(AP) — Southern California authorities say 18 pounds (8 kilograms) of fentanyl have been seized in Orange County — enough of the synthetic opioid to create four million lethal doses.The Orange County Register reports the seizure last week yielded almost half the amount of fentanyl seized by authorities in the county during all of 2018 — a sign the drug is quickly growing into a substantial public threat.Sheriff's officials say investigators served a search warrant and arrested 60-year-old Rudolph Garcia on multiple drug charges. SAN YSIDRO, Calif. (KGTV) -- Authorities are warning Americans traveling to Tijuana about people posing as police officers reportedly getting aggressive with drivers waiting to cross the San Ysidro Port of Entry. Photos from Tijuana Police show officers near the port putting a man in handcuffs. Authorities in Mexico say he’s one of 35 people arrested Sunday for being aggressive to drivers waiting to get back into the United States. The concern was raised this week as travelers are expected to head south for the holiday weekend. Marco Sotomayor, the Secretary of Public Safety in Tijuana told the San Diego Union Tribune that the city is seeing cases that are more violent and more consistent. Sotomayor goes on to say that criminals sometimes mask themselves as police officers wearing fake badges on hats and jackets, demanding money from drivers stuck in lines. "I think you very much stick out if you've never been to Mexico, and you don't know where you're going and you don't know what roads to take, I think that does make you a very easy target,” said Amanda Matti with Daytripper Tours. She says the company has been safely traveling into Mexico for 30 years. Because they travel in large groups via buses and have contacts across the border, Matti says their tour service never runs into these type of issues. "Our driver is usually local, experienced in Mexico, our tour managers are experienced, so I think they know not to target us."Matti says if you plan on going this weekend and don’t have experience, don’t go alone. (KGTV) - A Caltrans project to expand an SR-78 ramp in North San Diego County has some residents concerned about their safety.Crews have been working on the Woodland Parkway on-ramp to improve the flow of traffic to the freeway. Eventually, there will be an additional lane at the Woodland and Barham on-ramps.Residents told 10News the construction set-up is too dangerous for drivers.“I'm saying a prayer before I get on the ramp cause you really need it,” said Jacqueline Duron.She also said the ramp set-up doesn’t give drivers enough time to speed up and merge onto the freeway safely.“A lot of the times all the lanes are packed - so there's nowhere for anybody to go - and drivers going up the ramp getting smashed on the cement wall,” said Duron.Neighbors also posted concerns on the NextDoor app, calling the situation a ‘death trap’.Crash statistics for the Woodland Parkway ramp to westbound SR-78 show a slight uptick from last year, with seven crashes to the previous year’s five.Even though the number of accidents were slightly higher this year compared to 2017, the CHP says the numbers do not support the existence of an issue.10News talked with Caltrans about neigbors' concerns. (KGTV) - Several immigrants' rights groups allege harassment and one man says he was strip-searched by Customs and Border Protection agents.The Southern Poverty Law Center, the Center for Constitutional Rights, and the American Immigration Council filed a motion requesting more information from the U.S. government regarding the detention of the Director of Al Otro Lado, calling their acts retaliation for helping asylum seekers.Hugo Castro, Director of Border Angels, Tijuana, spoke with 10News about his experience last December."I was sent to secondary for no reason," Castro said. He was in Mexicali for a doctor's appointment when he was detained by a CBP officer."The officer searched me, said I didn't have a weapon and was trying to grab me and I said hey, you don't need to grab me, just tell me what to do," He said the next 5 hours were unnerving. "They took my cellphone... after that they searched me, body search, and took off my shoes and look all around my, through my pants and underwear," he said looking at the ground.Castro said he was interrogated about migrants and the immigration rights' group Al Otro Lado."You know, if I was part of the caravan the organizers. If we were paying migrants, if we were helping migrants to cross the border."Castro said he explained to the officer he helps bring donations to nine shelters in Tijuana. Castro said he was detained for five and a half hours.
