SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside.Police say Rodney Cole left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon on the 200 block of Euclid Avenue.After he went into a business, a witness reported seeing a woman, later identified as Leslie Saenz, get into the car and drive away with the children inside.Monday night Cole explained the terrifying ordeal to 10News.His 8-year-old daughter, Malaiha, told police she was able to call the police and tell dispatchers that she and her brother Jackson had been kidnapped. "They said, '911 whats your emergency?' and I said, 'me and my little brother got kidnapped,'" Malaiha said. "and (police) said, 'where are you and what can you see?' and I said, 'signs for the Mexico border.'""(The woman) tried to take the phone away from me but I moved away from her, and she said, 'give it to me, or I’m going to drive in circles and take this car and crash into the freeway wall.'"That's when she gave the phone to the woman, but the police acted quickly.  Roughly 30 minutes later after the car was stolen, Border Patrol detained the woman as she was trying to cross the border into Mexico.  Police have since taken Saenz into custody.Cole told 10News he bought the phone for the kids a few months ago, but it's not an activated line. SAN DIEGO (KGTV) — While the bulk of rainfall has moved out of San Diego County for the week, high winds and surf while persist through the weekend.A large west-northwest swell will bring a high surf advisory to San Diego County through Saturday until 8 p.m., with surf reaching 6 to 10 feet along the county's southern coastline. Surf will subside gradually through the end of the weekend.During that time, however, an increased risk of rip currents will create a hazard along the area's beaches.WEATHER: 10News' weekend forecastHeading into Saturday night, another storm system will bring mostly light to moderate rain Saturday night and the possibility of snow in local mountains.High winds from the west are forecasted for portions of San Diego's mountains and deserts, with a wind advisory will be in effect from 4 p.m. Saturday to 7 a.m. Sunday. Wind gusts could reach 55 mph and isolated gusts could hit 65 mph.Those winds will make driving difficult in the area, especially for high profile vehicles. SAN DIEGO (KGTV) -- Troops will soon arrive at several bases throughout San Diego County to provide support U.S. Customs and Border Protection as the migrant caravan approaches.According to the United States Northern Command, troops are being sent to Marine Corps Air Station Miramar, Camp Pendleton, Naval Air Facility El Centro, Naval Base Coronado, Naval Base San Diego and Naval Base Point Loma.The Pentagon confirmed Wednesday that as many as 7,000 troops are being deployed to three states for support, though President Donald Trump told reporters as many as 15,000 could be sent.According to ABC News, 15,000 is roughly the number of troops deployed to Afghanistan and three times the number in Iraq."As far as the caravan is concerned our military is out, we have about 5,000-8 (thousand), we'll go up to anywhere between 10 (thousand) and 15,000 military personnel on top of border patrol, ICE and everybody else on the border," Trump told reporters Wednesday.Related Stories 997
