SHANGHAI, Jan. 29 (Xinhua) -- Three Carrefour stores were fined 500,000 yuan (75,988 U.S. dollars) each on Saturday for overcharging customers in east China's metropolitan Shanghai, said municipal price regulators.The fine is the highest for such wrongdoing, with the tickets being issued Saturday morning.The three stores were also ordered to correct their illegal pricing and refund overcharged customers, said the regulators.A hearing will be held to decide the final amount of the fine. Carrefour representatives will be able to respond to the charges at the hearing, according to regulators.China's price regulator announced last week that it had found several retailers cheating customers, which included 11 of Carrefour's China stores.Carrefour China promised customers Saturday that it would provide refunds of five times the difference between advertised prices and incorrect prices charged at registers, after it was blacklisted by Chinese authorities due to deceptive pricing.Chen Bo, spokesperson with Carrefour China, apologized to Chinese customers during an exclusive interview with Xinhua.Chen said the company has started to work on this pricing issue.Carrefour China has established both short-term and long-term measures to resolve the issue, Chen added."We will have our special control group conduct internal price inspections, with wide coverage and high frequency," Chen said.Chen said the refund policy would be permanently implemented at Carrefour's 182 outlets in China, with non-implementation of the policy being regarded as a violation of company rules.The National Development and Reform Commission, China's top economic planner, also urged authorities to step up price checks ahead of the Spring Festival, which falls on Feb. 3 this year.The Spring Festival holiday is usually the busiest shopping season, as the public makes large purchases of food and gifts for families and friends.

WASHINGTON, April 4 (Xinhua) -- New research from the University of Pennsylvania School of Medicine has revealed an increased incidence of major adverse cardiac events (MACE), such as heart attack, stroke, and cardiovascular death, in patients with severe psoriasis. The study results were reported Monday at the annual American College of Cardiology meeting in New Orleans.Psoriasis is a common inflammatory skin disease, and if severe, has been demonstrated to be a risk factor for cardiovascular disease. However, the degree to which psoriasis is associated with MACE has not been defined.In a cohort study analyzing data from a general practice research database, Lead author Nehal Mehta, director of Inflammatory Risk in Penn's Preventive Cardiology program, and colleagues reviewed the case histories of over 3,600 patients with severe psoriasis and 14,300 controls. They found that patients with severe psoriasis have a 53 percent increased incidence of MACE compared to the general population. They also found that having a diagnosed case of severe psoriasis confers an additional ten-year risk of six percent on MACE.Previous work from Mehta and colleagues found that the risk of death from cardiovascular disease increased by 57 percent in patients with severe psoriasis. In addition, the relative risk of death from cardiovascular disease was even higher in younger patients, who were as young as age 40.The researchers conclude that this new estimate of increased ten-year MACE may warrant more aggressive strategies for treatment of cardiovascular risk factors in patients with psoriasis.

The problem I brought up at the seminar last year has been solved in Beijing," wrote 34-year-old, wheelchair-bound Li Nan to Chinese Premier Wen Jiabao on Jan. 20 this year.The problem Li referred to was the high prices of one-off hygiene products that had plagued people with work-related spinal cord injuries for a long time.On Jan. 31, 2010, Wen talked with a group of ordinary people in Chaoyang District in Beijing to get their opinions on the draft of a government work report that will be submitted to the national legislature in March.Wen asked Li to be the first to voice her views at the seminar. Li said that patients with spinal cord injuries had to spend about 2,000 yuan (303 U.S. dollars) a month on one-off hygiene products because of their incontinence."My injury allowance is roughly 2,000 yuan a month. I have to live on my parents' pension," she said.She suggested giving more attention to the employment and mental health of the disabled, and also for some revisions on the catalogue of drug and auxiliary devices for those disabled by work-related injuries. She also proposed more subsidies for these people.Responding to the suggestions, Wen said, "Li Nan's case is far from an individual one. The disabled are a very large group of people in China who need more attention... We need to study, revise and renew the government regulations on work-related injury insurance."Wen also encouraged Li to be optimistic in face of ordeals.Li, who graduated from Beijing Youth Politics College in 1997, was once a prize-winning amateur dancer. However, she became confined to a wheelchair after a traffic accident in 2003.On March 5 last year, Li beamed with pride as she watched TV. Premier Wen was delivering the government work report at the annual session of the national legislature.Wen pledged to "work harder to build the social security and social services system for people with disabilities." The premier also promised that "Workers' compensation will be extended to all of the 1.3 million workers injured in previous jobs who are not receiving benefits.""I am thrilled to see that my advice on improving social security for the disabled was included in the government work report," Li said in her letter, which summarized the changes she experienced in the past year because of the improved social security system.The Beijing Municipal Human Resources and Social Security Bureau announced last year that people would be reimbursed for one-off diapers and urine bags under the municipal work-related injury insurance program beginning June 2010."The Beijing policy has relieved our heavy economic burdens and ensured the quality of our life," Li wrote.Li, however, said that though some places has begun to give living and nursing subsidies for the disabled, the policy needs to be extended to other parts of the country.After reading the letter on Jan. 31, Wen Jiabao instructed relevant organs in the State Council, or Cabinet, and the Beijing municipal government "to conduct research and set down policies to better protect and aid people with serious disabilities, and to help them solve their difficulties and improve their quality of life."

XICHANG, Sichuan, April 10 (Xinhua) -- China early Sunday morning successfully launched its eighth orbiter which will form part of its indigenous satellite-navigation and -positioning network.A Long March-3A carrier rocket carrying the "Beidou," or Compass, navigation satellite took off at 4:47 a.m. Sunday from the Xichang Satellite Launch Center in southwest China's Sichuan Province.It will join seven other satellites already in orbit to form a network which will eventually consist of more than 30 satellites.The launching of the satellite marks the establishment of a basic system for the navigation and positioning network, said an unidentified spokesperson for the Xichang Satellite Launch Center.China will launch more satellites within the coming two years to finish a regional network to provide navigation services with high precision and credibility for industries and sectors such as mapping, fishery, transportation, meteorology and telecommunication, in the Asia-Pacific regions, the spokesperson said.The network is scheduled to be able to provide global services by 2020.
