WASHINGTON (AP) — The top U.S. military officer is telling Congress that the U.S. armed forces will have no role in carrying out the election process or resolving a disputed vote. The comments from Gen. Mark Milley, chairman of the Joint Chiefs of Staff, underscore the extraordinary political environment in America, where the president has declared without evidence that the expected surge in mail-in ballots will make the vote “inaccurate and fraudulent,” and has suggested he might not accept the election results if he loses.Trump’s repeated complaints questioning the election’s validity have triggered unprecedented worries about the potential for chaos surrounding the election results. Some have speculated that the military might be called upon to get involved, either by Trump trying to use it to help his reelection prospects or as, Democratic challenger Joe Biden has suggested, to remove Trump from the White House if he refuses to accept defeat. “I believe deeply in the principle of an apolitical U.S. military,” Milley said in written responses to several questions posed by two Democratic members of the House Armed Services Committee.The military has adamantly sought to tamp down that speculation and is zealously protective of its historically nonpartisan nature. 1292

"We are still facing a very dark winter," Biden said after a briefing with his advisers in Delaware. Biden announced a new COVID-19 advisory board. The group will be co-chaired by Dr. David Kessler, a former Food and Drug Administration commissioner; Dr. Vivek Murthy, a former surgeon general of the United States; and Dr. Marcella Nunez-Smith, a public health professor at Yale University. "Please wear a mask," Biden implored those watching. WHAT WOULD CHANGE UNDER BIDEN When President-elect Biden takes office, more than just "presidential tone" will change. "They are going to allow the evidence to be back in the driver seat," said Dr. Jon Andrus, an adjunct professor of global health at The George Washington University. Some of the potential changes include: a national mask mandate, more guidance to governors and mayors, increased reliance on international health groups, and more testing and contact tracing. "Lessons learned from many countries, such as those in southeast Asia, show aggressive testing and contracting tracing works," Andrus said. Biden's statement to the media came on the same day Pfizer released promising news about a potential vaccine, saying it 90% effective in some of their trials. 1413

WASHINGTON (AP) — The Supreme Court has refused to take up an appeal from South Dakota's only death row inmate, who was sentenced to death after he pleaded guilty to taking part in a torture killing 20 years ago. The court did not comment Monday in leaving in place the death sentence for Briley Piper, an Alaska man who was one of three people convicted in the killing of Chester Allen Poage of Spearfish, South Dakota. One has been executed and the other is serving a life sentence in prison. Prosecutors said the three men were high on methamphetamine and LSD when they decided to burglarize Poage's home. The episode ended with the men stoning Poage to death. 671

  

WASHINGTON (AP) — U.S. intelligence officials believe that Russia is using a variety of measures to denigrate Democratic presidential candidate Joe Biden ahead of the November election and that individuals linked to the Kremlin are boosting President Donald Trump’s reelection bid. That's according to a rare public statement Friday from the country's counterintelligence chief, William Evanina. The statement also says that U.S. officials assess that China prefers that Trump not win a second term and that Beijing has accelerated its criticism of the president and its efforts to shape American opinion and public policy.Evanina's statement also links Moscow’s disapproval of Biden to his role in shaping Obama administration policies supporting Ukraine, an important U.S. ally, and opposing Russian leader Vladimir Putin. That assertion conflicts with the narrative advanced by Trump, who has made unsubstantiated claims that Biden’s actions in Ukraine were intended to help the business interests of his son, Hunter. 1028
