KANSAS CITY, Mo. — The man whose wife was found dismembered in two ice coolers has been charged in connection with dismembering and abandoning her body. Justin Rey is accused of abandonment of a corpse and endangering the welfare of a child.  Lenexa police officers went to U-Haul on October 24 to check on Rey and his two children, who were reportedly sleeping in a storage unit. During the investigation, a woman’s remains were found in the unit. Court documents officially identified the remains as Rey’s wife. The documents said Rey’s wife, who family identified as Jessica Monteiro Rey, was found dismembered in coolers. According to court records, Rey was dragging several containers at the U-Haul facility when police spoke to him. Rey told officers his wife died after childbirth several days earlier, and her body was in the two containers. Court documents said Rey told police he spent two days with his wife’s body before dismembering her. Rey told detectives his two children were in the hotel room as he dismembered and disposed of his wife’s body. Prosecutors requested a bond of 0,000 cash. Rey is in custody in Johnson County. The Jackson County Prosecutor’s Office said the case remains under investigation.  1281

KEARNY MESA (CNS) - A man armed with a BB gun robbed a Korean restaurant in Kearny Mesa, San Diego police said.The robbery took place just before 10 p.m. Friday at Woomiok, located in the 3800 block of Convoy Street, SDPD said.The thief, allegedly a former employee of Woomiok's, stole 0 from the register, SDPD said. While reaching over to grab the money from the register, the employee he threatened with the gun, grabbed it. During the struggle for the gun the suspect dropped it and ran from the restaurant heading southeast through the parking lot.The robber was described as Hispanic. He stood 5 feet 5 inches tall and weighed about 135 pounds, SDPD said. The thief was wearing all black clothes and had a black backpack.No injuries were reported. 764

  

KENOSHA, Wisc. — If police spotted the teen reportedly carrying a rifle in Kenosha Tuesday night, they could have stopped him to find out if he was committing a crime before he allegedly killed two protesters and injured a third.Images of people openly carrying guns during protests in Milwaukee and Kenosha this summer may make some people feel uneasy. But they are not breaking the law.Wisconsin is an open carry state, meaning anyone who gets a gun legally can carry it in most public places without a license or permit.But that's not the case for minors like 17-year-old Kyle Rittenhouse, who is accused of shooting three protesters in Kenosha Tuesday night, killing two of them.Kenosha Police Chief Daniel Miskinis confirmed to reporters Wednesday that you have to be 18 to open carry in the state of Wisconsin.And according to a 2009 memo from the Wisconsin Department of Justice, police can stop someone openly carrying a gun to determine if a crime is being committed.The DOJ says officers can stop someone if they have "reasonable suspicion" of criminal activity, adding Wisconsin's open carry law, "...is not a shield against police investigation or subsequent prosecution."In this case, police could have asked Rittenhouse how old he was and stopped him before he allegedly pulled the trigger.There are some exceptions in Wisconsin state law allowing minors to carry guns, including if they are in the military and in the line of duty, as well as if they are under adult supervision and using it for target practice or instruction.
