SAN DIEGO (CNS) - An 18-year-old man accused of fatally shooting his live-in girlfriend at their apartment in San Diego's Mountain View neighborhood pleaded not guilty Thursday to a murder charge.Jorge Manuel Sanchez allegedly gunned down 19-year-old Emily Cortez inside an apartment at a residential complex in the 4500 block of Imperial Avenue shortly before 4:30 p.m. July 15.San Diego police Lt. SAN DIEGO (CNS) - Just after midnight, a full rail closure between Oceanside and San Diego to accommodate work along the passenger and freight rail line will go into effect and continue until 5 a.m. Monday.The closure will affect four rail services operating on the San Diego segment of the Los Angeles-San Diego-San Luis Obispo Rail Corridor: North County Transit District COASTER, Metrolink, Amtrak and the freight carrier BNSF.On Monday, riders are encouraged to plan for increased travel time as trains could be delayed.Full rail closures are routinely scheduled to advance rail construction and ensure worker safety. During the upcoming closure, construction activities are planned for the Del Mar Bluffs Stabilization project and the Mid-Coast Trolley project.In Del Mar, stabilization work continues on the bluffs. Crews will weld and test tieback anchors along previously placed support columns and pour concrete for retaining wall installation on the upper bluffs near 12th Street. Crews will also place concrete panels along previously installed support columns and backfill the area on the upper bluffs north of Torrey Pines State Beach.Officials said the Del Mar Bluffs Stabilization 4 project to repair drainage infrastructure and stabilize portions of the 1.6 miles of coastal bluffs is scheduled to be complete this fall.In San Diego, ongoing construction activities are planned throughout the Mid-Coast Trolley corridor. SAN DIEGO (CNS) - A western harvest mouse found in Escondido tested positive for the potentially deadly hantavirus, San Diego County Vector Control officials announced Friday.The mouse was found during routine monitoring of the area. Since January, Vector Control has collected multiple mice that have tested positive for the virus in areas of north and east county, including Julian, Fallbrook, Bonsall, Boulevard, 4S Ranch, Warner Springs and Potrero.With each instance, county officials have reminded residents to avoid sweeping or vacuuming rodent droppings, which can push the virus into the air. Instead, residents are advised to use so-called "wet cleaning" methods like a diluted bleach spray, disinfectants or a sponge and a mop to clean up wild rodent matter like urine, feces and saliva. SAN DIEGO (CNS) - A Julian man was behind bars Tuesday on suspicion of fleeing after the car he was driving struck and fatally injured a bicyclist on a rural road east of El Cajon.Craig Wendell Nelson, 56, was heading east on Dehesa Road near Singing Hills Golf Course when his 1993 Mitsubishi Mirage veered into a bike lane east of Willow Glen Drive and hit Kevin Wilson of La Mesa from behind about 10:45 a.m. Monday, according to the California Highway Patrol.Medics took Wilson, also 56, to Sharp Memorial Hospital in San Diego, where was pronounced dead.Following the crash, Nelson allegedly kept driving to the east and south before pulling over on Sloane Canyon Road and fleeing on foot, CHP public- affairs Officer Travis Garrow said.Officers eventually found the abandoned vehicle, and a helicopter search crew spotted Nelson in a nearby brushy area. He was arrested and booked into San Diego Central Jail on suspicion of vehicular manslaughter and hit-and- run.Nelson was being held on ,000 bail pending arraignment, tentatively scheduled for Thursday afternoon. 1083

SAN DIEGO (CNS) - A judge took under submission today a motion by the federal government to dismiss a lawsuit filed by the cities of Imperial Beach and Chula Vista and the Port of San Diego, alleging that the International Boundary and Water Commission is violating the Clean Water Act by not doing more to prevent Tijuana sewage from flowing into San Diego area waters.The federal government maintains that the IBWC isn't legally responsible for the sewage flowing into U.S. waters from Mexico.But the plaintiffs claim that since the IBWC oversees a flood control channel that redirects the Tijuana River on its way to the Pacific Ocean, as well as water- capture basins in five canyons along the border, the agency is responsible for the sewage that gets through those systems.RELATED: Imperial Beach businesses hurt by sewage & runoff related closuresImperial Beach Mayor Serge Dedina, who has led the fight to against the IBWC since his city was hit with millions of gallons of raw sewage in February 2017, said it was heartening to hear U.S. District Judge Jeffrey Miller say he might go to the South Bay to see first-hand how the situation is being handled.Dedina said the plaintiffs got a fair hearing.
