SAN DIEGO (KGTV) -- Neighbors are concerned after they say a registered sex offender moved into their Rancho Bernardo community, just feet away from an elementary school playground.Anthony James Morgan, 32, was convicted of possession of child pornography and lewd and lascivious acts with a child in Tennessee in 2013.Neighbors say they became concerned after Morgan moved into a townhouse in their neighborhood weeks ago. According to records on the Megan’s Law website, Morgan lives on the 17000 block of Caminito Baya, about 100 feet away from a playground at Westwood Elementary School.According to the Safe Task Force, which monitors local sex offenders, Morgan’s living situation is legal because of the California Supreme Court.In 2015, the court tossed out blanket restrictions on where sex offenders may live. The ruling came after sex offenders said the restrictions made finding housing impossible for them.  Authorities say while probation or parole agents can implement living restrictions, due to the fact that Morgan is no longer on parole or probation, he is now allowed to live wherever he wants.Neighbors say the rule doesn’t make sense. “I think the rules definitely need to be changed when it comes to sexual predators,” said Linda Vasquez.Vasquez added that she is relieved to hear that Morgan will be moving out of the area in April. “I’m very happy for that. We don’t need that in a neighborhood full of children.”The neighborhood is particularly sensitive to the sex offender issue. Neighbors say registered sex offender John Gardner was spotted at this mother's home - less than 500 feet from Westwood Elementary - in the years before he murdered two teens, including Chelsea King.Father Brett King helped lead a successful fight for tougher laws, including stricter punishments for sex offenders.  When he learned about Morgan's living situation, he told 10news: "As a society, we have lost our common sense ... SAN DIEGO (KGTV) - National Guard troops have not been at the border for too long, but are already making their presence felt.Border Patrol officers last week arrested a 31-year-old woman on Interstate 15 they say was transporting 51 bundles of methamphetamine in her vehicle.The woman's vehicle was transported to a Border Patrol facility where agents continued searching the vehicle with the help of National Guardsman who have recently been deployed to the border.RELATED: Border Patrol officials discuss National Guard deployment to US-Mexico borderDuring the secondary search, agents initially did not locate any additional narcotics, officials said. Eventually, a National Guardsman found another 11 bundles of meth hidden deep within a door panel.In all, border agents discovered more than 68 pounds of meth valued at 6,000."Although the California National Guardsman have been on duty for only a couple of weeks, they have quickly fit in and are a great asset in assisting the Border Patrol to protect our communities," San Diego Sector Chief Patrol Agent Rodney Scott said.The woman has been turned over to Riverside County law enforcement and faces narcotics smuggling charges.RELATED: Thousands of kids a year migrate to the US alone. SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later.He was driving 13 mph in the shoulder with his hood obscuring the windshield. Our 10News Breaking News Tracker recorded the driver stumbling during his field sobriety test. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524

SAN DIEGO (KGTV) — Police officers saved a parrot from a hot car in Sorrento Valley, as temperatures reached upwards of 120 degrees inside the vehicle.San Diego Police say someone noticed a Macaw parrot in a car in distress at a hotel parking lot in the 11000 block of Vista Sorrento Parkway. A San Diego Humane Society officer responded and tried to break the window, before calling SDPD for assistance.Police broke the window and removed the parrot and rushed it to a veterinarian.A police officer told ABC 10News that the temperature in the car was at least 120 degrees. The bird only had a cup of liquid in a Big Gulp cup and no food.It's a misdemeanor to leave an animal unattended in a hot vehicle.San Diego Humane Society said the parrot is doing okay and the owners have been reached to reclaim the bird."Cars get hot very fast, so we advise never to leave an animal unattended in car, especially when it is warm outside. Even with the windows open, a parked car can quickly become a furnace. If the temperature outside is 80 degrees, the temperature inside your car can quickly climb to 120 degrees. SAN DIEGO (KGTV) - Protesters are demanding a change to how sex education is taught to students in California. They say a law passed a few years ago and written by local Assemblywoman Dr. Shirley Weber is sexualizing young minds. The group of protesters is with the Alliance to Protect Children. They tell 10News they are for sex ed in school, but the law is teaching students more than what parents are comfortable with. “It feels like its a disrespect to all mothers and children everywhere,” said mother of two Domonique Hinton. Dozens of protesters stood outside Dr. Shirley Weber’s office downtown Friday morning, speaking against Assembly Bill 329 that was written and passed in 2015. The bill makes it mandatory for students 7th through 12th grade to be taught sex education, but it also gives schools the option to offer the age-appropriate curriculum to lower grades. AB 329 states, “‘Comprehensive sexual health education means education regarding human development and sexuality, including education on pregnancy, contraception, and sexually transmitted infections.”Protesters say graphic details of sexuality should not be taught in schools. “That is not the same as sex ed like we probably had in high school or middle school. That's something different,” says organizer America Figueroa. “Just that word, sexuality, it includes a lot of things in it like the teaching of other ideologies as well as sexual behaviors.”The group says a new bill will be introduced next year that will allow parents to review the curriculum online, so there is complete transparency. 10News reached out to Dr. Weber’s team.
