SAN DIEGO (KGTV) -- A developer is proposing to build 1,200 housing units over the now-shuttered Carmel Mountain Ranch Country Club golf course.New Urban West is planning what's called "The Trails at Carmel Mountain Ranch." The plans, submitted to the city, call for 1,200 multifamily homes - a mix of for sale, and for rent - plus 111-acres of open space, including six miles of trails. The 164-acre project would make 10 percent of its rental units available for low-income households at 65 percent of the median income. "The plan features affordable and market rate housing for young families, working professionals, and seniors in very close proximity to thousands of jobs and a major transit center," said a statement from Jonathan Frankel, a vice president at New Urban West.Carmel Mountain Ranch golf course closed in 2018, amid a series of golf courses shutting down due to skyrocketing water rates. The course has since been fenced off, and is dominated by weeds and overgrowth. Now, a group of residents called Carmel Mountain United is raising concerns over the development in the golf-centric neighborhood. The neighborhood has several golf-cart crossing warning signs and its streets are named after famous courses.Troy Daum, who heads the group, says many people bought in the neighborhood because of the golf course. Now, his group is raising concerns that the development could increase traffic and make it more difficult to evacuate quickly in the event of a wildfire. Daum said New Urban West has ignored those calls and should instead focus on redeveloping area retail centers into mixed-use housing. "I don't think there's compromise with 1,200 homes," Daum said. "There's just not room in the community to handle that."Frankel says the project comes after neighborhood workshops and online surveys. A release from New Urban West notes upwards of 1,600 units could have been built on the property. The project is currently undergoing environmental review and will go through public hearings once that is complete. 2042

SAN DIEGO (CNS/KGTV) - A federal judge in San Diego today ordered the Trump administration to immediately start new asylum screenings for eligible reunified families, despite objections from the government that the agreement has not been finalized.Under the proposed settlement agreement – which U.S. District Judge Dana Sabraw gave unofficial preliminary approval to last month – reunited migrant families would get a second chance at applying for asylum.Attorneys for the migrant families argued that when the families were separated at the border, most children were not interviewed to determine if they had a credible fear of returning to their native country. Their parents were granted interviews, but were so distraught after being separated that they didn't clearly advocate for themselves, attorneys said.Under the settlement, reunited migrant families still in the U.S. will be allowed to remain until all family members have completed the asylum process.When Sabraw unofficially approved the settlement, both sides agreed that the asylum determination process should get underway as soon as possible.Sabraw granted preliminary approval last week, paving the way for credible fear interviews to proceed within days of a migrant confirming his or her wishes to go forward with an asylum claim.The ruling appears to apply to about 60 people who are detained and had signed paperwork agreeing to the terms of the new process.It could end up applying to many more.Another status conference on the class-action lawsuit is scheduled next month. 1576

X-ray services and express care will be added to the clinic in 2021."Like all of our clinics, the Pacific Highland Ranch clinic is designed to support appropriate physical distancing, said UCSD Health Physician Group CEO Dr. Christopher Kane. "Patients can check in for an appointment and pay any copays using a contact-free option at a guest kiosk or with a mobile application."Walk-ins will be accepted at the clinic, which will be open eight hours a day, seven days a week, to address common health needs, including coughs, colds and simple fractures or sprains.In 2019, UCSD Health opened a clinic in Encinitas -- which offers pediatrics, primary care and express care -- and a clinic in Eastlake offering primary care, express care and imaging capabilities.UCSD Health also opened a clinic in the Rancho Bernardo area in 2018 that offers urgent care, advanced imaging, an optical boutique, primary care, women's health, occupational medicine, behavioral health, cardiology, neurology, gastroenterology and a retail pharmacy open to the public.Flu immunizations are also available at all clinics for the 2020-2021 flu season.An annual flu vaccine is especially important this year with flu season coinciding with the ongoing COVID-19 pandemic, according to UCSD Health. 1522

There are no criminal charges at this time.The two violations CSLB is investigating are a departure from trade standards or specs and willful or fraudulent act.On Wednesday a spokesperson for the CSLB told Team 10 the company notified state officials it plans to shut down and cancel Quality Painting SoCal's license. 1947

  

SAN DIEGO (KGTV) - A California woman is accusing a San Diego CEO of gaining her trust and then decimating her entire life's savings. The woman, Marieme Bouguerba, is being represented by San Diego attorney Charles Field, a partner with Sanford Heisler Sharp, LLP "She's devastated. You have a single mother who lives with her parents, and she's trying to make things go and to have her entire life savings decimated like this is a major setback for her - both financially and emotionally," said Field.The lawsuit claims Mark Bernier trolls dating websites for vulnerable, high net worth women as part of his investment scams. It goes on to say he advertises himself as a licensed investment professional, attempts to build trust and confidence, and then aggressively seeks to separate the women from their money through purported investments.Bernier is listed as CEO for San Diego-based venture capital firm, VentureMoney Management Co. Field says his client met Bernier on the dating website MillionaireMatch.com, a site designed to help successful people find love. Field says Bernier has exchanged over 29,000 messages with over 3,000 women through the Millionaire Match website, to sell them worthless securities. "Well I think that's the mark of a good salesman, is that a good salesman can make a good pitch, can make a convincing pitch, and when it's backed by a legitimate looking website that has very prominent people on there, all that combined led her to believe that this was reputable," said Field.Field says Bernier scammed his client out of 0,000. While they received 0,000 back during mediation, Field says they are not being told where the rest of the money is."It seems reputable, when you look at the website it seems like he's [Bernier] trying to do good things, that's what it appears. But like I said, we asked where the money is, we asked what it was invested in, where it went, and we have not gotten any answers," said Field. Their lawsuit accuses Bernier of not even having a license to sell securities or give investment advice in California.
