(KGTV) — A woman and her 16-year-old daughter were rescued from a remote part of Otay Mountain Friday.U.S. Border Patrol said the woman and teenager were found after being lost without food and water in a mountainous area of southeast Otay Lakes Reservoir at about 12 p.m. Border Search Trauma and Rescue and San Diego Sheriff's Department responded to the rescue effort. Border agents had to hike to the mother and teen's location and begin life-saving treatment.RELATED: Several migrants rescued from flooded storm drain in San YsidroAgents said the pair were losing consciousness and incoherent when they were found.A helicopter was used to take the two to an ambulance, which brought them to a nearby hospital for treatment.The incident marked the 21st and 22nd rescues by border agents performed in 24 hours, after 20 people were rescued from a storm drain near San Ysidro on Thanksgiving Day. 922

(KGTV) - Surveillance video has recently captured multiple incidents of what appears to be a thief returning over and over to prey upon elderly residents of the Salvation Army apartment building in El Cajon.Apartment staff at the building on South Anza Street say there have been at least five robberies between October and Christmas Eve. Each appears to include the same thief."He's the lowest form of life in my book," building superintendent Alex Harmon told 10News. "To prey on the elderly. She says he opened her bag and instead of taking candy, stole her wallet.In a separate incident, the suspected thief and what appears to be a lookout are seen carefully observing an elderly woman walking by. One man then turned and followed her around the corner. EL CAJON, Calif. (KGTV) - Unforeseen problems at the East County Performing Arts Center will delay a renovation project and plans to turn the venue into a rock concert hall. They will also cost the city about million more to complete the project.The City Council approved the extra cost at their meeting on December 11th.The ECPAC has been closed since 2010, a casualty of the Great Recession.Over the years it fell into disrepair. But in 2017, city leaders put together a plan to reopen it. Engineers found the heating, ventilation and air conditioning system needed to be replaced. They also found parts of the roof that needed repairs.The extra cost for those two combined is about .7 million.To prepare for any further problems that the city also agreed to add 2,000 to the budget as "contingency" money.The new money will come from the city's general fund, which had a surplus last year. They'll also use about 0,000 from the original budget for renovations that hasn't been spent yet.Speaking at the Council Meeting on the 11th, Mayor Bill Wells voiced support for the extra cost, saying the project shouldn't be done with "half measures.""Since we're investing so much in this and Live Nation doesn't want it to be a hot summer day in August and have the air conditioning go out, we collectively made the decision it was prudent to spend the extra money," Wells said.With the extra work, the venue will now open in the fall of 2019. To understand these delays, I sent a letter to the Inspector General of the United States Postal Service to request an investigation into the origins of the delays, and more importantly, what needs to be done to reverse these trends. Unfortunately, during the Holiday season—the Postal Service’s busiest time of the year—the combination of record mail volume and surges in COVID-19 cases have further hampered the agency’s ability to promptly deliver mail. In fact, as UPS and FedEx prioritize the distribution of vaccines, the Postal Service has taken on much of their package volume, adding more stress to an already overwhelmed system. Last week, it was reported that thousands of Postal Service employees were quarantined due to the pandemic, creating employee availability shortages across the country.For the duration of the pandemic, Postal Service employees have reported working each and every day to ensure mail delivery continued as states across the country enacted stay-at-home orders. As COVID-19 vaccines become more widely available, I am fighting to ensure these heroic Americans are classified as essential workers, therefore enabling them to be among the earlier recipients of the vaccine. Last Friday, I spoke with Postmaster General Louis DeJoy regarding the ongoing delays associated with mail delivery and stressed the need to rectify the situation as millions of Americans continue to rely on the Postal Service. Let me be clear—the more than 600,000 Postal Service employees nationwide are among the most dedicated public servants in our government workforce, and I have no doubt that they are doing everything in their power to move the mail as quickly and safely as possible. This country owes them a debt of gratitude for their commitment, dedication, and perseverance over the last 10 months.
