Tacked onto the coronavirus stimulus bill is new legislation tackling one of the most controversial practices in health care – surprise medical bills.That's when you go to the hospital or have an elective procedure and then later find out some of the doctors or facilities were out of network, meaning you could owe tens or hundreds of thousands of dollars.The most impactful part about the legislation is that patients would no longer get those surprise out-of-network bills for emergency care or for a planned procedure. They will instead be billed an in-network rate.Out-of-network providers would have to give patients a heads up on estimated charges, at least three days.Air ambulance companies would also not be able to charge more than in-network costs. Ground ambulances were not included.Insurance and providers have to go to arbitration to work out the final payment. It's a complex solution advocates say could end up costing Americans more in the long run.“So, a mediation process that some states have put in place, but research has shown that it increases the likelihood that consumers face higher premium costs on the back end,” said Clare Krusing with the Coalition Against Surprise Medical Billing.That Coalition had been pushing for policies that, in their simplest form, would have essentially made in and out-of-network rates the same. Subpoenas have been served on the Trump Organization and a dozen linked entities in a lawsuit challenging President Donald Trump's ongoing business ties while in office.The office of District of Columbia Attorney General Karl Racine said Wednesday that it "can confirm that all of the Trump Organization entities have been served." Additionally, subpoenas are being served to the state of Maine, the attorney general's office said.The lawsuit by DC and Maryland claims Trump is in violation of the Constitution's ban on emoluments, or payments, from foreign or domestic government entities to the President because of his continued interest in the Trump International Hotel.DC and Maryland have said the Trump International Hotel's operations put other nearby hotels and entertainment properties at a competitive disadvantage, and that the Trump hotel got special tax concessions. The hotel won its lease on federally owned property before Trump's election.A federal judge set in motion the schedule for DC and Maryland attorneys general to begin collecting evidence in the case. The plaintiffs say they also plan to subpoena 18 entities that compete with the Trump Hotel.The Justice Department has signaled it may challenge the evidence-gathering process.The case is proceeding just as the Trump Organization prepares for a flurry of investigations from House Democrats once they take control of Congress in January.The Trump Organization has not responded to requests for comment on the case. 1532
The banana phone is back.A startup that licenses the Nokia phone brand has unveiled a new version of the 8110, a curved mobile phone that was first released in 1996 and featured in "The Matrix."The phone, which is offered in banana yellow and black, will sell for �79 (). It comes loaded with a new version of the game Snake, Finnish startup HMD said in a statement."This is a return to the glory years of Nokia," said Ian Fogg, senior analyst at IHS Markit. "But it also includes all the new technology."The 8110 comes with 4G, and a handful of apps including Google Maps, Facebook and Twitter. But it doesn't have a flashy operating system and users won't be able to download other popular apps.Fogg said that basic -- or "feature" -- phones are appealing because they are reliable, and can run for a long time on a single charge.
