(AP) — A Northern California man posed as a woman on dating apps to lure men to a meeting place and then rob and carjack them, prosecutors said.Contra Costa County District Attorney's Office charged Hakeem Doeparker, 20, this week with multiple felonies, including second-degree robbery and criminal threats, attempted extortion and carjacking, The Fresno Bee reported Wednesday.Doeparker allegedly created female profiles on apps such as Skout and MeetMe! to connect with his victims. Prosecutors said he scheduled dates with the victims in Antioch, which is about 45 miles (72 km) northwest of San Francisco.He approached victims from behind, pointed a gun at them and threatened to shoot or kill them if they did not give him their money or car keys.The charges stem from incidents that occurred in June with four men, who all escaped unharmed. Doeparker successfully took money and two cars, which police later recovered.Doeparker, who is in custody, pleaded not guilty to the charges on Tuesday.Prosecutors believe there may be several additional victims. FREDERICK, Colo. -- A Frederick husband and father is behind bars in the Weld County Jail, booked early Thursday morning for the disappearance of his pregnant wife and two young daughters.According to two law enforcement officials, Christopher Watts, 33, has confessed to killing Shanann?Watts, 34, and their two daughters — 3-year-old Celeste and 4-year-old Bella. Officials believe they know where the bodies are.Watts and her daughters were reported missing out of Frederick on Monday. The Colorado Bureau of Investigation issued a missing-endangered alert for the three on Tuesday. A day later, the Federal Bureau of Investigation joined in the search.Just after midnight Thursday, an official with the Frederick Police Department said they had made an arrest "in connection to the missing person's case" involving Shanann Watts and her two girls. Officials said they were awaiting charges for the suspect, who will be held at the Weld County Jail for the time being.Police declined to comment further on the investigation. Watts was 15 weeks pregnant. Four San Diego lawmakers are proposing a more than billion solution to stop sewage from Mexico from contaminating South County beaches.The four members of congress, all Democrats, announced the plans at a news conference Monday. Their legislative acts would free up funds to pay for cross border infrastructure projects that would keep sewage from flowing up from the Tijuana River and the Punta Bandera treatment plant. The flow goes into the waters off Imperial Beach and Coronado, and has led to numerous closures. "We have an emergency along the border. It is sewage," said Rep. Juan Vargas, whose 51st district includes Imperial Beach. "Let's quit talking about other things. it's sewage right here, let's do something. We need money, we have the projects. Let's get going." Vargas, joined by Reps. Scott Peters, Susan Davis and Mike Levin, said the will to fix these problems comes down to funding. A bill introduced by Vargas and Peters would increase the North American Development Bank's capital by .5 billion to finance infrastructure projects. Additionally, Levin has introduced legislation to authorize 0 million a year for five years through the Border Water Infrastructure Fund. Mexico would be expected to contribute to the projects financially, but there would be exemptions for financial or national security reasons.
