SAN DIEGO (KGTV) — San Diego Zoo and Safari Park hope to reopen "in the coming weeks" now that California has released guidance for zoos to open their gates starting Friday.Last week, the state released guidance for county's approved for accelerated reopenings to open businesses like zoos, family entertainment centers, gyms, bars and wineries, and more starting June 12.(The state's criteria for sectors can be found here.)In a statement to 10News, the zoo said staff are reviewing the state's guidance to plan how to best reopen amid the coronavirus pandemic:"We are delighted to receive word from the Governor letting us know that the San Diego Zoo and the San Diego Zoo Safari Park will be able to open this month. We can’t wait to invite our community back to the zoo and park in the coming weeks. We have just received information from the State regarding the requirements and guidelines for us to re-open and are reviewing this document so we can determine next steps to open safely and responsibly for our community. With more Indian reservations than any other county in the United States, San Diego powwows help keep those traditions alive."We all try to come together and share the culture, do the best we can to teach our children. I was born and raised on the reservation, but my kids were not, so it's hard to instill the same teachings that I was brought up with," said Emerald Arnold, born and raised on the Navajo reservation.Children and adults dressed in colorful regalia for the powwow, which was held Saturday at the Harold J. Ballard Parent Center in Old Town. SAN DIEGO (KGTV) — Smugglers from Mexico have reportedly been able to breach recently constructed sections of the border wall, according to a report from The Washington Post. Smugglers breached the wall's bollard steel and concrete sections using reciprocating saws, allowing drugs and people to pass through from Mexico, the Post reported, citing U.S. agents and officials. The exact locations of the damaged wall were not indicated.10News reached out to U.S. Customs and Border Protection Saturday. While no one was available to speak, the CBP said in an email, "the bollard walls were not designed to be impenetrable or indestructible."RELATED: Border officials say the wall is working, drug smuggling shifting to the seaThis contrasts President Donald Trump's claims during a visit to San Diego in September, in which he claimed the bollard walls were "virtually impenetrable." The President went on to say at the time, "if you think you're going to cut it with a blow torch, that doesn't work because you hit concrete. And then if you think you're going to go through the concrete that doesn't work because we have very powerful rebar inside."The new 14-mile stretch of bollard fencing was completed in August, running from Otay Mountain to San Diego's coastline. SAN DIEGO (KGTV) — San Diego's Registrar of Voters addressed worries over ballots that may have been filled out using Sharpies, saying the ballots will not be disqualified.Wednesday, an attorney working for President Donald Trump's campaign claimed supporters who used Sharpies on their ballots are worried that their votes are being thrown out as Arizona's vote tally continued. There's no evidence that Sharpie votes have been disqualified and the Maricopa County Elections Department has said that ballots won't be impacted because a Sharpie was used.RELATED: 'Sharpie ballots' have the attention of a Trump campaign hoping to flip ArizonaThursday, the San Diego Registrar of Voters offered a similar statement, saying Sharpies — even if they bleed through the ballot — will not disqualify votes. Part of this is because ballots are printed in an off-set pattern, meaning "bubbles" for races and measures do not overlap on each side of a ballot."Regardless, using a Sharpie does not invalidate the ballot. Our voting system prevents a situation where if a voter uses a Sharpie to vote and it bleeds through to the other side, it will not impact any 'bubbles' on the opposite side," the Registrar said.The county added that polling locations do not provide Sharpies and instead use "archival pens," which were identified to be the best writing instrument more than a decade ago."In San Diego County, we do not provide Sharpies to voters to mark their ballot. What we use are archival pens, which we researched over 10 years ago as the best marking instrument for a voter.
