NEW YORK — Tropical Storm Fay battered the Northeast Friday, not only drenching the region but causing rip currents, flooding, and bringing with it dangerous winds that damaged vehicles and prompted power outages.The storm brought heavy rain and gusty winds throughout the day, causing Flash Flood Warnings and advisories across the region. Parts of New Jersey, New York City and Long Island experienced flooding in some neighborhoods.Periods of heavy downpours continued through the afternoon and evening hours.Despite the downpours, the storm weakened after making landfall Friday afternoon.The storm system was expected to bring 2 to 4 inches of rain, with the possibility of flash flooding in parts of the mid-Atlantic and southern New England. That’s down from earlier forecasts of about 3 to 5 inches of rain.The fast-moving storm developed late Thursday afternoon off the coast of North Carolina and made its way to the tri-state area by late Friday morning.Tropical Storm Warnings, and Flash Flood Warnings and Watches and Flood Advisories, were issued for New York City and the surrounding areas as Fay was expected to bring torrential downpours and gusty winds of 39 to 57 mph.A Tropical Storm Warning remains in effect until further notice.Fay is the first Tropical Storm Warning in the New York area in the month of July since Hurricane Bertha in 1996.Strong winds could cause tree limbs and other objects to fall, leading to power outages. Thousands of residents in New York and New Jersey have reported power outages across the state.Along the coast, Fay caused heavy surf, creating some beach erosion along coastal sections. The risk for dangerous rip currents will be high and swimming is not advised. Despite all these issues along the coast, the risk for a storm surge will be minimal.Conditions may improve as early as Saturday morning. The sun will break out and temperatures could approach 90 degrees. During the afternoon, a cold front will approach bringing the risk of scattered showers and thunderstorms.It remains hot heading into Sunday with highs at around 90 again. News helicopters in Philadelphia captured demonstrations turning into lawlessness as several people were seen breaking into businesses Tuesday evening.Philadelphia Police said that a crowd of approximately 1,000 people were looting a business in Philadelphia on Tuesday.The unrest began on Monday after Walter Wallace Jr., a 27-year-old Black man, was shot and killed by officers in Philadelphia. Spokesperson Tanya Little of the Philadelphia Police said that Wallace was ordered to drop a knife before being shot by officers.The incident was captured on video from a bystander, and Little confirmed that two of the officers were wearing body worn cameras. Whether that video will be publicly released will be determined in the coming days.Video of the incident showed officers pointing a weapon at Wallace. After trying to back away from Wallace, officers then fired at him.Police Commissioner Danielle Outlaw said that a full investigation of what transpired is underway.Shaka Johnson, an attorney representing the Wallace family, told the Inquirer that family called for an ambulance and not officers. NEW YORK (AP) — U.S. health officials on Friday told people to avoid romaine lettuce grown in Salinas, California, because of another food poisoning outbreak.The notice comes almost exactly one year after a similar outbreak led to a blanket warning about romaine.Officials urged Americans not to eat the leafy green if the label doesn’t say where it was grown. They also urged supermarkets and restaurants not to serve or sell the lettuce, unless they’re sure it was grown elsewhere.The warning applies to all types of romaine from the Salinas region, include whole heads, hearts and pre-cut salad mixes.RELATED: More than 97K pounds of salad products recalled over potential E. coli contamination“We’re concerned this romaine could be in other products,” said Laura Gieraltowski, lead investigator of the outbreak at the U.S. Centers for Disease Control and Prevention.Officials said their investigation led to farms in Salinas and that they are looking for the source of E. coli tied to the illnesses. Salinas is a major growing region for romaine from around April to this time of year, when growing shifts south to Yuma, Arizona.After last year’s pre-Thanksgiving outbreak tied to romaine, the produce industry agreed to voluntarily label the lettuce with harvest regions. Health officials said that would make it easier to trace romaine and issue more specific public health warnings when outbreaks happen.RELATED: San Diego's flu cases more than double over previous seasonOfficials never identified exactly how romaine might have become contaminated in past outbreaks. But another outbreak in spring 2018 that sickened more than 200 people and killed five was traced to tainted irrigation water near a cattle lot.
