested and held at the Lucas County Corrections Center. He was mistakenly released on Wednesday night around 10:30 p.m.At the time, he was wearing a black t-shirt, light blue shorts/jeans to the knee and white tennis shoes with dark laces.He was using the name Antwon Moore at the time of the departure from the jail. He is also considered armed and dangerous.The Lucas County Sheriff's Office said Ellis "used deception" to be released back into the community.According to the FBI, he could be in Michigan given his previous criminal record which includes pleading guilty to bank robbery and fleeing/eluding police in Monroe County.Ellis is described as a black male, 28 years old, 6-feet tall weighing 150 pounds.  983

  

The Carr Fire raging in Northern California is so large and hot that it is actually creating its own localized weather system with variable strong winds, making it difficult for experts to predict which way the blaze will spread.At least seven people were still missing in Shasta County, California, as shifting winds, dry fuel and steep terrain helped the monstrous fire engulf almost 100,000 acres by Sunday night, authorities said.The fire has claimed six lives, including a firefighter and bulldozer operator working to extinguish the blaze.Sixteen people had been reported missing, but nine of those have been found safe, according to Shasta County Sheriff Tom Bosenko, who spoke at a Sunday news conference.The fire, which started a week ago, has burned 98,724 acres and is just 20 percent contained, according to the California Department of Forestry and Fire Protection, known as Cal Fire.Flames have destroyed at least 966 structures in the area, making it one of the top 10 most destructive wildfires in California history.
