SAN DIEGO (KGTV) — Leaders from Mexico and San Diego led a conference on the effort to end human trafficking Tuesday at Liberty Station. Carlos Gonzalez Gutierrez, who recently took over as Mexico's Consul General in San Diego, was the first speaker, followed by San Diego District Attorney Summer Stephan. An estimate by the United Nations reveals that millions of people are living in modern day slavery worldwide. In San Diego, the most common form of human trafficking is for sexual exploitation. The District Attorney's office told 10News that between 3,000 and 7,000 women are sex trafficked through the county each year, with the average age of the victim's being just 16.RELATED: Two teens arrested in San Diego for possible sex trafficking of 12-year-old girl"We have to watch the borders, but we also have to watch in the privacy of the bedrooms of our kids," Stephan said during an interview with 10News.The forum came just a few days after 18 Camp Pendleton Marines and one Navy sailor were arrested, accused of taking part in human trafficking and drug smuggling from Mexico. At least one marine allegedly accepted a ,000 payment to transport undocumented immigrants after they made their way into the United States."It isn't surprising that they would use persons that would appear trustworthy like our military in order to transport either humans or drugs," Stephan said. 1395

SAN DIEGO (KGTV) — In the race for a coronavirus vaccine, scientists often say we need more than one winner. That’s in part because different vaccines use different strategies to provoke the immune system, and each strategy has different strengths.Take the inactivated virus vaccine, an approach currently used in the vaccine against the poliovirus. In this approach, scientists take a live virus, kill it with chemicals or heat, and then introduce that viral corpse into a person. There are three groups in the final phase of human trials using inactivated coronavirus, primarily in China, according to a tracker from the Milken Institute.“The immune system can tell the difference between something that's a real threat and something that's not a threat, and so if you get injected with a dead virus your immune system has the tendency to not pay a lot of attention to that,” said Dr. Shane Crotty of the La Jolla Institute for Immunology. The downside of the inactivated virus approach is that it only elicits two out of the three of the parts of the immune system, Dr. Crotty said. It’s capable of producing antibodies and helper T-cells, but not killer T-cells.The modern take on the inactivated virus approach is called a viral vector vaccine. In this strategy, scientists combine elements of the coronavirus with a common cold virus called an adenovirus that won’t make you sick. Since the virus is alive, it can elicit all three kinds of immune responses, Dr. Crotty said.“There are no licensed vaccines right now that use that strategy, but there are all kinds of vaccine trials that have been done around the world with those types [of vaccines] showing that they're straightforward to manufacture. They're very safe,” he said. The University of Oxford is testing a viral vector vaccine for COVID-19 in a Phase 3 clinical trial. Then there are subunit vaccines. These include just a section -- or subunit -- of the virus’ protein.UC San Diego is working on a coronavirus candidate vaccine using this approach. There are subunit vaccines currently on the market for tetanus and other viruses.“Working with proteins is more challenging, just from a laboratory and manufacturing perspective,” Dr. Crotty said.Enter the next phase of vaccine development. Instead of using the virus itself or fragments of it, Inovio Pharmaceuticals is working on a vaccine strategy using just the virus’ genetic information.DNA-based vaccines simply introduce a genetically engineered blueprint of the virus into a person, and the cells do the rest.“Some people get confused about this. They think it’s a genetic vaccine that changes their DNA and becomes part of them, and that’s definitely not the case.” Dr. Crotty said. “They don’t become part of you. Your body chews them up.”Researchers have been working on DNA-based vaccines for about 20 years, Crotty said, but none are currently licensed for use.San Diego-based Arcturus Therapeutics is using an RNA-based approach, along with other companies like Pfizer and Moderna that have entered Phase 3 trials.Messenger RNA reads the DNA instructions and helps translate them into proteins.Dr. Crotty said the DNA and RNA approaches have similar drawbacks and benefits: they’ve never been approved for us, but both can be developed rapidly because they don’t require access to the physical virus.Around the world, there are more than 200 coronavirus vaccines currently in development, according to the Milken Institute. 3459

SAN DIEGO (KGTV) -- If you're planning a trip to cast your ballot at San Diego's Registrar of Voters or one of four satellite polling locations, check out the ROV interactive wait time map below. 203

SAN DIEGO (KGTV) - It sounds like a deal of a lifetime - guarantee a weeklong vacation at a coastal resort every year - for a one-time payment of 0.The county of San Diego is auctioning off nearly 900 timeshares, some in areas like Del Mar, Solana Beach, Carlsbad and downtown for as little as 0. Timeshares can also be transferred to out-of-town hotels, one year at a time. The county expects many to go at the initial offering price. A timeshare is when a person shares in the ownership of a property with others, so that each gets a week of vacation per year. Many of the timeshares were repossessed after the Great Recession, when owners failed to pay at least five years of property tax. "For one week of family bliss in a vacation once a year, this may be the opportunity for as little as 0," said Dan McAllister, the county treasurer-tax collector. "But it is a buyer beware sale."San Diego attorney Dan Eaton said there are many risks to buying a timeshare, and getting out of one can be very difficult."If you think you're just buying a 0 timeshare and you've got access to the timeshare for life without any further cost, that's a huge mistake," Eaton said. Timeshares include annual fees - including maintenance - that can get very expensive."If you stop paying those fees, they can foreclose," Eaton said. "It's an interest in real property."At the Solana Beach Sand Pebbles resort - starting bid 0 - annual fees range from 4 to 2 depending on unit size. And some of the timeshares don't include some parts of the year. Allison Russell, the resort's property manager, said it's vital people do their due diligence before buying. She said the resort books up early, and owners need to reserve their week sometimes far in advance.Eaton said timeshares can work if you plan to go to the same resort year after year, but with so many options now available - including airbnb - it may be best to keep that 0.The county auction is online and runs from May 4 to May 9. Registration begins April 2. 2064

SAN DIEGO (KGTV) - Like Pfizer, Moderna, AstraZeneca, and many others, INOVIO Pharmaceuticals has also raced to develop a COVID-19 vaccine this year.“We’ve been working really hard to move our vaccine through the stages of clinical testing. Some things have taken a little bit longer than we hoped. I think that’s kind of always the case when you’re trying to go at great light speed,” said Dr. Kate Broderick, INOVIO Pharmaceuticals Senior VP of Research & Development based in San Diego.Broderick said with funding from the U.S. Department of Defense, the biotech company started its Phase 2 clinical trial evaluating its DNA vaccine candidate, INO-4800.The first U.S. participants received a dose of the experimental vaccine earlier this month. Approximately 400 adults in the U.S. are expected to be enrolled in the trial by the end of the month.“We hope that in the early part of 2021, we’ll be going into a really large Phase 3 trial where we’re asking the question does our vaccine protect against the disease itself,” she said.Broderick said the company hopes to enroll about 6,000 participants initially in its Phase 3 trial once they get the green light to begin.A press release from the company last week stated that “The Phase 3 segment of the INNOVATE remains on partial clinical hold until INOVIO satisfactorily resolves the FDA’s remaining questions related to the CELLECTRA 2000 device that will be used to deliver INO-4800 into the cells of the skin.”Earlier data released from Pfizer and Moderna’s studies showing high vaccine efficacy was positive news for INOVIO.“We feel that we’re in a really good place. There’s eight billion people on the planet, and we’re certainly going to need quite a few different types of vaccines to ensure everybody is protected,” she said. “The Moderna and Pfizer vaccines are RNA vaccines; ours is DNA vaccine”Broderick said one significant benefit of INOVIO’S DNA vaccine candidate is it doesn’t have to be stored in low-temperature freezers, making it easier to ship out worldwide if approved.“In fact, we can keep it at room temperature, sitting on a desk somewhere for a year with no impact,” she said.INOVIO is projecting to have 100 million doses of its vaccine ready in 2021.“With these vaccines being approved, there is definitely an end in sight, but don’t let your guard down too fast,” she said. “Unfortunately, until everyone in the country gets vaccinated, we will still have to adhere to those kinds of annoying things, wearing masks, socially distancing. I know it’s frustrating, especially before the holidays, but just keep yourself safe and the people you love safe.” 2648
