Three Muslim families were not allowed to board a New York City ferry after they were told they posed a "security issue," according to a discrimination complaint filed with the New York City Commission on Human Rights this week.The complaint was filed by the Council on American-Islamic Relations (CAIR) on behalf of the families, which included eight children, against HNY Ferry, LLC; New York City Economic Development Corporation; the City of New York; and two employees referred to as John Doe 1 and Jane Doe 1.The suit seeks disciplinary actions, a formal apology and compensatory damages for "humiliation, embarrassment, and severe emotional distress," claiming that not being allowed to board was based on discrimination and that the security concerns were an "after-the-fact false excuse."A day out and a change of plansSeptember 21 was meant to be a day for three women and their children, ages two months to 14 years old, to enjoy before one of the families went to Pakistan for an extended period of time, the complaint said. Two of the women wore hijabs, according to the complaint.The plan was to visit Governor's Island, but after taking the first ferry from their Brooklyn home to Wall Street they realized that it was getting late and changed their plans to go to Brooklyn's Pier 6 instead, the complaint said. Instead of navigating the line with young children and a double stroller, the women got permission to wait to the side and board last.When their turn came, two ferry employees allegedly told them he had been informed by security not to let them on, the complaint said. But when he and another employee escorted the families to security, the officer "was confused and did not know why Jane and John Doe 1 were blaming security," according to the complaint.The families said the ferry left without them.As they were discussing the situation, another employee of HNY Ferry allegedly raised her voice, telling the families that they weren't allowed on the ferry to Pier 6 because the children were standing on the seats on their last ferry ride. But when they returned to their starting destination, a crew member they had spoken to early in the day said she did not remember the children behaving inappropriately, the complaint said.The families stated they "believe this was an after-the-fact false excuse in an attempt to explain away Respondents' discriminatory conduct and denial of services."CNN has reached out to HNY Ferry for comment, but has not heard back.The ferry is operated by a company called Hornblower, which could not be reached for comment.Both the NYCEDC and the mayor's office said the city would investigate the incident."Discrimination has no place in our city. The City will investigate these allegations, and if they are proven true, take swift and appropriate action to hold those responsible accountable," a spokesperson for NYCEDC said."Discrimination anywhere is an insult to ALL New Yorkers. My team is looking into this. Bigotry has no place in this city. We will confront it and hold those involved accountable," Mayor Bill de Blasio tweeted.Struggling to explain to their childrenThe women and their children were "embarrassed and humiliated," the complaint said, adding that passengers were watching them as they were barred from boarding.Many of the children were crying and confused about why they weren't allowed on the ferry. The parents have struggled to explain to them why they were treated that way, the complaint said."If we look at the totality of the circumstances, the employees went from labeling and telling these families that they were a security issue to telling them the children were standing on the seats in a previous ferry ride." The narrative has changed "to excuse the discriminatory conduct," said Ahmed Mohamed, an attorney for the Council on American-Islamic Relations.After waiting for two hours, the families say they were allowed to board the ferry, but canceled their plans and went back home to Brooklyn.After filing a complaint to NYC Ferry, the families say that NYC Ferry called the incident a "misunderstanding," and offered to reimburse their fare. 4155

The US Department of Agriculture will continue providing food stamps to millions of Americans through February, Agriculture Secretary Sonny Perdue announced Tuesday.The agency initially guaranteed funding for the program, which serves more than 38 million people, only until the end of January if the partial government shutdown isn't resolved sooner.The department says it is now using a provision allowing it to make obligated payments within 30 days of a government funding lapse, and is working with states to issue February's food stamp benefits -- which are expected to total .8 billion -- by January 20.The shutdown began after funding ran out December 21.This move does not draw down on the billion the agency has in reserve for the Supplemental Nutrition Assistance Program, or SNAP, as food stamps are formally known.Perdue told reporters he hopes the announcement will relieve the confusion and anxiety over benefits running out after this month.As for March, he said there is ample time for Congress to send President Donald Trump a spending bill that he can sign, noting that Trump has been clear he expects to see funding for border security.The agency will look at all available options for providing assistance if the shutdown has not been resolved in time for March payments, said Brandon Lipps, an acting deputy undersecretary at the agency. This is not the first time the department has issued benefits early, though previous instances have involved natural disasters, such as hurricanes.Other federal food assistance programs that support tens of millions of low-income Americans will also continue at least through February, said Lipps.The Special Supplemental Nutrition Program for Women, Infants and Children, known as WIC, and the department's food distribution programs are funded through next month. The child nutrition programs, which include school breakfasts and lunches and after-school meals, are set through March, Lipps said. 2006

  

The word home can mean a lot of different things, but it also usually means a safe space where you can go and rest your head. “May 20, 2010 was my move in date,” said Lisa Saenz who lives in the Denver neighborhood of Sun Valley. It's affordable housing run by the Denver housing authority. It's been Saenz’s home for a long time. When Saenz first moved here, she says it wasn’t such a great place to live. “It was a lot of nonsense by the neighbors and kind of a lot of crime. I was kind of scared to come outside and leave. I used to keep the kids inside,” said Saenz. But she says things have really changed since, and Sun Valley feels more like a community. “My neighbors are my family, I didn’t have one, I still don’t have one. I’m like the last survivor besides my two kids,” said Saenz. Ismael Guerrero who runs the Denver Housing Authority says for a long time, it was tough to get people to talk about the need for public housing. “Public housing, affordable housing overall, for many years has not been the highest priority politically as a policy,” said Guerrero.And if you ask Saenz, that stigma is real. “I remember once my son’s friend from middle school knew that we lived here. He was invited his friend to spend the night, but once his mom knew he lived here, he wasn’t allowed to come over and it kind of made my son feel bad," Saenz said. But Guerrero is trying to change the narrative around public housing, and he’s trying to make Sun Valley, look more like this. The Mariposa community is just 10 minutes away, but looks totally different. Guerrero says it’s an example of public housing in the 21st century. It’s what people who work in public housing call a mixed income community. A blend of market rate apartments and homes mixed in with low income units. “What I get really excited about is not just the housing we provide, but I think the quality of life we can bring out residents, especially in our newer communities,” said Guerrero. And the transformation has already started in Sun Valley. Construction has started on new mixed income units in the neighborhood. DHA’s plan says all of the low income units will be replaced and the area will add market rate units as well. “Going from maybe 350 total units of housing in that neighborhood today probably to over 500 units over the next five years,” said Guerrero. Lisa says she's not worried about being pushed out of the new neighborhood. “I don’t think it’s a bad thing, and no they’re not making us leave. We leave if we don’t want to live here... I think all anywhere you go there’s going to be change, not just Sun Valley," said Saenz. She's right. According to the National Low Income Housing Coalition, America needs at least 7 million more affordable homes than what's currently available. And cities all over are looking for solutions. “There’s more political will I think locally and at the state levels now because mayors and council members and commissioners are having to deal with residents across a wider income spectrum who are saying hey, I can’t work and live in my own neighborhood, in my own community and we need to do something about that,” said Guerrero There are a lot of creative solutions out there from the tiny home fad to providing a tax credit to renters or even having tech giants do their fair share and donate hundreds of millions of dollars to affordable housing programs like Amazon and Microsoft have pledged to do. But one solution is in every report and study. Build more homes. More affordable homes. Because when people have a safe affordable place to live, their house becomes a home, and their neighborhood becomes a community. “That really has an impact in terms of youth doing better in school, our families across the board having healthier food options, healthier transportation options, and our seniors being able to age in place in a healthy way that lets them live independently for much longer,” said Guerrero. 3963
