SAN DIEGO (KGTV) -- The California Highway Patrol is investigating following a crash involving a military Humvee Thursday night.The crash happened on eastbound Interstate 8 just west of Dunbar Lane. Five vehicles were involved in the crash.As a result of the incident, traffic was backed up on the interstate for miles. SAN DIEGO (KGTV) - The Barrio Logan College Institute is moving into a newer, bigger location, thanks to the generosity of an area businessman.Nicholas Aguilera, who's father started Diego and Son Printing in 1972, is letting the BLCI lease the company's old building for 20 years, with an option to buy."I think it's awesome, it's fantastic," Aguilera says. "I think my dad would be very, very happy and proud."Aguilera says his father always wanted the business to be part of the community. Turning it's original location into an educational site fits with Diego's vision and passion for improving the Barrio."I see a future for our students," says BLCI Interim CEO Barbara Ybarra.The Institute works with kids from the 3rd grade through high school. It helps mentor them as they try to become the first person in their family to go to college. Ybarra says 100% of the students that complete the program go to college.The new building will allow the BLCI to serve even more students."These upgrades are going to help them compete technologically with the other students they're competing against to get into college," says Ybarra.She also says there's symmetry in taking over the old printing building."Diego used to print notebooks and pads of paper for the students to use and take to school," she says. "I see it coming full circle. It's a great legacy for their family."The BLCI is trying to raise .5 million to buy the building. So far they've been able to secure .1 million in donations. SAN DIEGO (KGTV) — The new community plan for Kearny Mesa, given final approval by the City Council earlier this week, takes effect Friday. Several properties are being rezoned with 27,000 new housing units planned for those parcels.“My vision is that within five years, you’ll be able to live on Convoy, enjoy the restaurants and the shops that are on Convoy, and work in a job in Kearny Mesa, all in one community," City Councilmember Chris Cate, who represents the area, told ABC 10News ahead of the final vote.Cate says the city is trying to encourage a"live-work" village concept for many San Diego neighborhoods, especially those that are major job centers, such as Kearny Mesa. The idea is that by creating housing and recreational possibilities in the same communities where people work, they will have to commute less. That has numerous benefits across the city, including less traffic and car pollution.It is anticipated that many of the new projects will replace aging strip malls whose parking lots remain vacant much of the time. Cate hopes the areas around Convoy St., Clairemont Mesa Blvd., and Aero Dr. will become similar to the feel of Little Italy.Because parameters have already been set for how many homes will go onto each affected parcel, as well as other necessities such as pathways, street improvements, and parks, there will not be the same drawn-out approval process that has been seen with other recent attempts at development. Cate says that means developers who acquire the land will be able to move quickly, as long as their design stays within the parameters of the community plan. “They already have an understanding of what these projects will look like, what’s required of them, where different pathways or parks will go. All these things are already agreed to on the front end," Cate said.Cate says he anticipates that the first projects could break ground in 2021. 1910

SAN DIEGO (KGTV) - The father accused of causing a condo fire in Rancho Bernardo that killed his two children appeared in court Tuesday afternoon for a preliminary hearing.Henry Lopez is accused of passing out drunk with a lit cigarette, setting his condo on fire last October.His children, 10-year-old Cristos and 7-year-old Isabella, were in the home at the time and suffered smoke inhalation. Both children died as a result of their injuries.Lopez was also burned in the fire and hospitalized for some time.One witness told the court Tuesday he heard a female screaming at the scene, but the screaming stopped.RELATED: Father charged after children killed in fireHenry Lopez' ex-wife Nikia Lopez testified the two were in the midst of a divorce. They shared joint custody of their children.  Lopez told the judge her former husband was an abusive alcoholic.She claims she had warned him previously not to smoke in the house around the children."He drank a lot. My goal was to keep it from the kids.  I would wake up in the middle of the night and throw away the bottles in the trash. I would pull him upstairs before the kids woke in the morning... sometimes I would have to clean up his throw up."  He’s not in custody because his defense attorney says he needs to be out to receive medical treatment for the burns he sustained during the fire.Prosecutors believe the fire started in his bed and ultimately spread to the rest of the home.  Investigators found discarded smoking materials and alcohol near the start of the fire.If there’s enough evidence against Lopez and the case goes to trial, he faces up to 14 years in prison for several felony counts including involuntary manslaughter and child endangerment.Lopez is not charged with intentionally starting the fire. 1809
