DALIAN, July 26 (Xinhua) -- China has stopped the Dalian oil spill from reaching international waters, an official said Monday, admitting the clean-up work was "arduous."Dai Yulin, vice mayor of Dalian City, Liaoning Province, where oil pipelines exploded on July 16, said workers had contained the oil slick, stopping it from reaching the open sea."But the next step, which is clearing it up, is an arduous task," Dai told a press briefing."Some of the slick has been mopped up, but it's not easy to get rid of the rest," he said.The clean-up has involved 266 oil-skimming vessels and 8,150 fishing boats, Dai told reporters.Maritime agencies and oil companies have laid down more than 40,000 meters of oil barriers and 65 tonnes of oil absorbent mats, he said.Despite this, oil could still be seen on some beaches.An explosion hit an oil pipeline 0.9 meters in diameter at 6:20 p.m. on July 16 and triggered an adjacent smaller pipeline to explode near Dalian Xingang Port. BEIJING, June 23 (Xinhua) -- Chinese banks should set up an independent risk management system in line with its strategic expansion plan as part of efforts to ward off financial risks, China's banking regulator said Wednesday.The breakout of the global financial crisis highlighted the necessity of increasing management of differentiated sovereign risks, the China Banking Regulatory Commission said in a guideline published on its website.Just as Chinese banks were expanding throughout the world, the overseas risks they were facing were on the rise, the guideline noted.Sovereign risks refer to ones that banks are exposed to when overseas borrowers or debtors are unable to repay debt because of their countries' economic, political and social changes.Chinese lenders were required to differentiate risks according to the countries involved and make policies on the minimum potential loan loss provisions ranging from 0.5 percent to 50 percent, according to the guideline.The banks must meet the requirements under the guideline by June 1, 2011.

BEIJING, July 28 (Xinhua) -- President Hu Jintao and Premier Wen Jiabao on Wednesday respectively sent condolence messages to their Pakistani counterparts after a deadly airplane crash that killed all the 152 people on board.In his message, Hu, on behalf of the Chinese government and the people and in his personal name, conveyed to Pakistani President Asif Ali Zardari his profound condolences for the victims and sincere regards to the families of those killed in the worst plane crash ever in Pakistan.In a separate message, Premier Wen Jiabao extended to Pakistani Prime Minister Syed Yusuf Raza Gilani his condolences for the victims and offerred regards to the families of those killed.Earlier Wednesday, an Airbus 321 carrying 152 people crashed minutes before it was supposed to land in Islamabad, killing everyone onboard, including at least 20 women and seven children as well as two Americans and a Somalian.The Airblue flight carrying 146 passengers and six crew members left Karachi in the morning and lost contact with the control tower at the Islamabad airport shortly before the crash. The plane was on its way from Turkey to the Pakistani capital via Karachi.The plane, which was manufactured in 2000, was leased in January 2006 by Airblue, a private service based in Karachi, Pakistan's largest city, according to local media.Also Wednesday, Chinese Foreign Minister Yang Jiechi sent a condolence message to Pakistani Foreign Minister Shah Mehmood Qureshi for the deadly air crash and the serious casualties.
