VISTA, Calif. (KGTV) - Two Sheriff's deputies are under an internal review after video surfaced of an arrest in the North County this week.A 911 call was made Monday from a woman on Madera Lane, who said she was a domestic violence victim and being held against her will, according to the San Diego Sheriff's Department. Deputies responded and said they ultimately arrested Gerardo Martinez Jr., 23, and 50-year-old Gerardo Martinez Sr.MAP: Track crime happening in your neighborhoodThe younger was booked on charges including false imprisonment, assault with a deadly weapon, and disobeying a court order. SDSO charged Martinez Sr. with obstructing a public officer and removing someone from the lawful custody of a peace officer, though he has bailed out of custody.Video of the arrest, however, soon landed at least two deputies involved with the arrest in hot water.The footage posted on social media showed one of the men being led away in handcuffs before a deputy appears to shove him into a fence. The man's face is slammed into the wooden fence before the deputy leads him away.At the same time, four other deputies hold the second man to the ground, one of them appears to repeatedly strike the man in the head. It isn't clear if the man on the ground was also handcuffed or whether the deputy struck the man with a closed fist or open hand.Two deputies have been placed on administrative assignment, pending an internal investigation, SDSO said Wednesday. Investigators will be looking at body-worn camera and interviews with those involved in the incident."As we continue to gather and evaluate the facts of this case, the internal review might change in scope. VISTA, Calif. (KGTV) - Neighbors in the 700 block of Lemon Avenue in Vista say they were stunned as they watched a landlord pull out a pistol and start shooting at his tenant.Neighbors tell 10News there have been screaming matches at the home in the past. They say the landlord had been trying to evict a tenant who was living in the garage. The neighbors did not wish to share their names out of fear for their family's safety.The watch commander said they received a 9-1-1 call around 6 p.m. when the first shot was fired. Deputies arrived and investigated, then left when they couldn't find the landlord.Around 7:50 p.m. the landlord returned and, according to the watch commander, fired several shots at the tenant.Neighbors said it sounded like fireworks. They said they saw the landlord cocking his pistol, they believed it jammed.A video provided to 10News by neighbors shows deputies with rifles drawn approaching the home.They arrested the landlord and his associate.Details on the man, the associate, the tenant and the charges are not currently known. 1070
WASHINGTON — After months of on-again, and off-again negotiations, a bipartisan economic stimulus deal appears to be on the horizon. While nothing is official, optimism swept Capitol Hill Wednesday that something could be passed by the end of the week. The bill would not only provide economic relief but also keep the government open through 2021. Funding for the federal government officially runs out Friday night at midnight. STIMULUS CHECKS INCLUDED The biggest news is that stimulus checks appear to be included in the bill. While nothing is confirmed, Republican Senator John Thune of South Dakota told reporters that the checks would be around 0-0 per person, which is about half as much as last time. Whether or not you are eligible for a stimulus check will likely depend on your income, just like last time. WHEN COULD YOU GET IT? If Congress is able to pass a bill by Friday night, checks could theoretically be deposited into millions of accounts by New Year's Eve. That's because unlike last time, the IRS has already built the computer program to distribute checks and staffers have experience. This is what Treasury Secretary Steven Mnuchin said back in August about how quickly he could send out the checks. "I can have them out immediately," Mnuchin said. "If I could get that passed tomorrow. I could start printing them the following week," Mnuchin told reporters at the White House in August. "I can get out 50 million payments immediately," Mnuchin added. VISTA, Calif. (KGTV) -- Authorities are searching for a man they say was acting suspicious outside an Islamic center in Vista in late March. According to the San Diego County Sheriff’s Department, the man was seen taking pictures on the Tri-City Islamic Center on March 30. When someone at the center saw the man taking pictures, they invited him inside. When the man saw there were people inside the center, he took off running, deputies say. RELATED: Security tight at San Diego area mosques after arsonIt’s unknown why the man was taking photos, but the department says they are interested in speaking with him. Witnesses describe the man as Hispanic in his late 20s, about five feet, seven inches tall with a lean or muscular build, short, dark hair and a blonde beard. He was last seen wearing a red hat, dark gray sports coat and blue jeans. Anyone who sees something suspicious is asked to call the department at 858-565-5200 or Crime Stoppers at 888-580-8477. The incident happened shortly after a fire was set at an Escondido Mosque on March 24. The fire, which caused minimal damage the building, was extinguished by members of the mosque. When authorities arrived, they discovered graffiti referencing the New Zealand mass shooting at the scene. 1265
VISTA (KGTV) – One person is dead and four more injured after three motorcycles crashed in Vista Saturday night.The crash happened at the intersection of Monte Mar Road and East Vista Way around 6:30 p.m. The motorcyclist who died is 55, but authorities did not release his name.Deputies say at least three motorcycles and one car were involved in the crash. All of the motorcyclists are part of the same club.Deputies say three Harley’s crashed with a Toyota Camry. Authorities don’t believe drugs or alcohol were factors in the crash. 544
