SAN DIEGO (KGTV) — A San Diego judge says police departments must release records related to officer misconduct.The decision comes after local media groups, including 10News, sued to keep some police unions from blocking departments from following a groundbreaking new law in California.“This court finds that Senate Bill 1421 applies retroactively, to all, keyword, all personnel records of peace officers not only now but prior to January 1, 2019,” said San Diego County Superior Court Judge Eddie Sturgeon.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively. They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.“These records have been under seal for 45 years, and when you have that kind of duration, and decisions are made for that long than it is going to create substantial disruption when the law changes, and all of a sudden these things have been under seal for four and half decades are available for public perusal,” said Richard Pinckard, attorney for the unions.An attorney for the ACLU argued they intervened in the case to defend the public right to know saying the law was designed to be retroactive.“These are fundamental matters that the public has a right to know,” said David Loy, attorney for the ACLU of San Diego & Imperial Counties. “To restore public trust the public has to have the right to know and observe what the officers have done and what the agencies have said about it.”The Judge ruled no records could be released before March 29. SAN DIEGO (KGTV) – A pilot suffered minor injuries Wednesday after a small plane landed hard at Fallbrook Airpark and skidded off a runway.The incident involving a small aircraft was reported just before 9:55 a.m. at the Fallbrook Airpark on 2155 Air Park Rd., authorities said.According to a North County Fire Protection District official, the plane was in the air when it experienced mechanical problems. The pilot landed at the airport, but the plane skidded 50-70 feet off the end of the runway and came to rest in a dirt area.The plane did not catch fire, the department said.The department said the pilot, who was the only person on board, suffered minor injuries and was taken to Palomar Medical Center for treatment.ABC 10New learned the FAA will investigate the incident. 788

SAN DIEGO (KGTV) -- A San Diego biotech is developing a device that could change how people get routine blood tests.Truvian, which moved into its new UTC area headquarters Thursday, is developing a product that could deliver 40 routine results within 20 minutes, requiring just five drops of blood. The company's chief executive says it should cost less than . "We're going to give you those results in 20 minutes, and it will cost you or your insurance a fraction of what you're paying today," said Jeff Hawkins, CEO of Truvian. SAN DIEGO (KGTV) - A man fired as many as five shots at a parked car in San Ysidro Wednesday morning, San Diego Police said.The shooting happened at 7 a.m. at an apartment complex near West San Ysidro Boulevard and Dairy Mart Road, according to officers.No one was hurt by the gunfire.Police said the man surrendered peacefully when they arrived at the scene. SAN DIEGO (KGTV) -- A man died Saturday night after being shot during a fight in Lincoln Park, San Diego Police say.According to police, two men were involved in a fight on the 300 block of Euclid Avenue around 9 p.m.During the fight, police say one of the men produced a handgun when both men were shot.Officers were called to the scene after receiving reports of gunshots heard in the area.
