SAN DIEGO (KGTV) — Lifeguards say a swimmer who disappeared early Saturday in Pacific Beach has been found safe.San Diego Lifeguards say four friends went into the ocean around 1:30 a.m. across from the Ocean Blvd. and Garnet Ave. beach entrance. But one of the friends did not return, prompting searches throughout the morning by U.S. Coast Guard and lifeguard crews.Later Saturday, the missing person was located safe at a friend's house, the Coast Guard told 10News.The swimmer was reportedly celebrating his 21st birthday at the nearby Waterbar before the group went for a swim, according to San Diego Lifeguard Lieutenant Rich Stropky.Though the group told lifeguards the water was only waist deep in the area they were swimming, the swimmer somehow became separated. The person's clothes, wallet, and phone were also left behind when the group returned to shore, Stropky said.Saturday morning, a U.S. Coast Guard cutter and helicopter assisted in the search. 972

SAN DIEGO (KGTV) -- It will take about a month to get the old Family Courthouse in downtown San Diego demolished and the area cleaned up, and once it’s gone, work will begin on what will replace it -- brand new affordable housing units.Piece by piece, the building that once heard divorce, custody, and other domestic issues was torn down. In its place will be a new eight-story building with 120 affordable housing units at the corner of Sixth Avenue and Cedar Street.While it’s been vacant, it was used as a temporary shelter for migrant families seeking asylum. Soon it will become home to senior citizens and other families.To be eligible for this affordable housing, a household must make less than 60% of the area median Income. For San Diego, according to the San Diego County website, it is less than ,000 for one person.County Supervisor Nathan Fletcher said the location plays a big part in this project.“Everyone one wants affordable housing as long as it's not near them, but we know this is where housing needs to go. This location is in an urban environment in a downtown setting along transit corridors, walking distance to services is where we need to go,” Fletcher said.After the building is demolished, the next step in this project will be to get community input on the design of the unit. SAN DIEGO (KGTV) -- Kidney dialysis affects thousands of people a day. Proposition 23 attempts to regulate some aspects of treatment. If passed, it would require a physician, nurse practitioner on-site during dialysis treatment.There are several ads on television, urging Californians to vote against the measure.Dialysis has been a part of DeWayne Cox’s life for years. “I was diagnosed 12 years ago with kidney failure and I began dialysis 10 years ago,” he said.Cox said he goes to a dialysis center three days a week. He calls Proposition 23 “unnecessary.”“I am taken care of from the moment I walk in the door to the moment I take my walkout,” Cox said. “It makes me angry that these propositions keep being placed on public voting for people who have no idea what dialysis is.”One No on 23 ad shows a dialysis patient saying “I could die if Prop. 23 passes because if my clinic closes, I don’t know where I’ll go for treatment.”According to the Legislative Analyst’s Office some clinics could close. “Given the higher costs due to the measure, some governing entities, particularly those with fewer clinics, may decide to close some clinics,” the report said.It also said clinics could respond in other ways, like continuing current operations but with lower profits.About 600 licensed clinics in California provide dialysis to roughly 80,000 patients each month, according to the LAO. If passed, the measure would also require the centers to regularly report dialysis-related infection information to the state.The No campaign has major committee funding from DaVita and Fresenius—two of the biggest kidney dialysis companies—as well as U.S. Renal Care.Californians have seen kidney dialysis propositions before. Proposition 8 in 2018 attempted to limit dialysis clinics’ revenues.
