A wave of construction will bring thousands of new apartments to downtown in the next few years. As those complexes start to open, they could bring relief to San Diego's housing crisis.This July, Park 12 will be the biggest to open, adding 718 units to the downtown area. The complex features three buildings, including a 37 story tower. Jerry Brand, with developer Greystar, says they wanted to go big in downtown because they see the area going through tremendous growth."Last year, San Diego had the largest employment growth in CA as a city. It was about 30,000 jobs, and that doesn't include the military," Brand says. "That creates housing demand, so we're seeing continued demand in the future."Other developers agree. According to Civic San Diego's 2017 Downtown Development Report, there were 1,014 new apartments completed in downtown in 2017. That's the third most since 2001. The report shows another 10,561 apartments either under construction, waiting to be built, or waiting for approval.Little Italy is one of the fastest growing areas. Projects like Luma, AV 8, Amo and Vici will add nearly 600 apartments to the area by the start of 2019."This is the most dynamic neighborhood in San Diego," says Rich Gustafson, the President of CityMark Development. They're putting the finishing touches on AV8, which will have 133 units."The demand is there," he says. "San Diego, in general, is slow in providing the housing supply, but we're doing the best that we can in Little Italy."It's not just apartments. Across Downtown, Civic San Diego says there are 1,213 condominiums either under construction or in the planning stages. A woman in Pennsylvania cannot keep a winning lottery ticket worth more than million, a judge ruled, because of how she acquired the ticket.The case came down to how the Acme store, where Beverlie Seltzer works just outside of Philadelphia, handles lottery tickets that are printed by mistake on the automated terminal put in place by the state’s Lottery Commission.The judge noted the protocol is that the store must pay the commission for each mistake ticket, but the store can keep any winnings from those tickets.In the trial court’s summary says Seltzer began scanning the mistake tickets during her shift, shortly after the Match 6 drawing. She typically would discard losing tickets and leave winning tickets for the office coordinator to process.“As she scanned through them, she discovered that one of the mistake tickets was a winning ticket, in the amount of ,150,000.00. At this point, after learning the ticket was a winner, [instead of leaving the ticket for the coordinator to process the next day,] [Ms.] Seltzer took .00 in cash out of her purse, rang up her own transaction, and put the .00 in the register in an attempt to purchase the ticket. She was still on the clock at the time,” the court summary reads.Seltzer then reportedly told coworkers and her supervisor she won the lottery, “though claiming that she could not remember the time when she purchased the ticket.”Acme supervisors learned what happened after reviewing security tapes. When she was confronted, Seltzer denied it and contacted the lottery to claim the reward. Acme filed suit to determine the owner of the ticket.“When Ms. Seltzer in this instance deviated from the Acme procedures that she usually followed, she acted surreptitiously and was not forthcoming about the circumstances of the purchase,” the judge wrote. “Even viewing the evidence in the light most favorable to Ms. Seltzer, no reasonable fact-finder could conclude that Ms. Seltzer acted with the good faith belief that she was permitted by law or by Acme’s policies to give Acme in exchange for ,150,000. (KGTV) -- An 86-year-old man was hit and killed in the parking lot of an Alpine shopping center Thursday evening, according to authorities. Police say a truck hit the man on the 1200 block of Alpine Boulevard around 4:12 p.m. Thursday. Investigators say the driver of the truck didn’t see the man and backed over him outside a Chase Bank.A worker at a nearby Carls Jr. said the man was stuck under the truck following the accident. Authorities said the incident was a tragic accident and the driver won't face any charges.   572
