SAN DIEGO (KGTV) - A local college student is trying to stay afloat since the "snowball effect" of the coronavirus turned his life upside down.In November, Andres' Cortes mother and brother went on their dream vacation: a trip to China and the Great Wall. They were due back in December. Months later, they remain in a hotel in Shanghai."They're healthy, but I'm worried. It spreads very quickly," said Cortes.With no available flights home, their return date remains unknown."You're missing out on your family, the pillar of life that that gets you stable. Not having my mom is affecting to me," said Cortes.Another thing affecting him is a loss of work. His part-time job with MTS special events has been scuttled with the ongoing coronavirus precautions."My job is my only source of income," said Cortes.Cortes is worried about having enough money for food and his next rent payment."Just don't really what to expect of the future. It seems to be snowballing into a bigger and bigger effect," said Cortes.For Cortes, the impact may also be felt in his schooling. He's a business major at City College. His classes are now online, a format he doesn't perform well with."It's not the same to study online than to actually to go to class, to be able to talk to the teacher and answer your questions," said Cortes.Cortes fears he won't pass his final classes and won't graduate in May. He calls the unknowns of his life 'overwhelming.' "We just all have to take it seriously. All of us want this to stop. We want to go back to school and our jobs. SAN DIEGO (KGTV) — A man was stabbed to death outside a Pacific Beach 7-Eleven store late Friday after an argument with another man.The man was stabbed moments after he walked out of the convenience store at about 1 a.m. Saturday, according to San Diego Police. The victim, a 40- to 50-year-old man, got into an argument with another man outside the store before he was stabbed in the upper torso.The suspect, a black male in his 20s or 30s and dressed in a black shirt and dark jeans, fled the scene with a skateboard, police say.San Diego Fire-Rescue paramedics performed life-saving measures upon arrival but the victim was pronounced dead at a nearby hospital. They have not been identified.A portion of Mission Blvd. at Grand Ave. was closed until about 6:30 a.m. to investigate. Police have been in contact with local businesses to gather evidence and possibly surveillance video that may have captured the incident. SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference.If one candidate has more than 50% of the vote on first count, that candidate would win. If no candidate reaches 50%, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns. San Francisco and Oakland are using this system, we are taking their model and improving on it." 1514

  

SAN DIEGO (KGTV) - A new court program in San Diego Juvenile Hall will help victims of sex trafficking find their way out of forced slavery.The RISE Court (Resiliency is Strength, Empowerment) will work with as many as 40 kids who have been victims in sex trafficking, giving them help to put their lives back together."We don't view them as an object to be used and abused," says District Attorney Summer Stephan. "We see them as whole human beings who need to be free to thrive in society."Many of the kids come to the court because they commit other crimes as part of their role in the sex trade. After they go through the criminal system, they fall right back into human trafficking because they have nowhere else to go. Sometimes, it's their pimp who is waiting to pick them up outside of Juvenile Hall .The court will work to find the underlying cause that drove the kids into human trafficking in the first place, and help them break the cycle."Some of them don't recognize themselves as victims or they don't see it as a problem or they don't think it's a big deal that they're involved in certain activities because they think it's normal," says Judge Carolyn Caietti, who will oversee the courtroom.Human sex trafficking is San Diego's 2nd largest underground economy, behind drug sales. A recent study by the University of San Diego estimates it brings in 0 million per year.Meanwhile, San Diego ranks in the top 13 of cities in the nation for human sex trafficking, according to the FBI. The average age that a child enters into the sexual exploitation industry is 15. 1596

  

SAN DIEGO (KGTV) - A person fell at least 14 feet down an elevator shaft at a downtown property Tuesday.The person was reportedly working at the property at 625 Broadway when the fall occurred.San Diego Fire Department's Urban Search and Rescue team responded, hoisting the worker out and transporting the person to a nearby hospital.The worker had injuries to their leg but they were conscious and believed to be okay.No further information was immediately available. 476
