SAN DIEGO (KGTV) - The California State University Chancellor said Friday the schools will not increase tuition for the 2018-2019 academic year, and demanded the state fund the system's critical needs.CSU Chancellor Timothy P. White said it was in the state’s best interest to fund the university’s critical needs supporting student access, achievement, and degree completion.“In light of California’s strong economy, California’s students and their families should not be saddled with additional financial burden to attain public higher education,” said White. “We will continue to make the case to lawmakers, who represent all Californians, that an educated citizenry should be at the top of the state’s highest priorities.”Last year, nearly 100,000 CSU students earned bachelor’s degrees and 20,000 earned graduate degrees.In November, the CSU budget request sought an increase of 3 million. The system considers its most pressing needs to be enrollment growth, a graduation initiative, increases for employee compensation, healthcare and retirement costs, facility operations and infrastructure requirements.Governor Brown’s budget proposal included an increase of .1 million.10News reached out to the CSU chancellor to find out how officials planned to compensate for the funding gap. SAN DIEGO (KGTV) -- The Del Mar Thoroughbred Club has canceled its racing program this weekend, July 17-19. The cancellation follows 15 jockeys recently testing positive for COVID-19. Racing is slated to resume July 24."Assuming these individuals continue to show no symptoms, they will be isolated for a total of 10 days and should be able to resume their usual activities, including riding after that time,” said Dr. Eric McDonald, Medical Director, Epidemiology & Immunizations Services, County of San Diego.Racing at the track is set to return on July 24.The 15 jockeys who tested positive are believed to be asymptomatic, officials said. “Contact tracing procedures are underway in conjunction with the San Diego Health & Human Services Agency. However, a common factor among all but one of the riders that tested positive is that they rode at the recently concluded Los Alamitos meet.”The track ordered testing of all jockeys after two riders, Flavien Prat and Victor Espinoza, tested positive for COVID-19.Espinoza, who rode American Pharaoh to horse racing’s Triple Crown in 2015, spoke about his coronavirus diagnosis earlier this week on “The Winner’s Circle” podcast.Espinoza told podcast host Bram Weinstein that he took a COVID-19 test on July 7 and did not go to Del Mar’s opening weekend because he did not receive his results until July 10.The famed jockey described his symptoms as body aches and join pain, but he did not have a cough, fever or shortness of breath."It's different from a cold. Tuesday at 5 o'clock, it hit me hard for two hours. The next day I wake up normal like nothing happened. I feel fine ... The following day, my body starts hurting, every joint in my body, especially my legs, every joint from my hip to my ankles. And there's not much I can do, anything,” Espinoza told Weinstein.Espinoza added, "I've been in quarantine since March. I've been so careful to take care of myself, and it was one of those little things; you let your guard down, I went to Los Alamitos and that was it.”"Honestly, I can speak from my experience, I don't wish nobody to have this disease. SAN DIEGO (KGTV) -- The county of San Diego is hoping to help curb the spread of COVID-19 among Latinos in the county with a new campaign announced on Tuesday.County numbers show Latinos are disproportionately affected by COVID-19. Out of the 24,000 confirmed cases in the county, 60% are Latino, but Latinos only make up 34% of the county's population.Out of the 487 coronavirus deaths in the county, 45% of those were Latinos, 38% were White and 12% were Asian.The new outreach campaign will consist of signage in Spanish, with reminders to wear facial coverings and maintain social distance. The county says they are also reaching out on TV, radio and online with resources for the Latino community.Although there is no exact reason for why Latinos are disproportionately affected by this pandemic, county leaders say reasons could include the fact that many Latinos are essential workers, live in multi-generational families and some have underlying health conditions.The county says it's goal is to make sure Latinos have the information they need to protect themselves and their families, encouraging them to get tested and participate if they are called by a contact tracer.To slow the spread of the virus, the county has expanded testing throughout the region, especially in the South Bay. Currently, more than 50% of all testing is being done in this region.The county opened its newest COVID-19 testing site in Imperial Beach last week. This new location brings the total number to six testing sites in South County. Additional testing sites are located in San Ysidro, two in Chula Vista and two in National City."We've not only expanded our testing, but we've also increased our contact tracing in the region," said Barbara Jimenez, director for the Central and South regions of the County Health and Human Services Agency.Jimenez has been spearheading the county's outreach efforts in South Bay communities and has been working with city mayors and other partners to get prevention, testing and tracing messages to area residents."We all need to follow the health prevention messages we've been promoting on preventing the spread of COVID-19. Let's take care of ourselves, our families and our community," Jimenez said.The county has also increased its contact tracing capabilities and now has more than 500 disease investigators and contact tracers who are calling people who tested positive for COVID-19 and their close contacts so that they place themselves in isolation or self-quarantine. SAN DIEGO (KGTV) — The first drivable, life-size LEGO Technic car will be on display through the holidays at Legoland California.The model featuring the Bugatti Chiron weighs one and a half tons and is a 1:1 replica of the world's fastest supercar. It took Lego builders more than 13,000 hours and more than 1 million Lego Technic pieces to recreate and assemble the car's sleek design and lines.While the actual Chiron can reach a record-setting top speed of 304 mph, this version can travel up to about 18 mph, according to the park.
