SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. Close behind is road repairs and further down the line, climate change, the Convention Center and mass transit. 10News asked Bry how the process will proceed. “The council will then discuss the priorities as a whole, then Mayor in April, then budget hearings in May.” 1380

SAN DIEGO (KGTV) — San Diegans are continuing to push to get through to the state agency that handles unemployment claims, as bills come due.The region's unemployment rate is now a record 15%, as 195,000 people lost their jobs in April. Meanwhile, the Employment Development Department continues to be inundated with people trying call. The agency plans to add 1,800 temporary full-time and hourly workers over the coming weeks to handle the influx."It would be so helpful if I could just reach out to someone," said Ashley Porter, of El Cajon, who can't get through to ask why she has not received unemployment. "It's been very stressful for me."Porter still has a job at a medical call center, but had to reduce her hours to take care of her six-year-old daughter, Adalynn, whose school closed. The EDD's website says people who take that step may be eligible for jobless benefits, but that it's on a case-by-case basis and involves a phone interview.Porter says she never got that phone call, but what did arrive was a letter that she is eligible for up to 8 per week. But when she goes online to claim benefits, she gets an error message that reads - benefits exceeded. Her calls and emails to EDD are going unanswered. "I just feel so low, I just feel like I've worked so long and I've worked so hard that I mean, now that this has happened, can I just get a little assistance?" said Porter, who says her employer has not allowed her position to work from home. A spokesperson for the EDD expressed empathy for Porter's situation, but declined to discuss specifics. The spokesperson said, however, that the benefits exceeded message probably means the claimant makes too much to get benefits.State law says workers with reduced hours are eligible for unemployment if 75% of their reduced earnings comes out to less than what their weekly unemployment check would be. Porter says she's now earning about 0 per week at her reduced hours. But 75% of 0 is 0. That's more than the 8 she would receive.Meanwhile, she says she's getting behind on bills. She added her ,700 rent is coming due, and she's working on a payment plan with her landlord. 2170

SAN DIEGO (KGTV) -- Resources are available throughout San Diego County for victims of domestic violence who believe their situation may turn life threatening.“There’s nothing more tragic than this happening. This is exactly what we never want to see happen again,” said Heather Finlay with the YWCA. Finlay says she was devastated after learning of the mother and her children killed over the weekend. YWCA offers an emergency shelter and transitional housing for parents and families dealing with domestic violence. According to SANDAG, in 2018, more than 17,000 domestic violence incidents were reported in San Diego County. “Leaving an intimate partnership is never easy especially if there are children involved,” said Yvette Lopez-Cooper with the San Diego Family Justice Center. The order doesn’t become active until the abuser is served and made aware of the action. “Many times, these court orders do work and the violent behaviors stops. In cases where the court order is ignored and the violence escalates it’s important for that individual to develop a safety care plan,” she added. A safety care plan includes having a packed bag somewhere safe with clothes and copies of personal documents and planning an escape route. SAN DIEGO (KGTV) -- San Diego County is suspending enforcement of restaurant closures following a Wednesday court ruling.Superior Court Judge Joel R. Wohlfeil issued an injunction prohibiting a cease-and-desist order from being enforced on strip clubs and "San Diego County businesses with restaurant service.” At a hearing on Thursday, Wohlfeil said his ruling encompasses all restaurants, not just strip clubs.In November, the county fell into the state’s purple tier, forcing eateries to cease indoor operations. SAN DIEGO (KGTV) - San Diego drivers waiting patiently to pick up friends and family at Lindbergh Field will have a new location at the airport starting Monday. San Diego International Airport is relocating its cell phone waiting lot to an area northwest of its current location on June 24. Drivers may park for free in the cell phone lot for up to an hour while they wait for loved ones to notify them of their arrival, avoiding traffic and illegal parking at the terminals.The new 85-space lot will be located east of the Airport Authority Administration Building on Harbor Drive.
