SAN DIEGO (KGTV) -- San Diego Police and National City firefighters used “scare tactics” this Halloween with elaborate haunted stations, touted as safer alternatives to traditional trick-or-treating on dark streets.The Southeastern Division police station building on Skyline Drive was transformed into a walk-though “haunted station," with room after room of zombies, creepy clowns and ghouls, some played by department employees in costume.“It’s all in good fun, for the kids to save a safe place to go, to get a little scared but in a safe environment,” San Diego Police Chief Shelley Zimmerman said before she took a tour of the haunts.Joseph Lemon, Jr. does not let his 11-year-old daughter Ananda do traditional trick-or-treating.“It’s not as safe as it used to be, and you have to go and x-ray the candy and all of that," Lemon, Jr. said. SAN DIEGO (KGTV) - San Diego Police are investigating what led to the death of a man while in police custody last week in Paradise Hills.Police said 39-year-old Guillermo Corrales was arrested on April 16 in the 6300 block of Clyde Ave. after reports of a relative becoming violent. Corrales had possibly used narcotics, according to police.Corrales was placed in handcuffs and medically evaluated by first responders.During the evaluation, Corrales went into cardiac arrest, according to police, and he was taken to a nearby hospital and placed on life support.He died from his injuries on Thursday.San Diego Police homicide detectives are investigating the incident as a possible custody death. 724

SAN DIEGO (KGTV) -- San Diego County officials urged people across the county to cooperate with the latest public health orders and purple tier restrictions Monday.The county broke its record for the highest single-day COVID-19 cases reported on Sunday at 1,087. The second highest day was reported Monday with 833 new cases.During an emergency briefing, county officials said too many people fail to take the proper measures to slow the spread.“It is really about wearing facial coverings, and the social distancing, and staying home when you are sick,” said Dr. Wilma Wooten, the county’s public health officer.“As we go into the Thanksgiving holiday, we know that people want to get together, but I encourage you to follow the guidance that we have posted on our website, that the state, as well as the CDC, are recommending. Really limit your engagements or gatherings over the holidays. Follow the guidance from the state, no more than three households. I would strongly encourage you not to travel out of state.”County Supervisor Greg Cox said cease and desist letters were sent to several businesses and entities that refused to follow the purple tier closure orders over the weekend.Wooten recently asked law enforcement agencies to step up enforcement efforts in their jurisdictions; Supervisor Cox sent similar letters Friday.“On Friday, I sent a letter to all the mayors in our region to have them step up enforcement of state and local public health orders. Frederick Von Kahl's family sued Clark Construction and other defendants for negligence, alleging they created a dangerous workplace at a San Ysidro job site which reportedly caused a valve to strike Kahl in his chest.Friday afternoon, Kahl family attorney Benjamin Bunn said that the case just recently moved into a settlement agreement. He said that Kahl had been married for 40 years.The Occupational Safety and Health Administration (OSHA) website revealed that it issued violations and a ,260 fine. In another negligence case, a worker sued Clark Construction Group and other defendants over a 2010 accident at the San Diego Marriot & Marina Hotel, claiming that a large piece of concrete dropped through a roof and struck a worker's body and right arm. The case was later dismissed.There's also a negligence suit that settled after a 91-year-old woman reportedly suffered broken bones from a fall while walking by a downtown construction site that she claimed was unsafe.The Division of Occupational Safety and Health of California (Cal/OSHA) has done at least 10 investigations into the company in the last 10 years. A Cal/OSHA spokesperson said Thursday that most of the investigations involve complaints from workers reporting unsafe conditions, with no violations issued.
