Hui Liangyu urged local government to pay more attention to improve people's living conditions during reconstruction in the quake-hit Yushu.Hui said the reconstruction must be carried out strictly according to the plan, while calling for a timely allocation of sufficient government funds.He called on builders, mainly from other parts of China, to aid the reconstruction efforts.Under the approved plan, reconstruction in the quake zone will be mainly funded by the central government.Related central ministries and departments must step up supervision and inspection to ensure no violations of regulations occur, Hui said.According to Hui, the State Council had decided to replace the quake relief and disaster control headquarters, set up one day after the Yushu quake, with a new office which will be charged with coordinating and guiding the reconstruction.The new office will be led by Zhang Ping, chairman of the National Development and Reform Commission.

ZHOUQU, Gansu, Aug. 16 (Xinhua) -- A new round of rains started to pound the mudslide-flattened Chinese town of Zhouqu Monday night, which has increased the possibilities of new mudslides occurring.The weather bureau in the Gannan Tibetan Autonomous Prefecture in northwest China's Gansu Province, which administers Zhouqu County, issued a rainstorm warning Monday night, warning about the likelihood of new geological disasters.Rains started pounding Zhouqu at around 10 p.m., which, according to Gansu's provincial weather bureau, could last for five days and precipitation in some regions may reach 60 to 80 mm.The massive landslide on August 8 killed 1,254 people as of 4 p.m.Monday, with 490 still missing.Residents are ferried by a boat in landslide-hit Zhouqu County, Gannan Tibetan Autonomous Prefecture in northwest China's Gansu Province, Aug. 16, 2010. Large-scaled ponding area still remained in the county although the flood has subsidised. BEIJING, June 23 (Xinhua) -- China's government is to step up efforts to strengthen administration by law and to raise its executive ability and credibility, said a government statement Wednesday.Some local governments and departments had prominent problems of defying the law in administration and greater efforts must be paid to build government by law, said the statement released after an executive meeting of China's State Council, or Cabinet, which was chaired by Premier Wen Jiabao Wednesday.The making of major policies must be subject to procedures such as soliciting of public opinions, consultations with experts, risk analysis, legality assessment and group decision-making, it said.The government must optimize the system of public opinion solicitation in drafting administrative laws and regulations, and enforce the law in a strict, just way, it said.The statement said public supervision of the government must be strengthened by making government affairs more transparent and ensuring the rights of the public and the media to report wrongdoing.The government must fully implement of the policy of holding officials accountable for any malpractice or dereliction of duty, it said.The government must also play a greater role mediating disputes and actively guide the public to appeal and settle disputes in accordance with the law.

BEIJING, Aug. 11 (Xinhua) -- China's Ministry of Health has said it will draw upon its experience from the H1N1 flu control to ensure prevention of the general flu, as the World Health Organization (WHO) announced plans for the post-pandemic period."Based on the experience from A/H1N1 prevention and control, we will revise emergency plans and will continue flu prevention efforts in a bid to ensure people's health," said a statement released late Tuesday by the ministry.Figures from the ministry show that the weekly new A/H1N1 cases have remained below 30 since mid-April. Further, no deaths have been reported for 12 consecutive weeks.While announcing the coming of the post-pandemic period, WHO Director-General Margaret Chan warned that the A/H1N1 virus will continue to spread as a seasonal flu for some years.Chan urged health authorities to maintain alert for the virus.So far, about 800 deaths from A/H1N1 influenza had been reported in China, Health Minister Chen Zhu said earlier.More than 100 million Chinese have been vaccinated against A/H1N1 flu as of May 14.The A/H1N1 virus was first identified in Mexico in April 2009. More than 211 countries and regions have reported laboratory confirmed cases of the flu, including more than 18,000 deaths.
