TOKYO, Sept. 16 (Xinhua) -- The Fourth Beijing-Tokyo Forum began its plenary meeting Tuesday in Tokyo. The first Tokyo-Beijing Forum took place in Beijing in August 2005. 

SARAJEVO, Sept. 12 (Xinhua) -- China and Bosnia pledged on Friday to strengthen cooperation between each other and push their relations to a higher level.     "China cherishes the traditional friendship with Bosnia, hopes to broaden political dialogues at different levels and deepen the exchange and cooperation in such fields as trade and lift the bilateral relations between the two countries to a higher level," visiting Chinese vice Premier Zhang Dejiang said.     Zhang made the comments in his meeting with rotating Chairman Haris Silajdzic of the Presidency of Bosnia and Herzegovina, and Nebojsa Radmanovic, another member of the group made of three members.     "China regards Bosnia as a trust-worthy friend and partner, and we greatly appreciate Bosnia's stance on one-China policy and its support for China's great cause of peaceful unification with Taiwan," Zhang said.     Silajdzic congratulated China on successfully staging the 29th Beijing Olympic Games.     BEIJING, Oct. 8 (Xinhua) -- President Hu Jintao on Wednesday urged China to carry on the spirit of unity, courage, "people first" and scientific thinking that characterized the May 12 earthquake relief effort.     At a ceremony in Beijing's Great Hall of the People to honor outstanding organizations and individuals for their contributions to the rescue and relief work, Hu said the spirit should be promoted among the Communist Party of China (CPC) members and the public.     This would help advance the sound and rapid economic and social development.     He said that in face of the major disaster, the CPC Central Committee had listed quake relief as the most important and urgent task for the Party and country as soon as possible.     Quake relief headquarters under the State Council had been set up and a system to coordinate the military and local governments had been established to mobilize the nation to advance the quake relief and reconstruction.     "We organized the fastest quake relief work with the most people mobilized in China's history, saved as many as possible lives and minimized the losses from the disaster," Hu said.     The 8.0-magnitude quake was the most destructive one since the People's Republic of China was founded in 1949, with more than 30,000 aftershocks, affecting 500,000 square km over more than 10 provinces, autonomous regions and municipalities, including Gansu, Shaanxi and Chongqing.     It was felt in 417 counties, 4,667 townships and 48,810 villages. It left 69,227 dead with 17,923 still missing. About 15.1 million people were displaced, Hu said.     Direct losses exceeded 845.1 billion yuan (124 billion U.S. dollars) as infrastructure was destroyed and industrial and agricultural production was affected, causing major environmental damage.     Party committees, governments, grassroots cadres and the people in quake-hit regions had responded quickly to the devastating quake, making the utmost effort to help themselves and others.     Hu praised the 146,000 troops, armed police, reservists and police which had been mobilized for the anti-quake work, describing them as the "main force" and "commandoes." His actions saved dozens of schoolchildren before he was buried in hail of concrete and bricks.     He died on the way to hospital, only 10 days after getting married.     Policewoman Jiang Min is another heroine whose story is now known all over China.     She lost 10 family members, including her two-year-old daughter and her mother, when the quake almost leveled her hometown, Beichuan County. Despite her tremendous grief, Jiang kept helping others affected in the quake.     Hu Jintao said the May earthquake was "a great test of Chinese will, courage and strength, as well as the Party's ruling capability."     "The relief work showed the great strength of the CPC and the socialist state, the great strength of the 1.3 billion Chinese people, the great strength of the reform and opening up, and the great strength of socialism with Chinese characteristics," he said.     During his speech, Hu suggested people who attended the ceremony stand in silent tribute for compatriots who died in the quake and the martyrs who sacrificed themselves in the relief work.     RECONSTRUCTION NOW A MAJOR FOCUS     Hu said the anti-quake work had again proved China's system of socialism had great vitality for development with the advantage of "concentrating strength on big events."     This proved people are the real driving force for the country's development. In addition, it proved the army is the "iron great wall" to protect the people and proved the CPC's core leadership role in developing socialism with Chinese characteristics.     "We have gained precious experience in dealing with emergencies and combating major natural disasters," Hu said.     Hu said the Sichuan quake caused huge loss of life and property and damaged economic and social development.     The quake relief work had tested and demonstrated the great achievement of the last 30 years of reform and opening up.     He stressed to fully implement the rebuilding policies after the disaster to build happy new homes for the quake-affected people, solving the problems concerned with their livelihood.     Reconstruction should be scientifically planned and carried out step by step.     "We should realize the goal of 'homes and jobs for each household, social security for everyone, improvement to local infrastructure, development of the economy and improvement to the environment,'" he said.     People's basic living conditions and public service facilities should be resumed first and the working conditions should be resumed as soon as possible.     "Currently, we should help the people get through the winter season safely."     Hu urged the quake-affected people to work hard and other regions to provide support to the rebuilding.     In addition to Hu, Chinese Party and state leaders including Wu Bangguo, Wen Jiabao, Jia Qinglin, Li Changchun, Xi Jinping, Li Keqiang, He Guoqiang and Zhou Yongkang, and about 6,000 people attended the ceremony.     Premier Wen, who presided over the ceremony, said the outlines and policies of the rebuilding would be well implemented

BEIJING, June 9 (Xinhua) -- Chinese Premier Wen Jiabao on Monday said the medical treatment and epidemic prevention tasks in the quake regions were still tough and no relaxation would be allowed.     Presiding over a quake relief meeting here, Wen urged bolstering the treatment of the injured to minimize fatalities and disability. All affected people in all counties, towns, villages and temporary settlements had been covered.     No concentrated epidemic outbreaks or emergent public health incidents had been reported, according to the meeting.     The 8.0-magnitude earthquake rocked the southwestern Sichuan Province and neighboring regions, including the northwestern Gansu and Shaanxi provinces on May 12. As of Monday noon, it had taken 69,142 lives, injured 374,065 people, left 17,551 missing and 46.25 million affected.     The meeting was also briefed on the quake relief work in Gansu and Shaanxi, which also suffered great losses.     It directed the two provinces to resume production in the affected areas at the earliest date possible and to rehabilitate the infrastructure.     The central government would provide support in policies, capital and material, the meeting said.

BEIJING, Oct. 4 (Xinhua) -- China on Saturday denounced the U.S. government's decision to sell arms worth of about 6.5 billion U.S. dollars to Taiwan.     Foreign Ministry spokesman Liu Jianchao said the Chinese government and people firmly opposed this action which seriously damaged China's interests and the Sino-U.S. relations.     The U.S. government, in spite of China's repeated solemn representations, on Friday notified the Congress about its plan to sell arms to Taiwan, including Patriot III anti-missile system, E-2T airborne early warning aircraft upgrade system, Apache helicopters and other equipment.     Chinese Vice Foreign Minister He Yafei has summoned the charge d'affaires of the U.S. Embassy to China to raise strong protest against the U.S. move, according to spokesman.     China firmly opposes to arms sales by the United States to Taiwan, said Liu, noting that this has been a consistent and clear stance of China.     The U.S. government's agreement on arms sale to Taiwan severely violated the principles set in the three joint communiques between China and the United States, especially the communique on the U.S. arms sales to Taiwan signed on Aug. 17, 1982, grossly interfered in China's internal affairs, endangered Chinese national security, and disturbed the peaceful development of cross-Strait relations, Liu stressed.     "It is only natural that this move would stir up strong indignation of the Chinese government and people," he said.     "We sternly warn the United States that there is only one China in the world, and that Taiwan is a part of China," Liu said.     He said nobody could shake the strong will of the Chinese government and people to safeguard national sovereignty and territorial integrity and to oppose external interference, and nobody could stop the efforts to promote cross Strait exchanges and opening a new chapter of peace in cross Strait relations.     China urged the United States to recognize that it is seriously harmful to sell arms to Taiwan, Liu said, noting that the United States should honor its commitment to stick to one-China policy, abide by the three China-U.S joint communiques, and oppose the so-called "Taiwan independence".     Liu said the United States should immediately take actions to correct its mistakes, cancel the proposed arms sale, stop military links with Taiwan, and stop disturbing the peaceful development of cross Strait relations, so as to prevent further damage to the Sino-U.S. relations and the peace and stability across the Taiwan Strait.     China reserved the right for taking further measures, he noted.     The Standing Committee of the National People's Congress (NPC),China's top legislature, and the National Committee of Chinese People's Political Consultative Conference (CPPCC), China's top advisory body, on Saturday also express strong indignation over the U.S. arms sale plan.     The foreign affairs committee of the NPC Standing Committee and that of the CPPCC National Committee each issued a statement, stressing that people of all walks of life in China were firmly opposed to the U.S. arms sale to Taiwan.     "We firmly support our government's solemn stances over this issue," the statements said.     The statements said the cross Strait relations have recently witnessed sound momentum, which accords with the interests of both Chinese and U.S. peoples. The U.S. proposed arms sale to Taiwan actually was a move disturbing the improvement of the cross Strait relations.     The statements called for the United States to immediately correct its wrongdoing, and refrain from any further moves that will damage the Sino-U.S. relations and the world peace.     China's Defense Ministry also issued a statement Saturday, condemning the U.S. move.     Defense Ministry spokesman Hu Changming said the U.S. decision has ruined the good atmosphere of cooperation that had existed between the two armed forces over recent years.     The statement also warned China reserves the right of making further reactions.
