SAN DIEGO (KGTV) — Wherever a Topgolf is built in San Diego, it's bound to tee-up some criticism.But as it stands, a potential East Harbor Island location facing golfers toward the downtown skyline may not end up being an option.The Board of Port Commissioners decided to delay a decision earlier this month on entering an exclusive negotiation agreement with Topgolf.RELATED: Gaslamp Quarter thoroughfare may become a promenadeThe Port directed staff to begin mapping out an agreement with Topgolf late last year. East Harbor Island was floated as a potential location at the time. But an agreed upon location must be chosen first before the negotiation starts.During the Feb. 11 meeting, commissioners were presented a study on developing the Harbor Island site and how Topgolf could work into that plan. Three diagrams showed the site's possibilities, with or without Topgolf:A "phase one" diagram included a potential Topgolf plus a 400-space parking lot and 500-room hotel and parking structure on the east side of the island. The "phase two" rendering kept Topgolf and the east-end hotel, but added a hotel development to the facility's west side that could have a shared parking structure with Topgolf.The final diagram depicted three hotel developments on the East Harbor Island land, without Topgolf. All the diagrams were meant to be illustrative of potential ideas of the site, not an official plan. "I'm just not feeling it ... I just feel that it's an expensive use. It's a lot of land.""It seems to me we have one decision or one issue we need to discuss, which is do we want to have Topgolf in this location," said chair Anne Moore. The amount of the settlement was not disclosed, but Gwynn's family said the “matter has been resolved to all parties’ satisfaction."Gwynn died from salivary gland cancer in 2014. SAN DIEGO (KGTV)- Across San Diego County, most law enforcement agencies have been focusing on education rather than enforcement regarding violations of the county’s public health order.The goal is to get people to comply voluntarily.“What we’re trying to do here is educate the public so that ultimately we can save lives,” said San Diego Sheriff, Bill Gore.In the City of Coronado, police have been offering people free facial coverings.“To approach folks in an enforcement posture, I’m not sure we’re going to get the type of compliance we need,” said Coronado Police Chief Chuck Kaye. “When we see folks that are not using face coverings we say ‘hey can we offer you a face covering?’”This Fourth of July weekend is expected to be busy, especially at local beaches.California Gov. Gavin Newsom ordered all parking lots of state beaches in Southern California and the Bay Area to be closed for the weekend.The City of Oceanside has also decided to close off its beach parking lots.So far, no community COVID-19 outbreaks have been linked to outdoor settings.“I spoke to a number of the coastal mayors and said ‘are you confident you can enforce the physical distancing at your beaches?’” said county’s supervisor, Nathan Fletcher. “They said they can so we have to trust them that they can do that as we move forward into the weekend,” said San Diego County supervisor Nathan Fletcher.“We have our normal patrols in our coastal towns that we police for,” said Gore. “We’re not planning to add enforcement details to be specifically walking on the beaches to look at who’s wearing a mask, who’s socially distanced or not.”Gore said he expects beachgoers to comply with social distancing and facial covering rules when required.Under the latest public health order, restaurants must close to the public from 10 PM TO 5 AM.Bars, wineries, and breweries that don’t serve food must completely close down. San Diego (KGTV)- After receiving a failing grade by the American Lung Association, the County of San Diego is rolling out some new tools to fight air pollution. In port-side communities like Sherman Heights, Logan Heights and Barrio Logan, the rates for Asthma are the highest in the state. This morning county leaders unveiled its new innovative monitors and cars. “This has never been done before,” says Aclima’s Chief Scientist, Melissa Lunden. For the past three months, two air quality cars have been driven around the county for 24 hours at a time collecting samples of air pollutants. “You get a map, a street by street map, of what the air pollution is and what the air pollutants are on those particular streets,” says Lunden. “That allows you to really locate in that region an area of concern.”Stationary monitors will also be set up in areas like Barrio Logan, Sherman Heights, and Logan Heights. Officials will be able to monitor what’s being inhaled by the people who live in these communities. “What we expect to happen is we’re going to find elevated levels of pollution at the street level that we didn’t see with our regional monitors,” says Assistant Director of the Air Pollution Control District, John Adams. With each monitor, the air is pulled into an inlet over 24 hours. The filter is then taken out and tested in a lab. The Air Pollution Control District has already placed monitors along Interstate 15 in Carmel Mountain and Interstate 5 in San Isidro. The state awarded the county’s Air Pollution Control District .5 million to implement the program. 1589
