SAN DIEGO (CNS) - A power outage left nearly 3,200 homes and businesses without electrical service Thursday morning in Del Dios, Rancho Bernardo, Rancho Penasquitos and San Pasqual.The blackout, which initially affected 3,173 utility customers, began shortly before 6:30 a.m., according to San Diego Gas & Electric. By midday, repair crews had restored electrical service to all but 209 of the affected addresses, SDG&E advised. SAN DIEGO (CNS) - An Arizona man who carried out a series of knifepoint rapes in the city of San Diego 24 years ago will be sentenced to 50 years to life in state prison early next year following his guilty plea to six rape counts.Christopher VanBuskirk, 47, of Goodyear, pleaded guilty Monday to threatening the victims with a knife while sexually assaulting them on four occasions between August and November of 1995, according to San Diego police.Deputy District Attorney Martin Doyle said Vanbuskirk also pleaded guilty to two knifepoint rapes committed in Riverside County in March 2002 and November 2004, with the Riverside County District Attorney's Office giving San Diego County prosecutors jurisdiction over those two cases.RELATED: Man accused of sexually assaulting six women since 1995 faces 190 yearsVanbuskirk is slated to be sentenced Feb. 20.Prosecutors said the four San Diego cases occurred twice in the Tierrasanta neighborhood, once in Pacific Beach, and once near San Diego Mesa College. SAN DIEGO (CNS) - Backers of an initiative that would have raised San Diego's hotel tax to fund a long-awaited expansion to the city's bayfront convention center failed to collect enough valid signatures to earn a spot on the November ballot, the city clerk's office announced Wednesday.A random sampling of the campaign's more than 114,000 signatures by the county Registrar of Voters fell short of the threshold of verified signatures needed to place an issue on the ballot. A signature-by-signature count will start immediately, but such a count typically takes 30 days to complete, and the deadline to place a measure on the ballot is Friday."Colossal failure," initiative opponent City Councilman David Alvarez wrote on his Twitter page.Overall, 71,646 valid signatures are needed to place an initiative on the ballot. SAN DIEGO (CNS) - A man died in a hospital Sunday of injuries he suffered in a collision with a boat while he rode a Jet Ski in Mission Bay, authorities said.The collision happened at 6:30 p.m. Saturday near the north end of Ski Beach when a man in his 20s from out of state was riding on a Jet Ski with another family member, according to the San Diego Police Department.A boat collided with the Jet Ski and the injured man was taken back to shore by the family member, where CPR was performed and a pulse was eventually detected, police said. He was taken to a hospital, where he died Sunday.Police questioned the driver of the boat, which was taken as evidence. The investigation of the collision is ongoing. The boat driver's name was withheld. 756

SAN DIEGO (CNS) - A man accosted a woman in the Fairmount Village neighborhood early Sunday and took off with her 2003 Toyota Celica, police said.He intercepted the 30-something woman in the 3800 block of 47th Street at 3:35 a.m., as she was heading to her car."The suspect pushed her to the ground and demanded her car keys," said San Diego Police Department officer Tony Martinez. "The victim complied, and the suspect fled in the victim's vehicle."Police said the vehicle's license plate is 6TQG479. The car has a rear spoiler, Martinez said.The suspect is described as a Hispanic male, about 6 feet tall with an average build.
