Children should ride in rear-facing car seats until they reach the height or weight limit for the seat, according to updated recommendations from the American Academy of Pediatrics.This changes the academy's previous guidance, which said children should ride in rear-facing seats until at least age 2. The new recommendation eliminates the age-specific milestone to turn a child's car seat around.Car seat manufacturers are making seats that allow children to remain rear-facing until they reach 40 pounds, Dr. Benjamin Hoffman, lead author of the academy's updated guidelines, said in a statement."It's best to keep your child rear-facing as long as possible," Hoffman, chairman of the academy's Council on Injury, Violence and Poison, said in the statement. "This is still the safest way for children to ride."By using the proper car seat, the risk of death or serious injury is lowered by more than 70%, according to the academy. All children younger than 13 years should be in a vehicle's back seat, it said.Parents can find height and weight limits for a car seat in the instruction manual.Once children reach the height or weight limit and shift to a forward-facing seat, they should use safety seats with harnesses for as long as possible, often up to 65 pounds, the pediatricians' group said. Once children exceed height or weight limits for those seats, they should use a belt-positioning booster seat until the lap and shoulder belts fit properly, often when the child has reached 4 feet 9 inches in height.The-CNN-Wire 1537

(KGTV) -- New information from the county shows that an anonymous tip led to the inspection and eventual closure of Filippi's.According to the county, the property manager of the complex requested that the Department of Health's Vector Control Program provide a consultation on rodent activity at the complex. After completing the inspection of the building's exterior, inspectors reportedly found a small amount of rodent droppings near the dumpster areas behind the complex. RELATED: Filippi's pizza restaurant in Eastlake Chula Vista closes for good after vermin infestation reportIn February of 2018, the county says inspectors received an anonymous complaint regarding rodents inside Filippi's. The restaurant received a primary inspection report on April 18 showing that an inspector found 20 dried rodent droppings in a back oven and rodent nests in the panels of two ovens. The inspector also reportedly found rodent droppings in utensil storage areas, beneath a stove and in dry storage areas. The report shows that there were several holes in an exterior wall and a door leading to the outdoor trash area. A second inspection was conducted a second day which found six dried mouse droppings and two fresh rat droppings in a dry storage area. Dried urine was also found on plastic wrapper of cardboard pizza boxes and gnaw marks through plastic into boxes, according to the report.  1474

CHULA VISTA, Calif. (KGTV) - Video shows a frantic rescue effort in Chula Vista after a car went off Interstate 5, leaving two adults and a child trapped upside down. “We got a kid! We got a kid! Oh my god,” said Jay Corona, one of the good Samaritans who rushed to help when they spotted the overturned car near H Street around 10 a.m. Corona and his girlfriend Priscilla Valdovinos were on their way to a salon when they came across the wreck. “I was shocked, I was nervous, I was scared, all that,” said Valdovinos. "Somebody's in there. Somebody's in there."Smoke was rushing from the muffler so furiously Corona thought the car would explode. He saw the family hanging upside down by their seat belts and was able to save a mother and her young child. However, the front door of the sedan was stuck. “It wouldn't open. Because it was really jammed. I just kept pulling and pulling, and then the next thing I know I yanked it open,” Corona said. “I got it open and [the grandma] was in the front seat like, traumatized. She was like, 'Help me please, my back is hurting.'” RELATED: Good Samaritan recovering after getting hit by carValdovinos and Corona said the sedan hydroplaned in wet weather. With the help of other drivers, Corona escorted the grandmother back to the roadway. She was shaken up, but not seriously injured. Corona, who works as a security guard at a North Park bar, says his training kicked in. “I was very proud. He makes me proud every day! I fall in love with him every day, but today I told him, this is one that I'll remember,” said Valdovinos. The couple was struck by how many other people stopped to help. CHULA VISTA, Calif. (KGTV) -- The Port of San Diego and City of Chula Vista reached a milestone today, approving the financial agreement for the Chula Vista Bayfront resort hotel and convention center project."It's taken us 30 years to get to this day, and it's certainly worth it," Chula Vista Mayor, Mary Casillas Salas said. Officials also authorized a revenue-sharing agreement between the two agencies.The entire project will cost .1 billion. Of that, RIDA Developement will invest 5 million. The city and the port authority will pay for a combined 0+ million. Port commissioners said it is a large investment for an even larger long-term reward. "As far as what we'll get back, we will see an immediate impact by the fact that it's going to create 10,000 construction jobs, and it's going to put about a billion dollars in the local and regional economy," Moore said. RELATED: South Bay residents get an idea of massive bayfront developmentIn August of 2017, the City gave residents a better idea of what the Bayfront will look like in the next 20 years.The anchor for the Bayfront is set to be a .1 billion resort hotel and convention center that the city says will be built by Houston-based RIDA Development.The current Chula Vista RV Park will also move roughly a mile away to make room for construction. CHULA VISTA (CNS) - Energy infrastructure company LS Power unveiled what it is calling the largest battery energy storage project in the world Wednesday in the East Otay Mesa community, intended to enhance the power grid's reliability and reduce energy costs.The Gateway Energy Storage project -- currently operating at 230 megawatts and scheduled to reach 250 MW by the end of the month -- follows another LS Power battery project in Vista. That facility has been operating since 2018 and was previously the largest battery storage project in the United States at 40 MW, the company said."For more than three decades, LS Power has been at the leading edge of our nation's transition to cleaner, more innovative energy solutions, and we are powering up Gateway Energy Storage as one more component of this vision," LS Power CEO Paul Segal said. "Through our investments in multiple sectors of the renewables and energy infrastructure space, LS Power is reducing carbon emissions and improving reliability in the markets we serve."LS Power focuses on solar, wind, hydro, natural gas-fired and battery storage projects in North America.
