SAN DIEGO (KGTV) – Stopping aggressive behavior before it starts is one of the many goals for schools within the San Ysidro School District.The San Ysidro School District partnered up with the District Attorney’s office to teach staff members restorative practices in school. These practices help students deal with their emotions and understand their behaviors.Kids take a few minutes a day to express how they feel and address different topics like who they trust and why. SAN DIEGO (KGTV) - Some quarantined cruise ship passengers at MCAS Miramar are voicing concerns after two days inside. Steven and Michele Smith were on board the Grand Princess cruise ship, which docked in Oakland Monday after more than 20 passengers tested positive for coronavirus. They were flown to San Diego Wednesday. Nearly 500 passengers are now being quarantined at the base. The Smiths are symptom free but frustrated. They've been in the same clothes since Monday. Their luggage is missing, after a possible mix-up with the baggage of passengers sent to other bases. The Smiths sent 10news photos of a laundry room they're not allowed to use and a lobby full of unclaimed luggage."Ours had a blue tie on it and none of those in the lobby have a blue tie. Somewhere the deck got shuffled and our luggage went wherever," said Steven Smith.They Smiths believe lack of resources and organization are also causing issues. They haven't been tested for coronavirus and have yet to receive a temperature check."Our friends being quarantined at the others bases are getting two temperature checks a day ... SAN DIEGO (KGTV) — San Diego Police Saturday asked the public for help locating a possibly depressed and suicidal man who disappeared from his home this week.Police said Miguel Antonio Venegas-Elizarrazaz was last seen by his roommates at his home at 145 South 45th St. on Wednesday. SAN DIEGO (KGTV) -- San Diego State University will begin testing all students who live on campus for COVID-19, the school said Tuesday.According to the university, the testing will start on September 16. After the initial phase of testing, the school will begin testing students at random. “Following the initial phase of benchmark testing for all students in residence this week, we will then launch random testing for the on-campus housing population. During each round of testing, a set of individuals from each residential community group will be randomly sampled to be re-tested,” the school said.The news comes as 648 students tested positive or presumptive positive for the virus.According to SDSU, 644 students have so far tested positive for the virus. Four students are presumptive positive.So far, no faculty or staff have tested positive for coronavirus. 875

SAN DIEGO (KGTV) — San Diego Police say the man shot in an officer-involved shooting downtown last weekend has died from his injuries.Leonardo Hurtado Ibarra, 25, died of his injuries at the hospital on Monday just before 10:30 p.m., SDPD said Tuesday.On Saturday, two officers in the area of 1200 6th Avenue saw Ibarra leaving a building and recognized him from a recent wanted flier regarding a robbery, according to SDPD. Police say the officers attempted to stop and talk with Ibarra but he began to walk away.RELATED: SDPD release surveillance video, body cam footage from officer-involved shooting in Downtown San DiegoPolice say Ibarra dropped the items he was carrying and "reached into his waistband." He drew an object and pointed it at an officer, prompting both officers to fire their service weapons, police added."He produced a handgun and then pointed it at the officers," said SDPD Capt. Rich Freedman over the weekend. "For fear that they were going to be shot, the officers return fire."Ibarra was hit at least once. He was taken to a nearby hospital where he underwent surgery and was placed in the ICU with life-threatening injuries.A loaded revolver wrapped in a bandana was recovered at the scene, but police have not determined if Ibarra fired the weapon at officers.The two officers involved, identified as Jonathon Lucas and Tevar Zaki, were not injured. Both officers have been with SDPD for about four years, according to the department. Footage from a smart street light overhead and a nearby security camera were also released to the public.After SDPD's homicide unit completes its investigation, the case will be reviewed by the county District Attorney's Office to determine if the officers are subject to any criminal liability, according to police.If any policy violations are discovered, the Internal Affairs Unit will conduct an investigation.SDPD says the Shooting Review Board will evaluate the tactics used by the officers. The Community Review Board on Police Practices will also review the incident and give any recommendations.The Federal Bureau of Investigations and U.S. Attorney's Office will monitor the investigations, police added.San Diego Police could not comment further while the investigation is ongoing. 2507
