BEIJING, Feb. 12 (Xinhua) -- China said late Saturday that members of the United Nations should work for a broadly-based consensus on the reform of the UN Security Council.Foreign Ministry spokesman Ma Zhaoxu made the remarks in response to a relevant question.Media reports had it that a recently-released declaration by some countries said most of UN member nations supported enlarging the council with new permanent and non-permanent members, and insisted tangible results be achieved in this regard during the Current Session of the UN General Assembly.Ma said China held that UN member nations should seek for a package of solutions for the reform, on the basis of broad and democratic consultation among member nations to accommodate interests and concerns of all parties.He said though some positive progress had been made since inter-government negotiations regarding the reform of the UN Security Council were launched, there were still serious differences within all parties over certain important issues about the reform.China advocated that the more differences the member countries had on the reform, the more necessary for UN member nations to enhance dialogue and consultation, he said."Experience has proven that presetting results for the reform or forcing premature reform plans will not only undermine the unity of UN member nations, but also harm the reform process, which will not be in line with any party's interests," he said.China is ready to maintain contact with all relevant parties, and make joint efforts with other member nations to push forward the reform in a way which can be conducive to safeguarding the overall interests of UN and the unity of the member nations, said Ma.

MOSCOW, Jan. 21 (Xinhua) -- Russian and Chinese companies started construction of an iron ore dressing plant Friday in the Evreyskaya Autonomous Oblast to provide high-grade iron ore to the Asia Pacific region, including China.Yury Makarov, chief executive officer of IRC Ltd., told Xinhua the plant would reach its designed capacity in 2013 at 10 million tons of iron ore and 3.2 million tons of iron ore concentrates, which contain up to 65 percent iron.Makarov said that 20 percent of the iron ore concentrates, which are natural iron ore processed through crushing, grinding and dressing, would be used to meet demands of Russia's far east and the rest would go to the Asia-Pacific market. Currently, China imports large amounts of concentrates from Brazil, Australia and India."We are very open to interaction with various countries of the Asia-Pacific region, especially China. The volume of processed iron ore has been increasing every year. We will be happy to deliver iron ore to your companies as well as any other consumers who are willing to purchase our products," he said.The plant will draw its resources from the Kimkanskoye and Sutarskoye deposits and send its products through the Khabarovsk Krai and the Suifenhe port to China.The plant is only 7 km from the Trans-Siberian Railway. A railway bridge is being planned between Evreyskaya Oblast and Heilongjiang to further shorten the supply route.Total investment in the plant is 400 million U.S. dollars, with 340 million in loans from the ICBC (Industrial and Commercial Bank of China) in China. Interest under the facility will be charged at 2.8 percent above LIBOR per annum. The China National Electric Engineering Co, Ltd is tasked with the construction of the plant.Makarov said he was very optimistic about the future of the plant and the development of relations between the Russia's far east and China's northeastern region.IRC Ltd. is a metal unit of Russian gold miner Petropavlovsk PLC. It became the second Russian company to be listed on the HK stock exchange, when it started trading on Oct. 21.

BEIJING, Feb. 14 (Xinhua) -- China's meteorological authority announced on Monday that it has received 7.5 million yuan from the country's Ministry of Finance to strengthen its efforts in fighting persistent drought in some regions.The fund would be used to support efforts by meteorological departments in Shanxi, Hebei, Anhui, Shandong, and Henan provinces, all major crop-producing regions, to conduct activities for seeding clouds and making artificial rain, according to a statement posted on the National Meteorological Administration website.Government data shows that a prolonged drought since last October had affected 108.24 million mu (7.22 million hectares) of wheat crops in those provinces, as well as Jiangsu, Shaanxi and Gansu provinces, as of Sunday.The statement added that some of the affected regions experienced two rounds of snowfall last week, which were helpful in alleviating the drought. However, the major wheat-growing provinces of Shandong and Henan recorded no rainfall.The country's meteorological authority also predicted no significant rainfall or heavy snowfall for the dry regions over the next three days. PARIS, April 22 (Xinhua) -- Heavy load launcher Ariane 5 lifted off two communication satellites, Yahsat Y1A and Intelsat New Dawn, at around 6:37 p.m. local time (2137 GMT) on Friday from Europe's Spaceport in French Guiana.Yahsat Y1A is the first United Arab Emirates satellite launched by Arianespace. It is built by Astrium and Thales Alenia Space and will be positioned at 52.5 degrees East. With a design life of 15 years, it will be operated by the Al Yah Satellite Communications Company, a telecommunications company indirectly controlled by the Abu Dhabi Government.Weighing around 5,935 kilograms at lift-off, Yahsat Y1A was expected to be separated first around 27 minutes after the launcher started the flight.The second passenger Intelsat New Dawn was built by Orbital Sciences Corporation and weighs about 3,000 kilograms. Also with a designed life span of 15 years, it is planned to be positioned at 32.8 degrees East.Via the second mission of Ariane 5 in 2011, Yahsat Y1A will provide customized relay services for the government and commercial sectors in the Middle East, Africa, Europe and Southwest Asia, while Intelsat New Dawn will work as a part of the global Intelsat fleet, offering service for Africa.This launch, the 201st of an Ariane family vehicle since 1979, brought to 22 the number of Intelsat satellites serving Africa, according to the launching company.Originally scheduled for liftoff on March 30, this dual-payload mission was delayed following an interruption of the final countdown when an incorrect displacement of one of the engine's actuators was detected, Arianespace said in a statement. The launching center planned to have six liftoffs of Ariane 5 through this year.

HARARE, Feb. 9 (Xinhua) -- The two-day visit to Zimbabwe by Chinese Foreign Minister Yang Jiechi starting Thursday is an endorsement of relations between the Southern African country and China, local figures told Xinhua.Former Zimbabwean ambassador to China Chris Mutsvangwa said in an interview on Tuesday that Yang's visit will also boost economic relations between the two countries."The visit of a foreign minister is a big banner announcement to say that relations between Zimbabwe and China are reaching for a new level," he said."This is a visit which will mark a new diplomatic high watermark in Zimbabwe's international relations because to get the visit of an important and emerging super-power like China with such economic clout is a big vote of confidence on the part of Zimbabweans who have been pummeled by sanctions" imposed by the West.Yang, who will make the visit at the invitation of Zimbabwean Foreign Minister Simbarashe Mumbengegwi, is scheduled to meet President Robert Mugabe and other senior government officials.Mutsvangwa said the Chinese veto at the United Nations in 2008 was "a landmark diplomatic decision where it basically saved Zimbabwe from punitive sanctions instigated by an irate and sulky former colonial power.""So, now this visit will give an opportunity for Zimbabweans tofinally thank China for this act.
