So we provide the communications," Lynaugh explained it's similar to how your Wifi modem works at home.In Vulcan Wireless's Lab, you'll find the same technology NASA uses."When we close this thing down and we lock it we're able to pump all the air out of it so we can simulate space environment with this," Lynaugh said. They have a machine that simulates heat, extreme vibrations, a vacuum among other equipment.All this to ensure their equipment is prepared for space. The transceiver is equipped with rechargeable batteries, fueled by solar panels, and compact, making it ideal for NASA, military and commercial projects. Lynaugh launched Vulcan Wireless in 1993. His passion was instilled by his father throughout his youth. (KGTV) -- Several activist groups will gather outside the Carlsbad Police Department on Thursday, demanding change following a controversial encounter between an African-American man and Carlsbad officers last month.The group will release details on a meeting they had with the Assistant Chief of Police for the City of Carlsbad, Mickey Williams. The meeting was organized to address the use of force and arrest of a Black man by officers on June 11.The police department previously released a video that juxtaposed three camera angles of the confrontation with the Marcel Cox-Harshaw.RELATED: Police release body camera footage amid public concerns over officer misconductA witness' phone shows officers using a Taser on Harshaw and pressing his head into the pavement. Two other videos from police body cameras show officers meeting paramedics who were called out to a report of a man face down on the sidewalk. Police say that while medics evaluated Harshaw, he became agitated, yelled profanities and began walking quickly toward them.The department says that officers feared for the medics' safety, so they reached out and told Harshaw to stop, but he continued to yell as they tried to cuff him.Officers reported that they then used a Taser to subdue him after he continued to yell, struggle, turn and pull away.Activists dispute the department's account of the night, and they are asking the department to create an oversight board that would include community members, as well as review its de-escalation policy. 1545

CARLSBAD, Calif. (KGTV) -- Border Patrol and the Coast Guard are investigating after a Panga Boat washed ashore in North County Monday morning. According to agents, the 18-foot-long boat was found early Monday morning on Tamarack State Beach in Carlsbad. Agents discovered several life jackets and gas cans inside the vessel. RELATED: Possible human smuggling boat found in Del Mar beachMarkings on the boat indicate it may have come from Ensenada, but Border Patrol hasn’t confirmed that information. CARLSBAD, Calif. (KGTV) — A 52-year-old modeling photographer was arrested this week in Carlsbad, accused of sexually assaulting a teenager.Robert Koester, of Carlton, Ore., was arrested on Tuesday at a Carlsbad Blvd. residence after the reported sexual assault of a 16-year-old during a modeling shoot, according to Carlsbad Police.Police were alerted to the reported sexual assault on Monday after the teenager said she met with Koester, who was subcontracted by Frank, a Carlsbad-based modeling agency. MAP: Track crime happening in your neighborhoodThe victim said during the photo shoot, Koester sexually assaulted her. She left the shoot early and told her father about the incident.Police investigated and found Koester at the residence, which he was temporarily renting. Police said other evidence was collected at the scene.Investigators are working with the modeling agency, Frank, to identify other possible victims. CARMEL VALLEY (KGTV) - Schools are urging parents to learn more about the hit Netflix show '13 Reasons Why' so they can have a conversation with their kids.The first season of the show came out in March of 2017, and immediately after searches on Google relating to suicide skyrocketed.Particularly, "how to commit suicide" up?26%, "suicide prevention" rose 23% and "suicide hotline number" was up 21% according to a research paper published in JAMA International Medicine and CNN.At Carmel Valley Middle School, they faced that very serious issue personally. Three 7th graders, Madison, Lauren and Ximena saw their friend, who moved to LA, posting her pain on social media. She was cutting."She was posting a lot of videos on social media holding up an exact-o-knife and talking about all this," Madison said."I found out first and texted both of them and said we have to do something about it," Ximena said it was on her Snapchat story.Madison said they were taught in P.E. that this kind of act is a plea for help. They went to their counselor, Karen Infantino who went the extra step, reaching out to a counselor at the friend's new school, ensuring she got the help she needed."And was able to reach out and make sure that she was in a good place but it’s also really important for me to make sure that any student that comes to me feels listened to and acknowledged," Infantino said.The sentiment of being heard could've changed the entire plot of '13 Reasons Why.'The main character of the dramatic series reveals the reasons she committed suicide.
