SAN DIEGO (KGTV) - Dockless scooter users can now ride without a helmet as long as they are over the age of 18. A new law signed by Governor Jerry Brown went into effect January 1 lifting the helmet requirement for adult scooter users. AB 2989 removes the mandate for riders of motorized scooters to wear a bicycle helmet as long they are older than 18. It also forbids riding a motorized scooter on highways with a speed limit greater than 25 mph and roads with a speed limit greater than 35 mph, unless there is a marked bikeway. DUI laws still apply to scooter users and riders must have a valid driver’s license or permit. Helmets are required for those under the age of 18. People can still be cited for lying the scooter down on a sidewalk to impede traffic or riding scooter with a passenger. 807

SAN DIEGO (KGTV) - Flames shot out a window of a Spring Valley apartment that caught fire Thursday morning.The fire broke out at the home in the 10,000 block of Austin Drive about 10 a.m.No one was injured but the family who lives there says their cat died in the fire."I heard the beep beep beep and ran up the stairs," said Jacquline Amey, "I looked in the other room it was all smoky - opened the closet and it was engulfed in flames."San Miguel, Heartland, La Mesa firefighters and the San Diego Sheriff’s Department assisted in the emergency.The cause of the fire remains under investigation.  636

SAN DIEGO (KGTV) - Hundreds of people rallied outside of the County Administration Building Monday and called for the reopening of San Diego County businesses.The rally was held as new coronavirus-related restrictions took effect across the county over the weekend, forcing businesses and entities like restaurants, gyms, and churches to shutdown their indoor operations.“Some of us are in danger of losing our homes. We’re definitely in danger of losing our businesses. And we just had enough; enough is enough,” said Laura Crivello, a business owner that attended the rally.Many business owners also shared their personal stories and how the restrictions have crippled their businesses and livelihoods. They were joined by the County Supervisor Jim Desmond and the mayors of El Cajon and Coronado. All three expressed their support for business owners.“This is a very important moment for San Diego County and California. SAN DIEGO (KGTV) -- Governor Gavin Newsom is set to visit San Diego Friday in a last-minute push for proposition 13. Newsom will make a stop at Dana Middle School at 8 a.m. as part of his statewide get-out-the-vote tour. Proposition 13 would authorize billion for K-12 schools as well as universities and community colleges. Newsom has said that the bond money would prioritize modernizing schools as opposed to new construction.
