BEIJING, Nov. 2 (Xinhua) -- Chinese Premier Wen Jiabao and European Commission President Jose Manuel Barroso exchanged views on climate change and China-EU cooperation on Monday during a telephone conversation.     The upcoming UN climate change conference in Copenhagen should aim to achieve positive results in the full, effective and sustained implementation of the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol, Wen said.     "Emphasis should be put on making clear and detailed arrangements for mitigation, adaptation, technology transfer and financing," he added.     "The key to success at the conference is to uphold the UNFCCC, the Kyoto Protocol, the principle of 'common but differentiated responsibilities' and the authorization of the Bali Road Map," he said.     President Hu Jintao had made clear China's position and specific measures at the UN climate change summit in September, he said.     The premier specified six aspects China will give priority to in its next steps. That included integrating actions on climate change into its economic and social development plan, implementing and improving the National Climate Change Program, promoting the green economy, and reinforcing the comprehensive capability in coping with climate change.     Work also needs to be done in improving legislation on dealing with climate change and boosting international exchanges and cooperation, Wen said.     China highly values its relations with the European Union and both sides should further deepen the strategic mutual trust and strengthen all-round cooperation under new conditions, Wen said.     China is ready to work with the EU to push for a success of the Copenhagen conference and promote the comprehensive strategic partnership with the EU, he added.     In the telephone conversation, Barroso briefed Wen on the EU's position and proposals on climate change.     Barroso said the EU appreciates China's efforts in coping with climate change and its achievements in energy saving and emission reduction.     The EU hopes to enhance coordination and cooperation with China to make sure the Copenhagen conference produces positive outcomes, and expects to make joint efforts with China to push bilateral cooperation to a new level, Barroso said.

FUKUOKA, Dec. 16 (Xinhua) -- Chinese Vice President Xi Jinping said Wednesday his visit to Japan had "a positive result" and "achieved what he had expected."     Xi made the remarks before leaving the southern Japanese city of Fukuoka, the last stop of his Japan visit, for South Korea to continue his four-country Asia tour.     During a meeting with Fukuoka Prefecture Governor Wataru Aso, Xi said he held fruitful talks with Japanese Prime Minister Yukio Hatoyama in Tokyo and exchanged views with representatives of all Japanese circles. BEIJING, Dec. 7 (Xinhua) -- Vice Premier Wang Qishan on Monday hoped China and Germany would increase mutually-beneficial cooperation in various fields to promote bilateral relations.     "China and Germany are highly complementary in economy and share great potential for cooperation," Wang told visiting German Federal Minister of Economics and Technology Rainer Bruederle.     Hailing the China-Germany 37-year diplomatic relations, Wang said the two nations had witnessed frequent high-level exchanges and increased cooperation in economy, trade, investment, science, technology, culture and other fields.     China was in a period which witnessed accelerated industrialization and urbanization, Wang said. "We will unswervingly follow the principle of putting people first and the scientific concept on development to seek sustainable development."     Bruederle said Germany would work with China to expand bilateral cooperation, in a bid to promote healthy and stable development of trade and economic relations between the two nations.

BEIJING, Nov. 26 (Xinhua) -- China has tightened settlement and sale of foreign exchange by individuals to curb non-normal cross-border capital inflow, according to a statement of the State Administration of Foreign Exchange (SAFE).     Banks should deny, review or report to foreign exchange regulators, individual purchases or settlements of foreign exchange suspicious of splitting up one deal into several smaller ones to dodge limits on the size of exchange transfer by one person, which is understood to be one of the channels for hot money inflow, said the statement on Wednesday.     Practices including one overseas individual or institution remitting foreign exchange to five or more individuals within China who settle them respectively, or five or more individuals buying foreign exchange and remitting them to one and the same overseas individual or institution, on a single day, every other day or consecutive days, are considered exchange splitting behavior, said the SAFE.     China in 2007 set the limit of up to 50,000 U.S. dollars per year for an individual to exchange between yuan and foreign exchange.
