SAN DIEGO (KGTV) — A measure that would increase property tax bills to pay for thousands of affordable housing units has moved closer to the November ballot.On Tuesday, the San Diego City Council voted 6-3 to support what's called a resolution of necessity about the measure. It directed city staff to prepare language for the council to approve for the November ballot.The San Diego Housing Federation, which brought the measure forward, says it would pave the way for an estimated 7,500 affordable housing units. Of those, 5,000 would be for the homeless and those at risk of becoming homeless, while another 2,500 would be for low-wage working families. Once it is fully in place, an owner of a median priced home of 0,000 would pay an average of about 0 per year. The measure would require a two-thirds majority vote. SAN DIEGO (KGTV) -- A person is back in ICE custody and in isolation after they were taken to Sharp Chula Vista Medical Center to be evaluated for possible coronavirus symptoms.The individual was in the custody of U.S. Immigration and Customs Enforcement when officials determined the person needed to be taken to Sharp Chula Vista, the county said. SAN DIEGO (KGTV) -- A new study conducted by Zillow shows that more college graduates in San Diego are living with their parents.The share of graduates living with their parents has grown from 14 percent in 2005 to 25 percent in 2016.Similarly, the study found that less graduates are living with a romantic partner. In 2005, 38 percent of college graduates were living with a romantic partner compared to 32 percent in 2016.And it’s not just in San Diego. Nationally, 28 percent of college graduated lived with their parents in 2016 compared to just 19 percent in 2005.“In the mid-2000s, lending standards and an abundant supply of homes made it easier for recent grads to move out and form their own households instead of living with their parents,” said Zillow senior economist Aaron Terrazas. “Those market conditions have changed drastically over the past decade as we went through the housing bust. Adding to that, as many millennials who recently graduated into the Great Recession can attest, underemployment or more precarious jobs make it much harder to save up enough to move out. When rents keep climbing and competition is fierce for the most affordable homes, living with mom and dad can be a good option to build up some savings.”Zillow says when the housing bubble was at its height it was easier to get a loan and the building boom meant there were more homes available. SAN DIEGO (KGTV) — A new mother got a big surprise when she walked into her garage in Linda Vista: A ripped fence and a missing, pricey bike.Kristen Farias had just put her 3-month-old daughter in the car early Thursday evening when she noticed her garage door was open. She and her husband have lived at the City Scene condo complex for eight years."Felt violated. Something just didn't seem right," said Farias.That something was a hole in a fence that separates her garage from her neighbor's. All of her belongings were untouched, except for something expensive: a Cannondale R500 triathlon bike - loaded with accessories - valued at some ,000."You just feel icky. Someone knows how to get into your belongings and take your stuff," said Farias.In this case the 'how' included the neighbor's garage door accidentally left open. The thief got into that garage and cut open up the shared fence. Detectives told Farias of a rash of other incidents. "Four times in the same area in the past month," said Farias.In each of the cases, the burglar somehow broke into one garage, then went to work on the fence."Just means people are lurking in the neighborhood, following you and seeing when there is an opportunity. That's scary," said Farias.Farias says the thief knew exactly what he wanted, leaving behind less expensive items. Her big fear is what could happen when the thief strikes the next time. She can't help but think she and her baby could have walked in on the burglar."Makes me sick to my stomach.
