"These innovators and pioneers have emerged everywhere that waves break. In this regard, San Diego has been particularly blessed," organizers write. SAN DIEGO (KGTV) — Included in the new defense budget bill just passed by Congress is what some call the most sweeping military housing reforms in decades. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. Residents say they have been plagued by mold, which has caused illness, as well as rodent and insect infestations, and shoddy maintenance and repairs.RELATED: .7 million awarded to Housing Commission to house military veterans"Lincoln Military Housing doesn't do a very good job of maintaining the infrastructure of these homes," says resident Erika Bradley.Bradley says the recent storms have led to more problems with leaks and mold. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels.The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. While the military and Congress can use the failure to agree to the processes as grounds to decide not to renew the contract with a company, most of the housing companies have long-term deals in place. That means it's possible that it could be nearly 30 years before some of them would be forced to consider making changes."It's kind of something that looks really good on paper," Bradley says, "but how does it actually help us in our day to day lives?"10News asked if Lincoln plans to agree to the new procedures. SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) -- Just in time for the Fourth of July, the Mission Beach Plunge pool is reopening to the public. The iconic pool was one of the original attractions when the amusement park opened in 1925. However, it had run into hard times in recent years and has been closed for much of the last decade. One management company went bankrupt. The next came up with a renovation plan, only to discover dangerous, corroding conditions inside, leading to the pool's closure in 2014.Thanks to a partnership between the City of San Diego, Fit Athletic, and Pacifica Enterprises, the renovated pool is almost unrecognizable. "This is absolutely special, incredible," said Dr. McQuary, a longtime San Diego resident who is active in the community."What I remember about the Plunge was the issues and concerns about how we can swim and still be safe. When things would fall from the sky, it wasn't rain; it was the plaster from the ceiling!"The Plunge at Fit features floor to wall glass ceilings and a retractable roof. It also incorporates some of the building's original features, replicating the tiling and original archways.Part of the new Fit Athletic Mission Beach gym, the facility also offers beach views throughout. SAN DIEGO (KGTV) -- Isabel Rosales was brutally attacked and nearly killed by her husband in January 2018."It was life or death, my ex husband attacked me in front of my kids," said Rosales.Rosales was married for 16 years. She and her ex-husband moved from Chicago to San Diego for a fresh start. But Rosales says the abuse only got worse."Sexual abuse, verbal abuse, physical abuse, everything," said RosalesShortly after their 16-year anniversary Rosales told her Ex-husband she wanted a divorce. She barely made it out of the family home alive."I was getting ready to go to work and we had been arguing...his behavior had been kind of erratic over the last few weeks. I thought he was agreeing with me when he said it ends here. I thought he was getting his suitcase and leaving. He followed me into the bathroom and he stabbed me. I ran into the kid's room and he stabbed me in front of the kids who were sleeping. I was able to push him out of the way and I ran out of the house. Before I ran out of the house though he attacked me again at the front door. I knew if I didn't make it out of the door it was over and by the grace of God the door opened."Rosales was in the ICU at UCSD for three days with a breathing tube. She says she fought to stay alive for her three children and her mother, who was killed by her boyfriend in 2011."My mother was murdered by her boyfriend in Mexico. And my ex-husband attacked me in a very similar way."Rosales says she had what her mother did not. Help. Hers came in the form of Operation for Hope, a San Diego non-profit that helps provide emergency services to victims of domestic abuse. Rosales was given emergency shelter and money to pay for a divorce attorney."It helped me have a future. It gave me exactly what it promises- HOPE."Rosales has this advice for other survivors."I was ashamed to ask for help. I didn't know services like this exist. I am here to tell you there's great courage in asking for help and taking that first step... I hope and I pray to change one other person's world out there by sharing my story. My heart aches for those who do not make it like my mom, for those who do not know how to get out or where to go, for those that think an abusive relationship is normal. Anything is possible and each and every person is deserving of a beautiful and safe life... I am happy now. These tears are tears of joy."During the pandemic, domestic violence incidents have increased. From January to June 2020, there were 8,495 domestic violence incidents reported to law enforcement in San Diego County, as compared to 8,235 during the same period in 2019; a 3% increase from the prior year according to the San Diego County District Attorney's office.
