SAN DIEGO (CNS) - A suspect wanted for breaking into an apartment in Imperial Beach and allegedly sexually assaulting a woman while she slept was in custody Thursday evening.Alfred Ruiz-Sandoval, 24, is accused of sneaking in through a window to fondle a woman in her home early the morning of Sept. 3 in the 1300 block of Hemlock Avenue, near Tijuana Slough National Wildlife Refuge, according to Lt. Chad Boudreau of the San Diego County Sheriff's Department.The victim called 911 about 5 a.m. to report the invasion and sexual battery and told investigators the suspect ran from her home when she awoke. SAN DIEGO (CNS) - California State University police chiefs Friday banned the use of the carotid restraint and pledged to implement policing recommendations offered by a 2015 federal task force on the CSU's 23 campuses, which include San Diego State and Cal State San Marcos."As police chiefs of the California State University's 23 campus police departments, we have been galvanized by the many voices across our state and nation demanding accountability, equity and justice," the chiefs said in a joint statement. "We have seen the tragic impact of racism and bigotry, and many in our departments have experienced it personally. "To that end, and effective immediately, we are prohibiting the use of the carotid control hold by all CSU police officers. SAN DIEGO (CNS) - A pick-up truck drove through a highway center divider today near Alpine, overturned and caught fire, authorities said.The crash happened at 7:26 a.m. when a Ford truck lost its brakes going eastbound on Interstate 8, overturned on westbound I-8, landed on the right shoulder and became fully engulfed, the California Highway Patrol said.The wreck started a minor brush fire. All westbound lanes of I-8 were shut down from West Willows Road to East Willows Road until 8:23 a.m., where one westbound lane was reopened, the CHP said.It was not immediately known how many people were in the truck or whether there were any injuries. 655

Gavin Newsom reversed a parole board's decision to release a 59-year-old man who was a teenage gang member when he killed a San Diego police officer in 1978, the San Diego County District Attorney's Office announced Tuesday.Jesus Cecena was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena, then 17, fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range.Cecena, who is serving a life sentence, was granted parole in June, a decision that was heavily criticized by the San Diego County District Attorney's Office.Newsom reversed the parole board's decision on Monday, marking the second time he has reversed a parole grant for Cecena. Former Gov. Jerry Brown also reversed parole grants for Cecena in 2014, 2016 and 2017.Newsom cited Cecena's gang motivations as a major factor in his decision."Mr. Cecena still is unwilling to acknowledge the underlying or causative factors that are in evidence, specifically that he belonged to a gang where killing a peace officer was seen as an ultimate goal, that a more senior and respected gang member handed him a firearm so he could kill Officer Buggs, and that killing Officer Buggs was a way for Mr. Cecena to gain more respect and power within his gang," Newsom wrote. SAN DIEGO (CNS) - A western harvest mouse found in Escondido tested positive for the potentially deadly hantavirus, San Diego County Vector Control officials announced Friday.The mouse was found during routine monitoring of the area. Since January, Vector Control has collected multiple mice that have tested positive for the virus in areas of north and east county, including Julian, Fallbrook, Bonsall, Boulevard, 4S Ranch, Warner Springs and Potrero.With each instance, county officials have reminded residents to avoid sweeping or vacuuming rodent droppings, which can push the virus into the air. Instead, residents are advised to use so-called "wet cleaning" methods like a diluted bleach spray, disinfectants or a sponge and a mop to clean up wild rodent matter like urine, feces and saliva.
