SAN DIEGO (KGTV and CNS) -- A San Diego County deputy facing charges that he groped 13 women was arrested again Thursday on five new charges, including forcible oral copulation.Richard Fischer, 32, is being held on million bail and is scheduled to be arraigned Friday morning in a Vista courtroom.Fischer faces more than 10 years if convicted on the new charges, according to the District Attorney. SAN DIEGO (KGTV) — A class-action lawsuit against the University of San Diego wants the school to refund students some tuition fees following the move to virtual learning.The lawsuit, filed by two students, claims the college owes students some of their tuition and fees back due to the switch to virtual learning.The suit says that when the school switched to virtual learning in Spring 2020, students were still charged full tuition even though "USD could no longer provide the promised hours of instruction." The lawsuit claimed that USD also increased its tuition on top of that."Similarly, students paid fees for services and access to facilities and equipment over the full semester. Though USD provided these services and facility/equipment access for only part of the semester, and could not provide them for the full semester, USD demanded that students pay fees for the entire semester," lawsuit documents state.A spokesperson for USD told ABC 10News they have not been notified of or served with the lawsuit.The lawsuit is seeking a "prorated portion of the tuition, fees and other related costs, proportionate to the diminished value of online classes and the amount of time in the Spring 2020 and following semesters when USD ceased in-person classes, campus services and access to campus facilities, continuing through to such time as USD reinstates in-person classes" for the two students who filed the lawsuit and "all others similarly situated." 1470

SAN DIEGO (KGTV) — A 10-year-old boy who allegedly fired two rounds from a shotgun at San Diego Police officers after barricading himself in a Southcrest backyard shed is in custody, police say.Family members at the home in the 4000 block of Boston Ave., about a block north of Caesar Chavez Elementary School, called police at about 9 a.m. after the 10-year-old armed himself with a knife and hammer.When police arrived, the child ran and hid in a shed with a shotgun, SDPD said. The child fired two rounds at officers, according to police, but no one was injured.The 10-year-old barricaded himself for nearly two hours, before surrendering to police peacefully.SDPD said the child will be taken to a nearby hospital for evaluation.The shotgun was recovered at the scene, police said, and investigators plan to look into how the child came into possession of the weapon.10News is monitoring this breaking news story. SAN DIEGO (CNS) — Two men who were allegedly running an illegal hash oil lab inside a Lemon Grove warehouse were charged by federal prosecutors Friday.Adam Ledesma and Jared Hoffman are charged with manufacturing around 166 kilograms of hash oil inside the building raided by Drug Enforcement Administration agents on Thursday.The hash oil, valued at more than .75 million, was seized along with ``sophisticated laboratory equipment'' valued at more than million, according to the DEA.In the criminal complaint filed Friday, DEA Special Agent James Gillis wrote that DEA agents regularly surveilled the building over the past month, and observed Ledesma and Hoffman regularly entering the building.There were ``no visible indications of commercial or manufacturing operations operating out of the building,'' according to Gillis, who said that on May 14, he found a number of paint buckets, stainless steel pots and other items he alleged were consistent with manufacturing cannabis inside two dumpsters in the building's loading dock. The building's electricity bills dating back to last May were also ``excessive and consistent with the amount of electricity required to operate equipment commonly used for concentrated cannabis extraction and/or indoor marijuana cultivation.''Search warrants were served Thursday for the premises, which has no license for marijuana cultivation from either the state or San Diego County, according to the DEA.Authorities said it was the sixth hash oil lab in San Diego County dismantled by federal authorities within the past three weeks. Explosions at two of those labs sent four people to hospitals with serious burns, the DEA said.The agency alleged that the Lemon Grove lab was in particular danger of an explosion or fire, due to high combustible gas readings at the premises, as well as a large amount of ethanol found at the lab. 1886
