To have 13-year-olds addicted to nicotine is pretty bad," said Colleen Campbell a senior at South High School."JUULing is the most popular one," said Abdi Bhandari, a senior at Mountain Vista High School.An epidemic that has even gotten Governor John Hickenlooper's attention. He recently signed an executive order to urge state lawmakers to act to curb youth vaping.Hickenlooper is asking them to raise the minimum age to buy e-cigarettes to 21 and to consider banning flavored tobacco."It is right now, one in four teenagers in Colorado that are vaping," Hickenlooper told students at a packed auditorium at South High School."It is becoming a huge national problem and it's even bigger locally," said Dr. Megan Moini, a pediatrician at Centura Health in Erie.Moini is on the front lines of the vaping debate and said she has seen more and more teens get addicted to vaping."Boulder County, for example, has about three times the national average of vaping use among high schoolers," she said.Moini also said she thinks it's time for the state to crackdown and believes teens are being fooled into thinking vaping is safe and natural."Hopefully, we're getting a hold of it sooner than we did with cigarettes," she said. "The advertisers know what they're doing."Justin Zamora is a daily vape user and is also an employee at a local vape shop."I don't think it's fair because this is helping more people than it's hurting," he said.From Zamora's perspective, underage vaping is like underage anything."I hate it because it's just like they're scrutinizing our industry when there's underage drinkers, there's underage weed smokers, there's underage tobacco smokers," he explained.Zamora also said he has seen firsthand how vaping can help customers kick their cigarette habit."I've had customers come in reeking of cigarettes and then a couple weeks later they smell like vape coming in and they're like 'hey man' 'thank you'," he said.The Colorado Department of Public Health and Environment released results of the Colorado Healthy Kids Survey earlier this year, which showed Colorado ranked the highest for youth vaping out of 37 states surveyed across the United States.According to the survey, only 7 percent of high school students currently smoke cigarettes, while 27 percent said they vape nicotine. The statewide school survey shows 87 percent of Colorado high school students think cigarette smoking is risky, but only 50 percent believe those risks apply to vaping nicotine.The CDPHE said a separate, more comprehensive state survey shows about half of Colorado high school students have tried vaping nicotine, don’t see it as risky and think vaping products are easy to get, even though it is illegal to purchase them as minors.While no one seems to argue, teen vaping is a problem. DEL MAR (CNS) - Border Patrol officials Friday announced that 21 arrests were made earlier this week stemming from a foiled human smuggling operation off the coast of Del Mar.Border Patrol agents spotted a "suspicious vessel" near Dog Beach at about 3 a.m. Tuesday, which was later identified as a panga boat dropping off 16 Mexican nationals.In anticipation of a landing at Camino Del Mar, agents arrived to find a group of people clad in life jackets running toward three vehicles, according to the U.S. Border Patrol.One vehicle was stopped near the scene, while the other two sped off, the Border Patrol said.A 68-year-old U.S. citizen behind the wheel of a 2003 Mazda minivan was arrested along with eight passengers who were Mexican nationals. Two other vehicles were pursued to a hotel in Carlsbad, where the drivers -- both U.S. citizens -- were arrested with eight Mexican nationals who were passengers.According to the Border Patrol, U.S. Coast Guard officials intercepted the panga boat as it was attempting to depart the area, and two Mexican national men aboard were arrested.Border Patrol officials said five people will face human smuggling charges in connection with the incident, while one boat passenger will face charges for re-entry after prior removal. DENVER -- With Colorado’s rapid growth comes rising housing costs and more congestion on the road from more cars — and that doesn't even cover parking.A single parking garage space recently sold for a record-setting ,000 in downtown Denver. The spot is located right across the street from the Colorado Convention Center. “That was on a flat surface pretty close to the entry point,” said realtor Mark Trenka, who sells parking spots and real estate downtown.For the same price as a brand new Mercedes Benz C-Class, a Lexus LS, or a 5 Series BMW, someone bought 137 square feet of concrete.“They’re real estate transactions. It’s real property,” Trenka said. Trenka has sold nearly 70 parking spaces in Denver over the last few years, ranging from ,000 up to ,000.“We’ve seen a trend up in prices just like the condos,” he said. Denver is still not at a New York City or Chicago price level for buying parking spots, but the Mile High City’s prices are blazing new territory in Colorado. “The average of a parking space in the downtown area is between ,000 and ,000,” Trenka said. DENVER, Colo. — Voters in Denver, Colorado, overwhelmingly voted to pass Ballot Measure 2J to lift the cities more than 30 years old ban on pit bulls.Ballot Measure 2J passed with 64.5% voting to lift the ban and 35.5% voting to keep the ban in place.Passing the measure will allow the city to grant a provisional permit to pit bull owners as long as the owner microchips the animal and complies with additional requirements set by Denver Animal Protection.Denver Council member Christopher Herndon led the charge, proposing the idea to lift the pit bull ban in January.Denver City Council voted 7-4 to repeal the ban in February, which would have replaced the law with what could be best described as a “probation” for pit bulls. However, Mayor Hancock vetoed the ordinance just days later, saying in a letter he could not support the legislation because it did not, "fully addresses the very real risk to a severe injury that can result from attacks from these particular dog breeds, especially should they happen to a child."The law banning pit bulls was put in place in 1989 after 20 people had been attacked by pit bulls in the previous five years.One was a 3-year old who died from the attack in 1986. Hancock argued in his letter to the council that less than 20% of all pets in Denver are currently licensed, which "raises significant questions about the effectiveness of this proposed new system."Proponents said breed-specific bans do not work and enforcing the ban has cost the City of Denver more than .8 million.Aurora, Lone Tree, Louisville, and Commerce City still have bans on pit bulls, though Castle Rock repealed their ban in 2018. DANANG, Vietnam (AP) — For the first time since the Vietnam War, a U.S. Navy aircraft carrier is paying a visit to a Vietnamese port, seeking to bolster both countries' efforts to stem expansionism by China in the South China Sea.Monday's visit by the USS Carl Vinson brings more than 5,000 crewmembers to the central coastal city of Danang, the largest such U.S. military presence in Vietnam since the Southeast Asian nation was unified under Communist leadership after the war ended in 1975.The Vinson strike group deployed from San Diego in January.The Carl Vinson, accompanied by a cruiser and a destroyer, is visiting as China increases its military buildup in the Paracel islands and seven artificial islands in the Spratlys in maritime territory also claimed by Vietnam. China claims most of the South China Sea and has challenged traditional U.S. naval supremacy in the western Pacific."The visit of aircraft carrier USS Carl Vinson to Vietnam signifies an increased level of trust between the two former enemies, a strengthened defense relationship between them, and reflects America's continued naval engagement with the region," said Le Hong Hiep, a research fellow at the Singapore-based ISEAS-Yusof Ishak Institute.The ship's mission includes technical exchanges, sports matches and visits to an orphanage and a center for victims of Agent Orange, a toxic defoliant sprayed by U.S. forces to deny cover for Communist fighters during the war.
