SAN DIEGO (KGTV) - A broken water line in Tijuana sent a mixture of potable water and untreated sewage across the U.S.-Mexico border. The 7.8 million gallon spill, which started Sunday night at 7:30 p.m., was stopped Monday afternoon, according to a spokesperson from the International Boundary Water Commission.A spokesperson for the IBWC said the 16-inch potable water line broke near Agua Caliente Blvd. in Tijuana. SAN DIEGO (CNS) - The two owners and two employees of San Diego-based pornographic website GirlsDoPorn.com were charged with federal sex trafficking counts Thursday, with prosecutors alleging the defendants coerced and threatened the victims into appearing in online pornography videos.According to the U.S. Attorney's Office, numerous young women who initially responded to ads for modeling jobs were deceived by the defendants to appear in adult films.Once the victims learned the work involved pornography, the defendants allegedly told them the videos would be distributed to private clients, and not disseminated on the internet.RELATED: San Diego porn case: Civil trial against porn website operators beginsProsecutors say the women were "pressured into signing documents without reviewing them and then threatened with legal action or outing if they failed to perform." Others were not allowed to leave the shoots -- which were conducted at various San Diego hotels -- until the videos were completed, which sometimes involved sex acts the victims initially declined to perform, prosecutors say.Website owners Michael James Pratt, 36, and Matthew Isaac Wolfe, 37, are charged along with porn actor Ruben Andre Garcia, 31, and administrative assistant Valerie Moser, 37. The charges carry a maximum penalty of life in prison, according to the U.S. Attorney's Office.Prosecutors say Pratt remains outstanding, while Wolfe was arrested Tuesday, and Garcia was arrested Wednesday. It was not clear when Moser was arrested, but the U.S. Attorney's Office said she is slated to be arraigned in San Diego federal court on Friday.In addition, FBI agents executed a search warrant Wednesday night at an office in the Spreckels Theatre Building in downtown San Diego, where prosecutors say the website operated from. The website and its sister sites allegedly generated more than million in revenue.The defendants are also currently involved in an ongoing San Diego civil trial in which they are being sued by 22 women who appeared in videos on the site. SAN DIEGO (KGTV and CNS) -- A suspected arsonist was arrested for allegedly starting a series of brush fires in Otay Mesa West, Sunday afternoon. MAST (Metro Arson Strike Team) investigators booked 49 year-old Ramon Guevara for arson.According to the San Diego Fire-Rescue Department, the blaze broke out just after 10:30 near 4th Avenue and Private Road. The fires were ignited in the valley at Otay Valley Regional Park.Crews say at least 10 spot fires started along the road and, as of 12:30 p.m., and had burned three acres. Sunday marked the third day in a row small brush fires popped up in the area. Units from the Chula Vista and San Diego fire departments and two firefighting helicopters joined to battle the flames. The boy’s parent’s called police to report him missing around 2:15 p.m. Tuesday. Police could be seen in San Diego's Skyline neighborhood searching for the boy. Police say the boy usually walks home from school. According to police, the 9-year-old was found at a McDonald's. 405

SAN DIEGO (KGTV) - "It's not fair and it's not right," says Warren Peters of Spring Valley. He says he's been watching his son, Jahmes, spend several months fighting for his federal tax return. "People need this money. People have worked for this money. People have earned this money," says 24 year-old Jahmes.The young man tells Team 10 that he filed online in February and received his state refund, but not his federal refund. It's now been more than 7 months. A return summary shows he's owed almost ,200 from the IRS.Jahmes says he's between jobs and burning through his savings. His father tries to help but says he's retired and on a fixed income, so his means are limited."It doesn't feel too good depending on your dad at 24-years-old," Jahmes tells Team 10. Jahmes says he has repeatedly called, emailed and written to the IRS. He adds he was once asked to appear in-person to verify identity, which he says he completed. However, he says his efforts didn't yield clear answers from the IRS.On the IRS website, he showed us what he says is his filing status. "Your tax return is still being processed," is what it reads. "If the circumstances were different, [the IRS] would be knocking on [our] door looking for their money," says Warren Peters. "The IRS is just understaffed and overworked," says tax attorney Ronson Shamoun, CEO of Downtown San Diego's RJS Law Firm. He says long delays are not uncommon.
