SAN DIEGO (KGTV): The San Diego Sheriff's Department has a new tool to help keep deputies safe as they fight the war on drugs.The department just bought 15 TruNarc devices. The hand-held scanners can detect and identify drugs without the deputies having to come into physical contact.Previously, to determine what kind of drug was present at a crime scene, law enforcement would have to scoop a small amount into a kit for testing. The TruNarc uses laser technology to scan through plastic bags.This technology has become increasingly important with the rise of drugs like Fentanyl. Just a microscopic amount can cause an overdose, which has made first responders wary of handling it.The TruNarc can identify more than 200 different drugs and takes less than 2 minutes to complete the scan and give a presumptive result.San Diego Sheriff's Deputies used it earlier this month when they encountered an unconscious man in San Marcos. He was covered in white powder. Deputies called for the scanner and found the powder was Fentanyl. They called for a hazmat team to clean the scene. Officials with the department say the device likely saved the man's life, as he was able to get the medical help he needed. They say it also may have saved the officers, who didn't have to touch the man or the powder until after the scene had been made safe.The devices cost ,400 each. A grant from the Honorary Deputy Sheriff's Association helped pay for them. One has been given to each sub-station around the county. There is also one at every jail and another at the High-Intensity Drug Trafficking Area office. 1617

SAN DIEGO (KGTV)— Rady Children’s Hospital announced their partnership with Children's Specialized Hospital in New Jersey, to expand its opioid-free Pain Management Program.10News met 17-year-old Jasper Neale at Rady Children's Hospital. Neale said in the summer of 2014, he was at a junior lifeguards camp at Moonlight State Beach in Encinitas. When he was running on the sand, he fractured his heel. His family thought it was a straight forward injury. But the pain started to spread everywhere, making him immobile.“It went up my calf, and my whole leg and calf were getting really swollen,” Neale said. “It started with like a three out of ten, but it became a ten out of ten for my whole body.”His x-rays showed recovery, but his pain was not going away. The injury puzzled locals doctors. "They kind of just said, ‘We're not sure.’ This is the weirdest thing I've ever seen,” Neale said. Their last hope was the Children's Specialized Hospital in New Jersey, where they had an advanced chronic pain management program. There, the specialists told him his diagnosis: complex regional pain syndrome."You never take any drugs. You literally have nothing but yourself,” Neale said. Unlike traditional methods of pain relief, this program does not use any opioids.“People want a quick fix. The magic pill. The magic surgery to make everything get better, but most of the time, that's not available,” Andrew Skalsky, Division Chief of Rehabilitation Medicine at Rady Children’s Hospital, said. They have a tough love approach, combined with alternative therapies."I came in being unable to walk, and the very next day, they forced you to run. They forced you to swim."“Unfortunately with a lot of chronic pain patients, they actually have to somewhat create more pain to make themselves better, but then also giving them the emotional and psychological tool kit to cope with that pain,” Skalsky said.Today, Rady Children’s Hospital announced they too will be adopting this program, so in the future, patients like Neale can get the treatment they need closer to home. For Neale, it was a seven-week treatment in New Jersey that fixed his chronic nerve pain. He came back to Encinitas, not hooked on drugs. There were no side effects. "From the day I left to now, I can do everything I want to do,” Neale said. Neale’s recovery led to the discovery of a new passion. The 6’8” senior at San Dieguito Academy is now a star volleyball player. In the fall, he will play for the University of Toronto."Going from being completely dysfunctional, to being a fully functioning human, with only doing it through physical therapy and natural ways is amazing,” Neale said. (KGTV): City leaders in San Diego want to bring another major military attraction to America's Finest City.On Tuesday, the City Council will vote on a resolution showing their support for bringing the National Medal of Honor Museum to town.The resolution touts the city's strong military ties and thriving tourism industry as reasons for why the Museum should pick San Diego.Right now, the National Medal of Honor Museum Foundation is still in the fundraising and planning phase. According to their website, the museum would tell the stories of each of the 3,500+ Medal of Honor recipients. It would also have an education center.There's no word from the museum on when they plan to pick a location.San Diego already has the USS Midway Museum, which brings in over one million visitors each year. The resolution also lists the San Diego Air and Space Museum, the Flying Leatherneck Aviation Museum, The Veterans’ Museum and Memorial Center, Mt. Soledad Veterans Memorial, Cabrillo National Monument and the San Diego History Center as other major military monuments in town.The city is also home to the largest concentration of US Military members in the world. Approximately 143,000 active duty military and 241,000 veterans live in San Diego."It's a perfect fit," says Mark Balmert, the Executive Director of the San Diego Military Advisory Council.
