SAN DIEGO (KGTV) -- Average rainfall and warmer temperatures, that’s what the San Diego office of the National Weather Service is forecasting this winter.With a few windows of opportunity for significant precipitation from December to March, it will be a warm and dry winter with more Santa Ana winds expected, according to City News Service.The National Weather Service predicts that San Diego’s best chance for rain in the near future will be in mid-November.The maps below show what the rest of November is expected to bring as far as rain and temperatures: RELATED: Check today's forecastRecently, winters in Southern California have trended toward fewer rainy days with heavier precipitation.“If we don’t get that rain in mid-November, then we’re talking about severe fire weather conditions again like last year going into December,” National Weather Service meteorologist Alex Tardy said.10News meteorologist Megan Perry said El Nino conditions are starting to develop. “El Nino is favored (70 to 75% chance) to form and continue through the winter. While historically El Nino favors wetter than normal conditions to the Desert Southwest, that doesn't always happen.”More recently, La Nina, or cool equatorial ocean temperatures, has coincided with wet winters in San Diego.The most recent El Nino event in 2015-2016 didn’t bring much rainfall to the region while the La Nino of 2016-2017 brought heavy rain and snow to California, carrying the state out of drought.“At this point, it's a wait and see and hopefully we'll get more rain - we need it after last winter finished as the second driest on record,” Perry said. 1650

SAN DIEGO (KGTV) - As a Hillcrest man showered in his apartment, an intruder was helping himself to a "priceless" pendant.The surveillance video that Ramon Castillo has seen countless times remains hard to watch."Scary and very disturbing," said Castillo.In late June on a Monday morning just before 9, Castillo was showering in his apartment on 3rd Avenue. What he didn't know know: he wasn't alone. When Castillo got out of the shower after 20 minutes, the screen door which had been locked was completely open. Surveillance video revealed why. In it, a man pauses at the door and somehow gets past the screen door, before quietly raiding the apartment. Among the items stolen were speakers and a safe from a bedroom closet. Inside the safe: cash, personal documents and jewelry, including a silver pendant containing the ashes of her mother. She passed away in 2015 from an accidental drug overdose."I can't replace that. It's the last thing of my mom and now I don't have anything," said Castillo.The thief who snatched it was in and out in about five minutes. He was seen driving off in a sedan. Castillo say the burglar had to have heard the shower running and went in anyways."He didn't think twice about it. SAN DIEGO (KGTV) - Californians trying to raise happy and healthy families are finding affordability a challenge, a study shows. WalletHub ranked states based on feedback from psychology, social work and child studies experts at several universities, and statistics from each region. States were given grades in categories including the cost of housing, child care, and unemployment. California ranked 19th overall. The individual category rankings are as follows: 5th: Percent of families with young kids5th: Infant mortality rate15th: Separation and divorce rate34th: Percent of families in poverty36th: Violent crime rate38th: Unemployment rate46th: Child care costs49th: Median family salary (adjusted for cost of living)50th: Housing affordability Minnesota, Massachusetts and North Dakota filled the top three spots for family-friendly states. The worst states for families were New Mexico, Mississippi and Louisiana. Housing prices, a problem for western states, were at their best levels in the Midwest. Iowa, Nebraska, Kansas, North Dakota and Ohio topped the list. California's median home price as of November 2018 was 7,900, Zillow reported. SAN DIEGO (KGTV) -- Caltrans is warning drivers about a series of SR-163 closures throughout the week. According to the agency, all lanes of north and southbound SR-163 between I-8 and Genesee Avenue for three to six nights. The highway will be closed so crews can remove falsework from the bridge on the SR-163 Friars Road overcrossing. The southbound closures will begin at 11 p.m. with the northbound closures starting at 11:30 p.m. All lanes will reopen at 5 a.m. The list below shows which lanes will be closed on certain nights: Sunday: All southbound lanes, the northbound far right collector lane and the right main lane (slow lane).Monday: No full freeway closure. Only the northbound and southbound right main lanes.Tuesday: All southbound lanes, and the northbound left lane (fast lane).Wednesday: All northbound lanes, and the southbound left lane.Thursday: No full freeway closures. Only the northbound right lane.Friday/Saturday: No freeway work scheduledSunday, March 10: All northbound lanes. During the closures, drivers on the northbound SR-163 will be rerouted to eastbound I-8 to northbound I-805 to the merge at northbound SR-163.Southbound motorists will be rerouted to southbound I-805 to westbound I-8 to the southbound SR-163 connector ramp. 1274
