SAN DIEGO -- A Los Angeles police officer pleaded not guilty Friday to smuggling two Mexican nationals in East San Diego County.Mambasse Koulabalo Patara was arrested at 1:30 a.m. Wednesday at the Campo Border Patrol Checkpoint, about 12 miles north of the U.S.-Mexico border.The court documents claim Patara told Border Patrol agents he was an off-duty officer and showed them his LAPD identification.Patara had two men inside his black Toyota Corolla and appeared to be very nervous, shaking and avoiding eye contact, the Border Patrol said.Agents seized Patara's service pistol from his waistband after he told them he was armed.Patara was taken into custody after authorities say two of the men inside the vehicle admitted they were not U.S. citizens.Fermin Lopez and his nephew, German Ramirez-Gonzalez, admitted to being citizens of Mexico.At his arraignment, Patara pleaded not guilty. He faces up to five years in prison if convicted. 975

SAN DIEGO -- The San Diego Planning Commission advanced a plan Thursday that would make the Midway District more vibrant by adding housing, commercial projects and parks.The plan would grow the area’s housing from 2,000 to 11,000 over the next 20 years. Business development in the area would also generate a similar number of jobs.The district would also boast nearly 30 acres of parks. "We think it's an important opportunity to provide for the park needs of the community," project manager Vickie White said.The parks would all fit into an improved pedestrian and bile network that would make use of existing transit infrastructure. The city hopes the network would reduce the area’s reliance on cars."We're focused on creating comfortable connections along transit corridors to make this a more appealing area to walk or bike -- we see a lot off opportunities for modal increase in this area," White said.Reducing reliance on cars also complies with a citywide climate action plan. "If there's one real, glaring problem with this community it's a lack of connectivity from district to district," Commissioner William Hofman said.The area around sports arena and Valley View Casino Center would also get additional streets and paths.The plan includes a variety of possibilities for the sports arena including operating it as is or demolishing it and pushing for other land-use opportunities.The plan will now go to the City Council’s Smart Growth and Land Use Committee in May. 1493

San Diego was one of more than 3,600 locations that held the global Climate Change Walkout. Hundreds of teenagers marched from San Diego High School in Downtown to the San Diego Civic Center, hoping to make an impact, three days before the United Nations Climate Change Summit. It's a fight against time. Time, they say, the planet does not have. "Climate change is the existential threat of our generation," Elea Castiglione said. The sophomore at San Deigo High School organized the walkout with her friends. She and hundreds of students hoped their actions would inspire world leaders to take aggressive steps to combat climate change. Point Loma High School senior, Kisi Apaak performed her spoken-word piece, "Madness," at the San Diego Civic Center rally. Being 17, she said she does not have an income, nor does she have the right to vote. She said spoken-word is her way to show Mother Nature that she cares."This is all I know how to do, is write and talk and get out and take action," Apaak said. Many said they were inspired by Greta Thunberg, the 16-year-old Swedish climate change activist, who has now become the face of the movement. Activists here said San Diegans should be more involved, considering our geography."I think that San Diego as a city needs to go carbon neutral, and we also need to be leaders as a coastal city in our protest for nationwide and global change," Castiglione said. SAN DIEGO (AP) — The Marine Corps says it has relieved a commanding officer who oversaw a battalion based at Camp Pendleton, citing a 'loss of trust and confidence' in his ability to lead.Officials on Wednesday declined to give details as to what led to the removal of Lt. Col. Francisco Zavala as the commanding officer of the 1st Reconnaissance Battalion.Maj. Jeffrey Erb was named in his place. Zavala had served in the position since 2018.Zavala, a native of Helotes, Texas, joined the Marine Corps in 2000 and had been on multiple deployments, including to South Korea and Iraq. 591

SAN DIEGO — Among the safety measures schools are now employing is a device invented by a retired San Diego teacher that was never designed for the use.Rick Morris taught elementary school for three decades before leaving to focus on books to help educators with inventions.In 2005, Morris designed the Lock Blok, an updated version of a device he invented in the 80s. Applied with an adhesive, a rubber tab is affixed to the door and can be pushed out, again acting like a stopper. It was designed to cut down on noisy door slams in class.Morris said after the Columbine shooting, schools started using the Lock Blok for safety.  Most class doors have to be locked from the outside. With Morris' invention, teachers could just keep the door locked all day, even with the Lock Blok engaged. In an active shooter situation, the tab is pulled back, while the door shuts and is automatically locked.Security experts tell us during a true emergency, fine motor reflexes becomes tested. If a teacher has to go outside and try to lock the door with a key, it could take precious seconds.  Over the years, some 8000 Lock Blok units have been installed by local schools.  "My reaction is if this is helping to make a campus more secure, good for you, but don't put all your hope in one device. Security is bigger than that," said Morris.Morris doesn't market Lock Blok as a safety measure because it wasn't designed for protection, but after a November shooting rampage at a Northern California school, he can't forget the call he got from that district's superintendent."My wife and I teared up on that one ...
