SAN DIEGO (KGTV) - On Wednesday, ABC10 News interviewed San Diego County Superior Court Presiding Judge Lorna Alksne about this week's first criminal jury trial since all jury trials were halted in March.“We summoned 800 jurors and about 250 or so postponed their service like we told them to do if they felt uncomfortable or had a conflict or co-morbidity or something like that and of the remaining jurors we called in, only 41 showed,” she told ABC10 News and added, “The system doesn't work without jurors.” She went on to say, “I can only anecdotally think that people are unsure of public transportation or coming back Downtown to serve.”Wednesday marked the second day of the trial which was for an elder abuse case.Judge Alksne said that the courts have sufficient safety measures in place for jurors. “When they went back into the courtroom, they had these plexiglass barriers in between them if they're more than six feet apart and everyone wore masks and there was hand sanitizer everywhere. It's as safe as going to Costco,” she told ABC10 News.The courts have maintained that the only way to address the backlog of cases is with cooperation from San Diegans who are called for duty. She added, “What I [asked] the jurors yesterday was if you had a loved one who was incarcerated [and] pending trial and nobody showed up to do jury trial, how would they ever get their chance for their day in court?”Judge Alksne said that another trial is scheduled for next week and two are scheduled for the following week. The numbers of summonses will continue to increase. She explained that there's no plan to penalize people who do not appear for jury duty but that could change if turnout continues to be low. 1721

SAN DIEGO (KGTV) – Monday afternoon, the San Diego City Council rescinded regulations on short-term rentals in an 8-1 vote. On Aug. 1, the council voted 6-2 in favor of rules to regulate short-term vacation rentals in San Diego. The regulations were set to take effect in July 2019.  These regulations limited the rentals to primary residences, which would force some investors or owners of more than one home to sell their properties or rent them out long-term.City Councilwoman Lorie Zapf was Monday’s lone vote against the repeal.The group Share San Diego called Monday's vote "an important step towards fair and effective short-term rental regulations." 690

SAN DIEGO (KGTV) -- On Tuesday, county leaders, along with first responders and behavioral health experts, launched a new program named after a CAL Fire captain who died by suicide in 2017.The Fire Captain Ryan J. Mitchell First Responders Behavioral Health Support Program provides a confidential 24-7 helpline for any local first responder. The helpline is staffed by former and current first responders. The program also connects first responders to local behavioral health resources and substance abuse services.CAL Fire Captain Ryan Mitchell died by suicide on November 7, 2017, at the Interstate 8 Pine Valley bridge.“He loved the acts of fighting fires,” said his widow Denelle Mitchell, in an interview with ABC 10News in October 2019.She also spoke about the difficult days. “What comes with that is a lot of hard work, a lot of hours away from your home and your family and your friends,” she said.Ryan’s father, William Mitchell, became a fire chaplain after his son’s death. While he’s heartbroken his son is no longer with them, he is proud of the legacy he is leaving behind.“Heartbreak and pride are strange bedfellows,” William Mitchell said. “It's hard to process that sometimes. We were always and will continue to be very proud of our son.”Supervisor Nathan Fletcher introduced the policy to create and fund the program in September 2019. He told ABC 10News it cost roughly 0,000 to launch with subsequent costs as the program continues.Fletcher spoke about the trauma that first responders face on the job. “At a time where it feels like no one will sacrifice for anyone, we have a group of individuals who are willing to sacrifice their own safety. They’re willing to sacrifice their own life in an effort to protect us," he said.William Mitchell is one of three Advisory Committee members for the new program. He knows the need is there and encourages all first responders to utilize the new helpline.“The need hit our family like a storm that’s never going to relent,” he said.According to Blue H.E.L.P., 228 current and former law enforcement officers died by suicide in 2019, which is higher than the previous year. The Firefighter Behavioral Health Alliance said 82 firefighters, 24 EMS personnel, and one dispatcher have died by suicide so far this year. SAN DIEGO (KGTV) - Near Crystal Pier, an unusual sight greeted residents and beach visitors in North Pacific Beach: a multi-million dollar home spray-painted with graffiti. Feet from Palisades Park is an impressive home, perched on a bluff and boasting a pristine view. That home is now adorned with something not so pristine."Not good. It's an eyesore for the area. Spoils the whole look for the area," said Nick Tulip, a tourist from England.Neighbors say the large tagging appeared on the home over the weekend. "This kind of stuff I've never seen before, so I hope it won't be trending," said Elise Bernier, who lives in the area.Just to the south, along other parts of the shore, the sight of graffiti is more common, especially as school lets out for the summer. Neighbors in North Pacific beach are concerned that could be headed in their direction."It's an early sign of what's to come," said Ron Calkins, a retired firefighter who has seen tagging escalate in other areas."Other people are going to cross it off and put their own tags up. It turns into a stupid turf war between people that don't even live here ... just going to get worse unless there is more enforcement," said Calkins.The possibility that there is more to come is an uneasy feeling in an area known for tranquility."Totally disrupts the beauty of what's going on," said Bernier. 1365
