OTAY MESA, (KGTV) -- Construction for President Trump's border wall is set to begin the end of the month, but law enforcement is already prepping for protests.There are not too many visitors at the end of the only road that goes into the border project. Agents on ATVs and the occasional semi truck are about all you'll see.But by the looks of everything being put up, it's clear those in charge know something may be coming and they want to keep it out.People familiar with the border project say the fence was put up in the last few days.The San Diego Sheriff’s Department says they are not involved with the construction in any way but that, “the department is currently evaluating the need and possible location of a 'free speech' area where citizens can peacefully express their viewpoints.”Meanwhile, local activists like Border Angels' Enrique Morones told 10News they are not aware of any mass protest that could take place, but they are worried about possible out of town groups coming in and causing a problem. In the same week as the one-year anniversary of the Standing Rock protests over the Dakota Pipeline, law enforcement is guarding this patch near the border as it could become ground zero for the immigration debate. 1248

OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. The country's state oil company, Qatar Petroleum, made the announcement in a series of tweets."The withdrawal decision reflects Qatar's desire to focus its efforts on plans to develop and increase its natural gas production," Saad Sherida Al-Kaabi, the country's minister of state for energy affairs, was cited as saying in one of the tweets.Qatar is the world's leading exporter of liquefied natural gas, accounting for about 30% of global demand.For a year and a half, Qatar has been under an economic embargo by some of its neighbors including OPEC's de facto leader, Saudi Arabia. In response, Qatar increased its gas production, the mainstay of its economy, last year.It will be the first Middle Eastern country to pull out of OPEC, which only deals with crude oil production. Qatar's contribution has been marginal compared to some of the cartel's biggest producers like Saudi Arabia and Iraq. It pumps about 600,000 barrels a day of the almost 25 million barrels a day from all OPEC members."Qatar is a fairly small producer ... it was not making very much so it's not that significant in itself," said Robin Mills, CEO of Qamar Energy, a consultancy firm based in Dubai. "But it's a disappointment for OPEC because they've been trying to attract members."OPEC has been expanding in Africa, with Congo and Equatorial Guinea joining recently. "If you add those up, [the production] is equal to Qatar's so it's kind of lost the equivalent [output] of those new members," Mills added.OPEC members collectively supply about 44% of the world's crude oil. The cartel aims to monitor the market and decide to raise or lower oil production in order to maintain stable prices and supply.Qatar has been a member of OPEC since 1961. He made quite clear his desire to perpetrate the exact type of violence of which he now stands accused.Before he allegedly committed one of the worst mass shootings in US history at a Parkland, Florida, high school on Wednesday, police officials say Cruz wrote social media posts so threatening he was twice reported to the FBI.He hurled slurs at blacks and Muslims, and according to the Anti-Defamation League, had ties to white supremacists. He said he would shoot people with his AR-15 and singled out police and anti-fascist protesters as deserving of his vengeance. Just five months ago, he stated his aspiration to become a "professional school shooter."Yet on the morning of the massacre, the family that took the 19-year-old into their home didn't notice anything terribly strange about the young man's behavior, the family's attorney said Thursday.The only thing abnormal was that he didn't get up for his adult GED class. Normally, the father would take him to class on the way to work, but when they tried to wake Cruz up Wednesday, he said something like, "It's Valentine's Day. I don't go to school on Valentine's Day," according to the lawyer."They just blew it off," attorney Jim Lewis said. "This is some 19-year-old that didn't want to get up and go to school that day, and (they) left it at that."The family took Cruz in last year after his adoptive mother died. Cruz was depressed, Lewis said. The family's son knew Cruz, so they opened their home, got him into a GED class and helped him get a job at a Dollar Tree, the lawyer said."He seemed to be doing better," Lewis said.Prior to the mass shooting that left 17 adults and children dead at Marjory Stoneman Douglas High School, Cruz had exchanged texts with the son, who was a student there.Lewis characterized the texts as, "How you doing? He had to keep it in a lockbox in his room. Cruz had the key to the lockbox, the attorney said."This family did what they thought was right, which was take in a troubled kid and try to help him, and that doesn't mean he can't bring his stuff into their house. They had it locked up and believed that that was going to be sufficient, that there wasn't going to be a problem. ONTARIO, Calif. (KGTV) -- Police arrested a 16-year-old boy after he reportedly killed a duck with a golf club in Ontario Wednesday, according to ABC 7 in Chicago.The teen shared video that appeared to show him striking the duck. The duck’s remains were later found at the Whispering Lakes Golf Course.The 16-year-old was issued a citation for felony animal abuse after being arrested at his home.Members of the Colony High School golfing team were practicing when one of them said they accidentally hit a duck while teeing off.The boy claims he killed the duck to put it out of its misery, however, police say there may be more to the story due to the video being posted on social media. Police have said the investigation is ongoing. 748

OCEANSIDE, Calif. (KGTV) -- A man died early Saturday morning after being hit by a vehicle while crossing State Route 76, according to the Oceanside Police Department.The crash happened just before 1 a.m. on SR-76 near Old Grove Road.Police say a 2005 Lexus sedan was traveling westbound on the 76 when the driver struck a pedestrian attempting to cross the road. The man was pronounced dead at the scene.After hitting the man, the driver pulled to the center median and waited for police to arrive.“Neither Alcohol or drugs were a factor in this collision on the driver’s part. It is unknown the pedestrian was under the influence of any substance at this time,” police said.The name of the pedestrian has not been released.
