Officials did not specify what underlying conditions the woman had suffered.This flu season, seven San Diegans have died from the flu. SAN DIEGO (KGTV) - A similar Observation Wheel to those in England and Paris could come to Balboa Park for a short term stay.The Cohn Restaurant Group and Sky Views of America presented the idea of the Balboa Park Star to the Balboa Park Committee Meeting on October 1.They hope the wheel would attract more visitors and re-energize the park."We have operated these observation wheels during the pandemic," Vice President of Sky Views of America Ben Pickett said.The gondolas are enclosed and climate controlled. According to the presentation, they are sanitized after each ride and safety protocols comply with state, local and CDC guidelines. Masks would be required for passengers and staff. The presentation was met with excitement by the committee."I love the fact it is innovative and outside the box," Committee Member Victoria Curran said. "This is a terrific idea, I love it!" Committee Member Johanna Schiavoni added."Sometimes it's the craziest ideas that are the best ones," Committee Member Micah Parzen said. SAN DIEGO (KGTV) - All month long recreational vehicle owners staying at the Dreams for Change safe parking lot have been desperate to find a new place to stay. They were given 30-day notices to leave the site by the end of July. Dreams for Change leadership says it was always their intention to shift clients to the City's new safe parking lot, located near SDCCU stadium. However, the new safe parking lot has gone mostly unused. RV owners are required to move their vehicles during the day, which can be a barrier for some.CEO of Dreams for Change, Teresa Smith, says they've now come up with a temporary solution. RV owners will be allowed to leave their vehicles on the property, but they will have to go during the day.The nonprofit must balance serving their clients while also abiding by permitting and zoning rules. They are working to treat RVs the same way cars are treated in the program.Smith says the ultimate goal is to transition clients into permanent housing, who receive assistance from a caseworker. According to the Dreams for Change website, 2,650 people have been served through the program since 2009, and 65% of participants find housing or long-term transitional housing within three months of coming into contact with the nonprofit. 1268

SAN DIEGO (KGTV) — A water culvert in Logan Heights overflowed Thursday night due to heavy rain, leaving neighbors with a mess Friday, many homes destroyed from all the water.Ruben Cortez’s home got filled with about a foot of water. Initially the water just piled up outside his sliding glass door, “the water was up to here so it looked like I was inside an aquarium”. After 20 minutes water came through the front and back doors, soon filling the entire house.Cortez and his wife are remodeling their home. One week ago they installed new flooring in their bedroom. After the flooding, the floor is completely ruined.The rest of the house has tile flooring and dirt and mud everywhere.His neighbors are also dealing with similar issues. Many parked their cars on the street and during the flooding the water filled up to the steering wheel.Most people in the neighborhood, along with Cortez himself, don’t have flooding insurance. He tells 10News, “its like getting snow insurance you don’t think anything like that is going to happen and this flood wasn’t really a typical flood, it was part of the drain that came out and flooded. You don’t think of those things”. Cortez wasn’t only worried about his own home, he’s also the pastor at the church next door. While the church was okay, the children’s classroom had water damage. The water also filled between a foot to two feet in the rooms.Left with a laundry list of things to fix, remodel and clean, Cortez tells 10News, “just count your blessings and the bad things as they come in, just face them one at a time." 1581

SAN DIEGO (KGTV) -- A South Bay homeowner contacted Team 10, saying his homeowner’s association towed his car even though he has parked in the same spot for years.Cecilio Nazareno has lived in the Rolling Hills Ranch community since 2005. “It’s a nice neighborhood,” Nazareno said.He has never had any problems with his HOA until recently. Navarro went on vacation with his wife late last year for a couple weeks.He parked his car in front of his home, but when he returned it was gone. “We were shocked because my car… was missing,” Nazareno said.He thought it was stolen, but when he contacted property management, someone told him it was towed. “The person that I talked to knew it was my car. [He] said we towed your car because it was abandoned,” Nazareno said.The bill was more than 0. “It’s a lot of money for me, especially being retired,” the military veteran said.Navarro said there were two warnings on his windshield, but he obviously did not see it since he was out of the country. “Give us time to correct it. While you're on vacation and your car is parked, you don't have time,” Nazareno said.Team 10 contacted the property management company and got a response from Rolling Hills Ranch Community Association. General Manager Haley Murphy cited a rule that said certain vehicles cannot “remain parked on any street adjacent to the Property for more than twenty-four (24) continuous hours.”However, Team 10 found the rule was for oversized vehicles, not regular sized cars.Murphy then pointed out a different rule: “Any vehicles which would be considered abandoned over 72 hours are subject to regulations… and vehicles that can’t be driven must be kept in the garage or removed.” “I said, how can you say abandoned? I used that car and parked here since 2005,” Nazareno said.“When I was in the military I would leave it here for weeks on out.” Team 10 asked why Navarro was being towed now.Murphy would not answer that specific question, but cited yet another rule that said: “Any vehicle parked for more than 72 hours in the same space is subject to tow with no further notice.” Murphy said that because he lives in “the gated section of the community with private streets,” there are additional restrictions on parking. Nazareno said he, along with several of his neighbors, have never seen this rule.Attorney Dan Zimberoff is not affiliated with the case, but sees a lot of issues similar to Nazareno’s situation. “It’s really the three P’s you see a lot. Pets, poop, and parking,” Zimberoff said.He said it is in the interest of both sides to resolve issues before it goes to court. One way is mediation.
